Punnuk: Unwinding after the Harvest, the Tugging Ritual in the PhilippinesThe punnuk is a tugging ritual of the village folk from three communities in Hungduan, Ifugao in Northern Luzon, Philippines. It is performed at the confluence of Hapao River and a tributary as the final ritual after the rice harvest. Its consummation brings to a close an agricultural cycle and signals the beginning of a new one. \n\nThe punnuk is a ritual of pomp and revelry. Garbed in their predominantly red-col-ored attire of the Tuwali ethno-linguistic subgroup, the participants negotiate the terraced fields in a single file amidst lush greens under the blue skies. The tempo builds up as the participants reach the riverbank, each group positioned opposite the other. Introduction to ICH and Relevant Institutions of FijiThe Republic of Fiji is home to a multitude of cultures and traditions. In 2013, Fiji’s new Constitution was promulgated designating that all ethnicities that make Fiji their home be called “Fijians”. This includes the following:\n\n ‘iTaukei’ or indigenous Fijians;\n Rotuman people (a minority indigenous group);\n Indians who were mostly descendants of indentured laborers in Fiji;\n Pacific Islanders who were descendant of labourers in Fiji such as Ni-Vanuatu and Solomon Islanders;\n Descendants of early migrants to Fiji (Chinese, Indians, European/Australian/American &s Traders, Sailors and Beachcombers)\n Descendants of Banabans (Ocean Islanders) now known as Rabi Islanders.\n Descendants of Tuvaluans (Vaitupu Islanders) now known as Kioa Islanders.\n\nFiji therefore has a unique array of intangible cultural heritage (ICH), and if one was to ask what would be a representative ICH of all Fijians, there is none as each ethnic group is distinctively diverse and each practice their own form of ICH which are far most different from another.Year2017NationSouth Korea

ICH Safeguarding in the Asia-Pacific Using Information TechnologyThe information society built on the development of information and communication technology (ICT) is bringing about revolutionary change to humanity, such as the smooth dissemination of knowledge and information, promotion of communication, and an enhanced quality of living even if accompanied by other negative effects. Growing access to the internet is completely revising the very meaning of information services, thus creating a new environment. The possibilities of networking, mutual cooperation, and digitization created in this environment is effecting fundamental change in the functions of information acquisition, storage, and dissemination.\nSuch development in ICT presents new approaches in the field of cultural heritage as well. Integrating ICH in Heritage TourismThe Phnom Penh Vientiane Workshop and Charter were driven by participants who represented museum and heritage leadership from linguistically and culturally diverse communities of South-East Asia and Timor-Leste. Its integrity, from preparation to follow-up, has been overseen by a leadership of entirely Asian linguistic and cultural backgrounds. It was the first of such major initiatives in Asia by the International Council of Museums (ICOM). It addressed the concern that models and methods from developed or rich countries, where heritage contexts are well resourced, may not necessarily work for cultural communities and groups in low economic indicator countries. This concern was prioritised with the significance given to stakeholder or carrier and transmitter communities in the UNESCO 2003 Convention.Year2012NationSouth Korea

Synergies in Safeguarding Intangible Heritage : How best can Universities add Value?Globalisation has its benefits. But it could also diminish our heritage in ways that we may not sometimes even be conscious of. Effective minimization of the negative impacts is possible with timely interventions. Sometimes it may be too late before significant elements of our culture are endangered or even disappear. It is this concern that led the world community to come together and adopt the international Convention by UNESCO in 2003 for Safeguarding Intangible Heritage. It is passé to say that globalisation has accelerated to a pace that we are challenged to keep up with it on many fronts. We are quite familiar with the social, economic and environmental issues. In addressing only these three pillars during the 2000-2015 MDG phase of the UN, we now have a lot of catching up to do. Culture as the fourth pillar of sustainable development, even if not detailed enough, is located in the 2030 Agenda and the Sustainable Development Goals (SDGs) that will guide us between 2015 and 2030. We must endeavour to bring together the implementation of the 2003 Convention and higher education as part of the four-pillar paradigm. Several questions need to be addressed. \n \nCan higher educational institutions such as universities, specialised colleges add value to the UNESCO’s efforts in safeguarding intangible heritage in sustainable development? Can we find synergies between the strategic directions of higher educational institutions and the Overall Results Framework for the UNESCO 2003 Intangible Heritage Convention? In what ways can Regional, Sub- Regional, National and Local networking and knowledge sharing be empowering to safeguard intangible heritage and the rich cultural diversity of the Asia Pacific? Given that language itself is not covered by the Convention but included as a vehicle of the intangible heritage (Article 2.2.a), how best can we maximise on the linguistic diversity of the region promoted through higher educational institutions in minimising the hegemonic impacts of monolingualism that endangers so much of our intangible heritage? \n\nFirst and foremost, it must be underlined that UNESCO and a number of national and international agencies including NGOs have advocated strongly for the inclusion of culture as a separate SDG in the UN 2030 Agenda. None of the 17 SDGs focus exclusively on culture. However, the advocacy has created an inclusive discourse on culture that cuts across the SDGs. The resulting Agenda includes several explicit references to cultural aspects. The following SDG Targets are significant. Listen to Voices:The Tao Foundation ExperienceThe Tao Foundation for Culture and Arts is a Philippine non-profit, non-governmental orga-nization based in Quezon City, National Capital Region, Luzon and in Agusan del Sur, Caraga Region, Northeastern Mindanao. Established in 1994, the Tao Foundation is led by an all-fe-male Board composed of Filipino scholars, artists, and Indigenous community leaders engaged in cultural regeneration initiatives in response to the five centuries of colonial and neocolonial histories and the need to help build strong cultural communities. TRANSMITTING ICH IN THE CONTEXT OF INFORMAL, NON-FORMAL, AND FORMAL EDUCATIONSustainability of Intangible Cultural Heritage in the modern world is very much dependent on transmitting ICH to present and future generations. This is acknowledged in the UNESCO 2003 Convention on the Safeguarding of the Intangible Cultural Heritage (2003 Convention). The purpose of this transmission is to produce inheritors and appreciators of ICH, without which ICH may fade away and eventually disappear. This transmission may be achieved through the channels of informal, non-formal and formal education, which I will discuss in relation to the case of education and training in batik cultural heritage in Pekalongan City, Indonesia, which was inscribed as a “best practice”1 for safeguarding ICH in 2009.Year2018NationSouth Korea

Country Presentations(Bangladesh, Bhutan, India, Maldives, Sri Lanka, Pakistan)Bangladesh is rich in intangible cultural heritage in all the five domains outlined in the 2003 ICH Convention namely oral traditions, performing arts, social practices, rituals, and festive events, knowledge about nature and the universe and traditional craftmanship.Four elements are inscribed in the UNESCO representative list and two applications are submitted in 2019. The Ministry of Cultural Affairs has a list with literature of 54 elementsunder the 5 ICH domains, while researchers identified 123 elements. Comprehensive inventorying of living heritages is under process with the Government. Bangladesh, by ratifying 2003 Convention, assumes its obligation of safeguarding these elements of ICH. Among the elements, some are sustainable for the economic output of the objects associated with the elements. Others remain vulnerable for change in lifestyle, knowledge pattern, social and economic advancement, science and technology.
