A music instrument Tsuur is made of a special plant in Western Mongolia
Under UNESCO Living Human Treasures Program, the project ‘Introducing UNESCO Living Human Treasures System in Mongolia’ has been successfully implemented in order to realize efforts in safeguarding intangible cultural heritage in Mongolia.\nThe main objective of this project aims to introduce and implement UNESCO Living Human Treasures System in Mongolia and so protect, maintain and encourage intangible cultural heritage and bearers in Mongolia within implementation efforts of the 2003 Convention.\n\nThe following activities have been defined and planned to implement within the project implementation work:\n\n1. Review and analyze previous research study materials, data information and field survey findings on intangible cultural heritage and its bearers in Mongolia, and make general overviews upon current situations of intangible cultural heritage\n2. Develop recommendations on designing a relevant legal framework for implementing UNESCO Living Human Treasures program in Mongolia and submit them to responsible governmental institutions for further approval and actions\n3. Organize exchange tours of expert teams implementing the project in South Korea and Mongolia and so share viewpoints and experiences in safeguarding and maintaining intangible cultural heritage in reality\n4. Appoint and send field research teams to some areas of Mongolia, namely some Western and Mongolian regional aimags in order to identify, survey, determine and document locations and distributions of certain bearers of intangible cultural heritage\n5. Develop draft proposals of ‘List of types and forms of Intangible Cultural Heritage in Mongolia’, ‘The List of Intangible Cultural Heritage in Need of Urgent Safeguarding’, ‘The Representative List of the Intangible Cultural Heritage of Mongolia’ and submit them to MECS\n6. Design an initial draft of reference manuals of intangible cultural heritage in Mongolia based on results and findings of all above reviews and research analysis. During the joint seminar meetings held on 12-13 December, 2008 the Mongolian and Korean expert teams withdrew general feedback upon ongoing implementation processes of the project and shared comments on achievements of project goals and objectives, in addition to defining some specific areas of further activities. It definitely contributed considerable inputs in efforts introducing ‘Living Human Treasures’ Program and thus safeguarding intangible cultural heritage in Mongolia

Geographical imbalance: the challenge of getting a more balanced representation of accredited non-governmental organizations under the 2003 Convention
The unbalanced geographical distribution of accredited NGOs was identified as one of the major concerns by the General Assembly, the Committee and the Secretariat when the reflection process on the advisory role of accredited NGOs started at 12.COM in 2017. One of the recent actions to address the challenge is an initiative towards the establishment of aworking group for the ICH NGO Forum dealing with regional imbalance of accredited ICH NGOs. The initiative came from our NGO, the Finnish Folk Music Institute, and was endorsed by the ICH NGO Forum Steering Committee. The working group will start discussions based on the possible measures received via the survey and work with the aim to overcome the ongoing imbalance.

Inter-regional Field Experiences on Curriculum Development for ICH Safeguarding: Experience from Uganda
Since its inception in 2006, the Cross-Cultural Foundation of Uganda (CCFU) noted very limited professional heritage expertise in the culture sector. In Uganda, both private and public universities do not offer fully fledged degree courses and therefore those with professional qualifications in heritage were trained outside the country. Over the past 14 years, CCFU has carried out trainings for development partners and designed training manuals on heritage preservation and promotion, but soon realized this was not sufficient. In 2017 CCFU, in consultation with partner universities, applied for assistance from UNESCO’s ICH International Assistance Fund to design a degree course on ICH and Sustainable Development for universities in Uganda. As the coordinating organisation, CCFU ensured that representatives from four universities, the Ministry of Education and Sports, the Uganda National Commission for UNESCO, the Department of Culture and Family Affairs, as well as the National Council for Higher Education formed a Steering Committee and working groups that were responsible for designing the university course syllabus. Emily Drani talks about inter-regional field experiences on curriculum development in Uganda. \n\nMS. EMILY DRANI is the Executive Director and co-founder of the Cross-Cultural Foundation of Uganda, an organisation dedicated to promoting the value of ‘culture in development’ approach. She holds a Master of Philosophy in Development Studies with a focus on Endogenous Development.

1. Case of Tajikistan : Role of Festivals for ICH Safeguarding within Local Communities
In 2017, Tajikistan ratified the 2003 Convention. Two years later, the Tajik government passed a decree and project to take place between 2013 and 2020. The goals of this project were to safeguard ICH from disappearing; reviving traditions; helping and supporting performers and masters; endorsing cultural elements accessible for wide use; studying and preparing books, films, and musical discs; and organizing folk festivals, cultural competitions, and other exhibitions. The festivals have several social and cultural functions due to their continuity. Infestivals, a person experiences his/her membership in society and feels the collective solidarity. Festivals also include didactic elements, mainly structuring the young generation in the task of responsibility among other members of the society; they should follow prescribed social and cultural norms. At the same time, festival also function on a psychological level, giving people a sense of national or ethnic identity and building social integration, solidarity, thus creating an atmosphere of friendship.

Promoting Heritage Education through Intangible Cultural Heritage in the Kalasha Valleys of Pakistan
Ghiasuddin Pir & Meeza Ubaid introduces the activities of THAAP, the only UNESCO accredited NGO under the Convention 2003 from Pakistan, initiated the process of community-based inventorying (CBI) of Intangible Cultural Heritage (ICH) among the Kalasha community. THAAP, in collaboration with UNESCO, funded by the Embassy of Switzerland, has worked towards inclusive documentation processes of forty-five intangible cultural heritage from the five listed ICH domains. Furthermore, THAAP endeavored at cultural education activities in Kalasha.

3rd APHEN-ICH International Seminar Diversity and Distinctiveness: Looking into Shared ICH in the Asia-Pacific
Intangible cultural heritage (ICH) is transnational in nature. It is necessary to spread the perception that ICH transcends geographical spaces and national borders, creating dynamic relations, connectedness, and continuity, which is why it is a timeless bearer of cultural diversity, the foundation of the heritage of humanity. However, as the modern structure of nation-state determines the boundaries of culture with national borders, forming the concept of “culture within the country”, subsequently led to the perception that the ownership of culture belongs to the state.\n\nThe concept of exclusive ownership of culture is often controversial in the UNESCO listing process, particularly in instances where cultural heritage and cultural domains have been shared for a long time by two or more nation-states. Such conflicts lead to excessive competition for nomination, overshadowing UNESCO’s fundamental purpose of contributing to peace and security in the world by promoting collaboration among nations, as well as the very spirit of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage that promotes international cooperation and assistance in the safeguarding of ICH as a matter of general interest to humanity.\n\nConsequently, UNESCO encourages multinational inscriptions of shared intangible cultural heritage to promote regional cooperation and international safeguarding activities, preventing conflicts among countries and coping with already existing ones. By emphasizing joint nominations of shared ICH, UNESCO revised its implementation guidelines three times to deal with conflicts between countries due to the cultural property rights. In addition, States Parties are encouraged to develop networks among relevant communities, experts, professional centres, and research institutes, particularly with regard to their ICH, to cooperate at the sub-regional and regional levels.\n\nAt the 13th Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage held in the Republic of Mauritius in November 2018, Traditional Korean Wrestling was inscribed on the Representative List of the Intangible Cultural Heritage of Humanity as the first joint designation by the Democratic People’s Republic of Korea and Republic of Korea. This milestone in the life of the Convention demonstrates that ICH contributes to the peace-building, reconciliation, mutual understanding, and solidarity among peoples. Indeed, only when acknowledging that shared cultural values are empowering characteristics of ICH, the true perspective of the unifying agent of the cultural diversity can be achieved, and that it is the cornerstone of reaching peace among nations.\n\nCountries in the Asia Pacific region are deeply connected by a long history of interactions, exchanges, flows of people, goods, and ideas that have shaped shared values, practices, and traditions. Having a balanced view, advocating for cultural diversity, and recognizing the commonalities among individuals, communities, and countries as a strength are virtuous tenets in the present time.\n\nIn this regard, APHEN-ICH Secretariat, ICHCAP, and UNESCO Bangkok Office are inviting the APHEN-ICH member institutes and public to this seminar under the theme of Diversity and Distinctiveness: Looking into the Shared ICH in the Asia-Pacific, to re-assess that while fragile, intangible cultural heritage is an important factor in maintaining cultural diversity, connecting bounds, and enhancing international dialogue and peace.

ICH Webinar Series on Higher Education Session 4: Inter-regional Field Experiences on Curriculum Development for ICH Safeguarding
ICHCAP, in collaboration with UNESCO Bangkok Office, held the Intangible Cultural Heritage Webinar Series from June to August 2020 with a total of four sessions. The 23 speakers from 18 countries met with the public to grapple with alternative practices and emergent modes of delivery in various areas such as heritage education in the universities, networking amongst educational institutions for ICH safeguarding, development of ICH curricula in times of crisis, as well as inter-regional cooperation for cross-cultural instruction and learning.\n\nWhile the entire world is struggling with the impacts of the COVID-19, the ICH sector also has been hit hard by numerous public health measures such as the cancellation of major festivals and events, temporary shutdown of museums, and places of cultural activities, as well as the indefinite halting of formal and informal heritage transmission activities. How can ICH safeguarding and transmission thrive in the midst of an unprecedented pandemic, and what role can higher education institutions play to ensure the viability of living heritage in our times? 2020 ICH NGO Conference : ICH and Resilience in Crisis

Proceeding: International Symposium on Intangible Heritage along the Maritime Silkroad
On 13 September 2018, experts of the Asia-Pacific region gathered to discuss maritime topics. Organized and hosted by ICHCAP and the National Research Institute of Maritime Cultural Heritage, the symposium, in two sessions, allowed an opportunity to discuss issues related to traditional shipbuilding and navigation skills as well as traditional maritime knowledge in contemporary life.\n\nThis report is composed of seven presentation papers from seven countries, namely China, ROK, Malaysia, Philippines, Indonesia, PNG, and Madagascar, regarding on transmission of traditional ship making and navigation skills.\n

Engaging the Community to Safeguard Singapore’s ICHIntangible cultural heritage (ICH) as defined by the 2003 UNESCO Convention encompasses the practices, representations, expressions, knowledge, and skills, which communities recognize as part of their cultural heritage. In the case of Singapore, ICH is important as it represents the diverse practices, knowledge, and living traditions of Singapore’s multicultural society.\n\nIn recent years, the National Heritage Board of Singapore (NHB) has embarked on a concerted drive to document and safeguard Singapore’s ICH elements as well as to work with public and private sector partners to facilitate the transmission of ICH elements.\n\nPrior to these efforts, NHB studied the best ICH safeguarding practices in various countries, including Hong Kong, South Korea, France, Japan, and Malaysia (Penang). NHB noted that effective ICH safeguarding requires the community involvement and that ICH elements should be allowed to evolve or even disappear with time.\n\nNHB also noted that effective ICH safeguarding involves measures such as research and documentation efforts, recognition schemes for ICH practitioners, the creation of a national inventory, education, and outreach programs, as well as financial grants.\n\nIn November 2016, NHB launched its first nationwide ICH survey to identify key elements of Singapore’s ICH. The survey will be completed by the end of 2018. It will document more than a hundred ICH elements through oral history interviews, research, photography, and videography.\n\nMore recently, NHB announced the development of Our SG Heritage Plan, which is the first masterplan for Singapore’s heritage and museum sector. The masterplan outlines the broad strategies and initiatives for the sector over the next five years (2018 to 2022) and beyond.\n\nOne of the key strategic pillars for Our SG Heritage Plan focuses on ICH and presents the following recommendations:\n\nNHB will develop an ICH inventory to promote public awareness and facilitate public access to ICH information. The inventory will be updated with input from heritage experts and community groups.\nNHB will introduce a new scheme to recognize ICH practitioners who are dedicated to promoting and transmitting different aspects of Singapore’s ICH.\nNHB will step up efforts to research and document Singapore’s ICH and continue to promote research in ICH through research grants.\nNHB will leverage on museum exhibitions, festivals, and programs such as talks, workshops, and showcases to create greater public awareness and appreciation of Singapore’s ICH and ICH practitioners.\nNHB will work with the relevant agencies to ratify the 2003 UNESCO Convention in 2018 and explore possible ICH inscription onto the UNESCO Representative List.\nIn developing the ICH strategies and initiatives, NHB conducted eight engagement sessions involving close to 190 ICH practitioners between November 2016 and September 2017 to solicit views and seek feedback.\n\nAs part of NHB’s public engagement efforts for Our SG Heritage Plan,1. the institution is presently consulting the wider public about the ICH strategies and initiatives through a dedicated website (oursgheritage.sg) and traveling exhibitions.\n\nFrom December 2017 to February 2018, close to 20,000 people have visited the exhibition, and the website has received more than 14,000 visitors. The National Program for ICH Safeguarding in MongoliaBy the 68th resolution of the government of Mongolia, the National Program for Safeguarding Intangible Cultural Heritage was approved on 13 February 2019. This national program will be implemented between 2019 and 2023, and it has six parts.\n\n 1. Justifications\n 2. Objectives, purposes, and duration\n 3. Activities to be implemented within the framework of the national program\n 4. Evaluation criteria for implementing the national program\n 5. Financing the national program\n 6. Monitoring and evaluating the implementation of national program\n\nSeveral articles associated with protecting and safeguarding traditional culture, its transmission, development, research, and dissemination were reflected on the Constitution of Mongolia, the National Security Concept of Mongolia, the Concept of Mongolia’s Foreign Policy, the Concept of Sustainable Development of Mongolia, the State Policy on Culture, the Law of Culture, the Law on Protection of Cultural Heritage, and the Law of Mongolian Language.\n\nThe Mongolian Law on Protecting Cultural Heritage was amended in 2014 by the State Great Khural for regulating relations associated with the fifteen ICH classifications, the rights and duties of ICH practitioners, an organization of transmission activities and so on.\n\nBetween 2005 and 2016, the government of Mongolia approved and implemented national programs for ICH elements, including morin khuur, traditional long song, and Mongol khoomei, which were inscribed on the Representative List of the Intangible Cultural Heritage of Humanity, and Mongolian traditional folk dance bii biyelgee, Mongol epic, and Mongol tsuur, which were inscribed on the List of the Intangible Cultural Heritage in Need of Urgent Safeguarding. The NCCH has taken part in implementing these programs. As a result, these national programs have had positive changes in safeguarding ICH, such as identifying ICH practitioners from elders, organizing apprenticeship training, promoting traditional culture and cultural heritage abroad and nationwide, transmitting ICH to younger generations, building pride in ICH, and self-researching ICH.\n\nThe national programs were implemented only for the folk performing arts domain—one of the five UNESCO domains of ICH—but were not implemented for the other domains.It is a demanding task to implement ways to increase and improve research and safeguarding efforts for ICH in every domain represented in nomadic culture as well as to promote ICH abroad and nationally, and, at the same time, also increase the social and economic status of ICH practitioners while improving their skill and opening possibilities to introduce the cultural industry as a form of a tourist product.\n\nThe main objective of this national program is to identify ICH elements of ethnic groups in Mongolia and to research, register, document safeguard, transmit, and disseminate the ICH elements abroad and nationally.\n\nWithin the program’s framework, the following objectives were put forward to be implemented:\n\n-To improve the policy and legal environment of ICH and to intensify the implementation of the UNESCO 2003 Convention for Safeguarding of Intangible Cultural Heritage\n-To improve research, documentation, and activities of ICH registration and information database in accordance with international standards\n-To organize and conduct activities associated with raising the general public’s awareness about ICH and disseminating ICH abroad and nationally based on intersectoral cooperation\n-To increase the ICH specialists’ capacity and support ICH practitioners\n\nPhoto : Sambuugiin Pürevjav of Altai Khairkhan (an overtone singing ensemble from Mongolia) playing a morin khuur near Centre Georges Pompidou in 2005 CCBY 2.5 Eric PouhierYear2019NationMongolia
