3. Vitality and Sustainability of the Silk Roads ICH Festivals
Alisher Ikramov reviews information collected through a survey funded by ICHCAP. While his work primarily reviews ICH festivals, he is also able to gain insights into ways that networks can promote ICH along the Silk Roads. Looking at the importance of local communities and the popularity of such festivals locally, there is concern about a lack of a network to encourage larger tourist attendance. However, there are feelings that festivals do not authentically represent local traditions and products. Therefore, this could lead to an undesirable level of commoditization and as a result lower the quality of the event.

YSHPO has recorded and safeguarded various cultures and history in the Yap island.\n\nIn 2017, ICHCAP carried out the Digitization Project of ICH-related Analogue Materials in cooperation with YSHPO, which resulted in the digitization of five hundred hours of analogue materials. Based on this, ICHCAP has published an audiovisual collection, titled “Yapese Intangible Cultural Heritage: History, Legends, Myths, and Performing Arts of the Federated States of Micronesia”, which contains selected digitized materials that well represent FSM’s traditions. YSHPO not just contributed to the digitization of analogue materials, but also supported the production of the collection to help more people discover the precious materials.\n\nThe FSM collection consists of eight CDs and two DVDs. The collection lists twenty tracks of ICH-related stories, legends, and myths of everyday life of the Yapese that were recorded in the 1960s. This dance features a friendly beach crab that lived on a tiny rock island nearby the shore of Ngariy village. The crab often came to the land and visited Ngariy village to play with young girls. NEPAL'S HEREDITARY MUSICIAN CASTES
DVD2_NEPAL'S HEREDITARY MUSICIAN CASTES\n\nThe four hereditary musician castes of Nepal are Damai, Gandharba, Kapali, and Badi. The most visible of these are the Damai and the Gandharba musicians. The Kapali are temple musicians and the Badi are drum makers. Damai are required to play for the goddess of the ruling class and also to play at all types of ceremonies and rites of passage, such as weddings and Bratabhandha. They perform in a group known as a panchai baajaa, which is composed of nine musicians playing seven different musical instruments representing the five universal elements of earth, water, fire, air, and sky, of which all matter and living things are composed. The tyamko represents earth, the damaha represents water, the jhurma represents fire, the dholaki represents air, and the narasingaa, sahane, and karnal represent the sky. Panchai baajaa music is believed to keep the elements in balance and harmony and to result in therapeutic musical healing. The Gandharba or Gaine caste musicians traditionally travel from village to village and door to door singing bhajan (hymns), songs from the great Hindu epics, and karkha (historical songs of heroes and bravery), but also bring news. They accompany themselves by playing saarangi.

ICH Webinar Series on Higher Education Session 1: Safeguarding of Intangible Cultural Heritage and the COVID-19 in the Asia-Pacific Region
ICHCAP, in collaboration with UNESCO Bangkok Office, held the Intangible Cultural Heritage Webinar Series from June to August 2020 with a total of four sessions. The 23 speakers from 18 countries met with the public to grapple with alternative practices and emergent modes of delivery in various areas such as heritage education in the universities, networking amongst educational institutions for ICH safeguarding, development of ICH curricula in times of crisis, as well as inter-regional cooperation for cross-cultural instruction and learning.\n\nWhile the entire world is struggling with the impacts of the COVID-19, the ICH sector also has been hit hard by numerous public health measures such as the cancellation of major festivals and events, temporary shutdown of museums, and places of cultural activities, as well as the indefinite halting of formal and informal heritage transmission activities. How can ICH safeguarding and transmission thrive in the midst of an unprecedented pandemic, and what role can higher education institutions play to ensure the viability of living heritage in our times? Meke Ni Veimei II (Nursery rhymes II)
In the iTaukei Fijian culture, raising children is everyone’s responsibility. It is therefore everyone’s business to learn, memorize, and recite the chant correctly. Each chant, or make, is unique to the families, clans, and communities. Chants for children often take the form of poems that proclaim the identity of the clan and their origins. For example, a chant composed for children who are from inland of the two main islands in Fiji would be different from those created for children from maritime and coastal tribes. Children’s chants are composed to suit different stages of childhood development and their activities. Vakamoce gone, or bedtime chants, are sung to put children to sleep and would therefore be recited with a soft, soothing monotone. This is an early introduction of language to the subconscious being of a child. \n\nMeanwhile, Vakawele gone are chants sung to draw full attention of a child when they are awake, and, therefore, are performed at fast tempo with a playful tone. Vakaqito gone are chants sung to engage a child in a game. They are participatory in nature and contribute to development of a child’s sensory movements and social skills.

II: EVERYDAY SONGS\n\nThe recordings by Dutch ethnomusicologist Arnold Adrian Bake in India in the 1930s and later are one of the earliest examples of what may be called “ethnographic” recordings. Arnold Bake and his wife Corrie spent a long time in Bengal but travelled all over India, recording the music, sounds, and other forms of intangible culture of the people. These recordings cover an immense range of music and recitations that are part of people’s everyday lives, such as work songs, devotional pieces, and ritualistic performances, and include a high number of women’s songs and cultural expressions. Bake’s first field trip was in 1925 and his last was in 1955. During that time, he travelled not only to India but also to Nepal and Sri Lanka. Collections of Bake’s recordings are held in archives in the United Kingdom, Germany, and the United States. Recordings from 1925 to 1929 were on cylinders, and those from 1938 to 1939 were recorded on a machine called Tefifon. The collection that has been digitized for this project consists of the recordings made in 1938 and 1939. \n\nThe Tefi recordings were transferred to spools and deposited in ARCE in 1982. During those two years, Bake travelled from Sindh, the Gujarat coast, to Kerala, and thus the recordings are from Maharashtra, Karnataka, and Kerala. There are also recordings made in the Maldives and Sri Lanka. Thus, the selections presented on these albums are largely from the Southwest Coast of India. These recordings were chosen because they carry great historical value yet were not easily accessible until now. NB: The titles given by Arnold Bake have been retained. However, in the notes, places and names have been changed to reflect current designations – e.g. Canarese was changed to Kannada. Place names have also been modified to follow current spelling conventions.\n\nEveryday Songs - The everyday lives of people are what make up the core of intangible cultural heritage (ICH). This selection includes rituals, work songs, devotional and religious songs, as well as common songs that express joys and sorrows. In addition to songs, some tracks include cries and noises, reflecting the wide variety of sounds that Bake recorded.

In India, lullabies are also part of the life cycle ceremonies associated with the birth of a child. Thus, they tend to have an added ritualistic purpose. The themes sometimes include aspects of devotional music and might invoke the blessings of gods or refer to the childhoods of deities. Rituals that celebrate the births of gods such as Krishna often make use of songs composed in lullaby form and that may be sung to babies. The concept of an album of lullabies and cradle songs recorded in a part of India in the late 1930s may seem narrow. However, the recurrence of lullabies in Bake’s recordings raises some interesting questions. Did Bake consider them life-cycle songs? Were they everyday songs that people considered traditional? Many – if not all – the lullabies have meaningless syllables, which are perhaps intended to soothe the child. For example, the syllables jo jo seem to occur in Kannada and Marathi lullabies, and perhaps in other Indian languages.

Women's Voices from the Mountains
CD6_WOMEN’S VOICES FROM THE MOUNTAINS\n\nThe women performing here are not professional musicians. These songs are part of the everyday life of women. Women’s songs are often work songs sung while grinding, threshing, and pounding, as a way to while away the tedium of long laborious tasks and provide a rhythm as well as companionship. Women play a key role in rituals, singing narratives and ballads as well as life cycle songs for events such as birth, marriage, and death. Wedding songs form a large part of the repertoire of women in India. This important part of the intangible cultural heritage of India is disappearing with urbanization and migration to cities, and with mechanization that takes away the need for grinding and pounding. Moreover, recorded music and television are taking the place of song. Thus, the recording and documentation of these traditions become more important. Namely, recordings of the voices of the woman in the home and in the fields, who carry out the rituals for their families and the gods who protect them, hold immense value. This is a compilation of women’s songs from the foothills of the Himalayas, Kangra in Himachal Pradesh (the “land of the snows”), and from high up in the Garhwal Himalayas in Uttarakhand (the “northern land”). Though not connected, there are similarities in the themes between the ghasyari songs and khuder of Garhwal and the pakaharu of Kangra. Women sing about their hardships, such as their daily struggles with marriage, absent husbands, and about the friendship among women. These songs do not have any instrumental accompaniment. The songs are from the research conducted by two wo men researchers: Kirin Narayan and Ragini Deshpande. The songs from Kangra are those recorded and collected by Kirin Narayan, who has worked in Kangra, studying women’s songs and stories for many years. The selection presented here is from 1990 to 1991. Ragini Deshpande recorded and collected women’s songs in Chamoli, Garhwal, from 1981 to 1989. As Sangita Devi says quoted by Kiri Narayan, “Everyone can sing, but only when you know pain can you understand the song.”

Each CD contains photos about live performances to provide a better understanding.\n\nThe digitization project is meaningful in that it has restored analogue materials in FSM, which were at risk of severe damage, to enhance academic values and raise public awareness of the materials. ICHCAP will continue its efforts to identify valuable materials in the Asia-Pacific region and provide a better access to ICH information through related projects.

Our Cultural Expressions: Indigenous Sounds of Fiji
Our Cultural Expressions: Indigenous Sounds of Fiji home\n(2017 Fiji-ICHCAP Digitization Project of ICH-related Analogue Audiovisual Materials)\n\nSince its foundation in 1904 as a national museum, the Fiji Museum has safeguarded and promoted various cultures and heritage of Pacific islands. The Fiji population consists mostly of iTaukei (native Fijians), Fijians of Indian descent, and Rotumans. The Fiji Museum has collected and shared tangible and intangible cultural heritage of such various ethnic groups through various methods to widely promote Fiji’s cultural heritage.\n\nIn 2017, ICHCAP carried out the Digitization Project of ICH-related Analogue Materials in cooperation with the Fiji Museum, which resulted in the digitization of five hundred hours of analogue materials. Based on this, ICHCAP has published an audiovisual collection, titled “Our Cultural Expressions: Indigenous Sounds of Fiji”, which contains selected digitized materials that well represent Fiji’s traditions. The video introduces mat weaving, which is considered an important element in the culture and life of Fijians, and its social and cultural significance. The collection is expected to be widely utilized in ICH-related research and also in education and transmission of the knowledge at schools.\n\nThe digitization project is meaningful in that it has restored analogue materials in Fiji, which were at risk of severe damage, to enhance academic values and raise public awareness of the materials. ICHCAP will continue its efforts to identify valuable materials in the Asia-Pacific region and provide a better access to ICH information through related projects.

Melodies from Uzbekistan
In 2015, ICHCAP with the National Commission of the Republic of Uzbekistan for UNESCO and the Fine Arts Institute of the Academy of Sciences of the Republic of Uzbekistan released the CD collection Melodies from Uzbekistan as part of its cooperation project to restore and digitize analogue resources on ICH.\n\nThis selection of audio resources are aged audio recordings stored at the Fine Arts Institute of the Academy of Sciences that have been restored and converted into a format suitable for storage and playback in media used today. The audio tracks in the collection consist of folk music recorded from field research conducted in Uzbekistan and border regions from the 1950s to the 1980s as well as studio recordings made from the 1930s to the 1970s. The eight CDs contain Uzbek songs related to work, animal rearing, rituals, and other important parts of day-to-day life in the region; instrumental music featuring various traditional Uzbek musical instruments, such as the dutor and g'ajir nay; and important Islamic oral traditions, such as maqoms and dostons.\n\nAlthough the traditional music of Central Asia may be unfamiliar to listeners from other parts of the world, the CDs come with information booklets in Uzbek, English, and Korean to provide an engaging experience for people from outside the region.\nThe selection represents the diverse and rich musical traditions of Uzbekistan and will be invaluable resources in the field of ICH education and promotion.

Sounds from Mongolian Grasslands_Oral Traditions and Performing Arts in Mongolia
Sounds that Run in the Vast Grasslands of Mongolia_Oral Traditions and Performing Arts in Mongolia\n\nSince the early 1950s, the Institute of Language and Literature at the Academy of Science (ILL) has been sending survey teams one to three times a year to research and gather data on oral literature and local dialectics. These activities set the groundwork for officially establishing a new archive with written documents and magnetic audio tapes that could be used for research purposes and be maintained. Preserved on magnetic tapes are languages and dialects that have gone extinct, have lost their distinctiveness, or have been adsorbed into other languages or dialects.\n\nHowever, most of the magnetic tapes being kept at the ILL are more than sixty years old, and the expiration date on many tapes has already lapsed. Also, improper storage conditions have caused some tapes to dry out, cling to one another, or fracture. For these reason, it would be hard to transmit to the next generation. Accordingly, since 2008, efforts have been made towards restoring and digitizing superannuated magnetic tapes within the internal capability and capacity of the ILL. The lack of training, finance, and proper tools and technical equipment has, nevertheless, created several obstacles and the digitizing results have not been very successful.\n\nAt this crucial state, the ILL introduced a cooperative request to the Foundation for the Protection of Natural and Cultural Heritage (FPNCH), and the FPNCH proposed that ICHCAP continue the joint project and take measures for restoring and digitizing superannuated magnetic tapes and distributing and disseminating the data among the general public. According to the above decision, the FPNCH and ICHCAP implemented the Joint Cooperation Project of Safeguarding Intangible Cultural Heritage by Using Information Technology from October 2011 to April 2012.\n\nAs the first stage of the project, the Expert Meeting for Safeguarding ICH by Using Information Technology was held in the Republic of Korea to exchange information with experts for digitizing and restoring the analogue data. The experts of Mongolian National Public Radio, the ILL, and the FPNCH started the project after sharing restoration and digitization knowledge with the Munhwa Broadcasting Corporation (MBC) of Korea, the National Archives of Korea, and the Korea Film Council.\n\nAs the main outcome of the project, a total of 715 hours of superannuated magnetic tapes including epics, folk tales, tales accompanied by the morin khuur, traditional arts, khuumei, chor, long and short folksongs, and traditional customs were restored, digitized, and categorized. Among them, 128 audio clips were selected and reproduced in a ten-CD collection called Sounds from the Mongolian Grasslands. The collection also includes a twenty-page handbook in English or Korean. Through this project, the general public’s, involved organizations’, and domestic and international experts’ awareness about Mongolian ICH increased, and the archive and music contents of regional ICH were strengthened.

The early history of the Nagas is shrouded in obscurity and many theories abound of their origin and migration. How and when they came to settle in the north‐eastern region of India is an unsettled question. \nSeveral traditions exist within the multi‐ethnic Naga communities on their origins. \nAccording to the oral traditions passed down through songs, folklore and word of mouth the Ao emerged from six stones at Long‐terok, which exists to this day near Chungliyimti, the first legendry settlement of the Ao. ‘Long’ meaning stone and ‘Terok’ six, refers to the six stones from which emerged three pairs of male and female progenitors whom the Ao claim to be their ancestors. The Ao is distinguished with two phratries –Chongli and Mongsen. The Chongli claim that the three males and females who emerged at Longtrok were Tongpok and his sister Lendina, Longpok with his sister Yongmenala and Longjakrep with his sister Elongshe. They were the first human beings who emerged at Longtrok. \nEach male member along with his sister formed the three phratries of the Chongli. \nTongpok founded the Imsong‐Pongen clan, Longpok the Longkumer clan and Longjakrep with his sister founded the Jamir clan respectively. The three siblings intermarried and through these marriages, the Ao clans came into existence and a well‐ knitted clan exogamy marriage evolved that is followed to this day.

HA NOI INTANGIBLE CULTURAL HERITAGE IN CONTEMPORARY LIFE
For a very long time, the publication of a book on the intangible cultural heritage of Hà Nội has been a deeply held wish of all the researchers and staff of the Centre for Research and Promotion of Cultural Heritage (CCH), an affiliated organisation of the Association of Cultural Heritage of Viet Nam. The aim of this book is to identify and introduce the richness and great value of the living cultural heritage of Hà Nội, our capital city and a great centre of 1,000 years of civilisation in our country. Our volume is thus a means of documenting and memorialising the boundless merits of our ancestors, and of the many generations of the communities who have continually created and sustained an extraordinarily diverse array of cultural expressions, making Hà Nội a precious repository of ancient traditions and living creativity: a land rich in cultural values, and a source of pride to all Vietnamese citizens, and especially to all the people of Hà Nội.

Consumption Trends of Traditional Cultural ContentsRecently, the word yu san seul, which commonly refers to a Chinese dish, has become more common in Korea after popular comedian Jae-seok Yu debuted as a trot singer under the stage name Yoo San-seul. Trot music, which was the exclusive property of older generations, is now appealing to the audience of all ages. The recent trot craze has been heated through Hangout with Yoo (a reality TV show produced by Yoo San-seul) and various trot audition programs. Traditional cultural contents, once viewed as boring and old-fashioned, are now not just bringing memories to the elderly but also catching on among younger people who are interested in newness through diverse media outlets.\n\nLikewise, ssireum, Korea’s folk wrestling and traditional culture, is gaining huge popularity among young generations. Ssireum was an extremely popular sport in the 1980s and 1990s, but it slowly lost much of its former glory and became a mere folk game that barely kept itself in existence as a holiday sport. In 2018, in recognition of its value, ssireum was jointly inscribed by North and South Korea on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity. However, it still failed to draw public attention, as there were old stereotypes about traditional sports and modern audiences already turned their backs on the traditional wrestling. Then, the variety program Joy of Ssireum has rekindled people’s interest in the sport. The ssireum arena is filled with spectators of all ages who are carrying placards of their favorite contestants. It seems like the ssireum fandom is no less than idols. In other words, ssireum is seeing its resurgence as an enjoyable and entertaining form of traditional sport. It is also expected to contribute to the inheritance and development of various other traditional sports.\n\nThanks to easily accessible media channels, our traditions are effectively transformed into original cultural contents that attract almost as much attention as in the past. Public attention is essential for the transmission and development of traditional culture. ENCOURAGING ICH SAFEGUARDING THROUGH AN ONLINE SYSTEM: ICHPEDIA PROJECTComplying with UNESCO’s safeguarding policy for ICH, Korea’s Cultural Heritage Administration attempted to initiate a digital inventory project in 2010.
