Nillaikalakki SilambamSilambam, a martial art originating from Tamil Nadu, South India, that focuses on stick twirling is one of many Indian traditional arts that have survived through the periods of Ancient India, Medieval India, and Modern India, including the British colonial era. It remained alive in other countries as well, including Sri Lanka, Myanmar, Malaysia, and Singapore. Silambam is an ancient Tamil martial art that carries many Tamil cultural values in its training and also during the transmission of the art from master to students.\nAncient Silambam’s cultural heritage and knowledge survived thousands of years through transmission to many generations, but the art is currently facing extinction. This drastic change is due to contemporary Silambam practitioners forgoing the values of the art and adopting elements of other martial art cultures, introducing new traditions such as belt grading systems, becoming more competition focused, and so on. The martial art with these newly adapted elements has been categorized as Sports Silambam. Many new Silambam organizations have been registered and even masters who have coached traditional Silambam are adopting these changes to train students toward success in competitions. Meanwhile, competition organizers offer handsome rewards to the winners in order to entice many young students to learn Sports Silambam. By focusing on the new approach geared toward competition, Sports Silambam masters fail to preserve the original combat techniques and cultural heritage values of authentic Silambam arts. While Sports Silambam is heavily and widely promoted, authentic Silambam masters and practitioners are struggling and facing hurdles to safeguard the intangible cultural heritage (ICH) of this particular ancient Silambam. The Historical Context of the 2003 Convention and the Contemporary Regional and Global Significance of ICHIn reality, safeguarding ICH (or whatever term one uses)1 has been an important issue for the large majority of countries around the globe and their citizens long before the 2003 Convention was adopted. The ‘problem’ of ICH, therefore, was a lack of formal international recognition of this reality and a cultural heritage protection paradigm that prioritised monumental European cultural forms over local and indigenous ones and that, when it addressed traditional culture, it did so from a heavily researcher-oriented viewpoint. The experience of those countries that are Parties to the 2003 Convention shows clearly that ICH in all its various forms is a rich social and, often, economic and even political resource that provides a variety of possible routes towards sustainable models of development. Adaption and Accreditation of Intangible Cultural Heritage in Academia: An Analysis of Ethnomusicology Programs of Kathmandu UniversityThis paper explores how intangible cultural heritage is being adapted and accredited in an autonomous Higher Academic Institution. Kathmandu University Department of Music has been taken as a case study. \n\nThis Department offers Bachelors (B.Mus.), Masters (M.Mus.) and PhD in Ethnomusicology. As part of this study, information has been collected in order to understand the factors that were perceived as the main considerations for quality assurance of the programs in the department. These challenges were explored with accreditation framework following evidence based self-assessed perception methods of the faculties, staffs and the students. The parameters for accreditation were identified after study of documented information of the Department and in-depth interviews with the concerned stakeholders. The results show that there are obvious challenges that exist while accrediting the programs such as standardized reference books, appropriate location, adequate number of youths in the program, and providing support to attract foreign students and mobilizing students in national and international concerts, etc. It is noted that these challenges, however, have minor implications and can be solved at the time being addressing the problems with the structural adjustment and collaborative efforts with the community assuring quality of ICH related courses in ethnomusicology programs.Year2018NationSouth Korea

Safeguarding Intangible Heritage through Tertiary Education in Andhra Pradesh, IndiaTelugu language is the mother tongue for carriers and transmitters in safeguarding the Intangible Heritage of the Telugu people. We have come up with an interdisciplinary and innovative educational programming that safeguards our intangible heritage of over 53.6 million people in Andhra Pradesh (AP). Our higher educational programming cuts across the five domains delineated in the 2003 ICH Convention of UNESCO. It is an integral part of a systematic safeguarding plan that is unique. I will introduce the framework that enables us to bring together the teaching of intangible heritage in a linguistic environment through six tertiary educational institutions for the Telugu speaking people. I am responsible for the curricula, pedagogy, employment of carriers and transmitters as teachers and performance education in all the six colleges. \n\nWe also address the interface between intangible heritage and language through higher education. Moreover, I will also reflect on my own engagement as a carrier and transmitter of theatre traditions of the Telugu people. My conclusion would advocate that we need to think in new and innovative ways for safeguarding the rich diversity of the intangible heritage of humanity. SUPERDIVERSITY AND THE CHALLENGE FOR ICH SAFEGUARDINGAccording to UNESCO’s Culture Urban Future: Global Report on Culture for Sustainable Development (Paris 2016), over half of the world’s population is now living in urban areas. Because of the heterogeneous background of these city populations, superdiversity has become a permanent feature not just of conurbations such as Singapore, Bangkok, and Mumbai. Also Europe is struggling with this challenge, which might create tensions and conflicts and the emergence of old and new cultural practices, reflecting new social identities and shared social spaces (Vertovec, 141). The Dutch city of Rotterdam, in the Netherlands, harbors immigrants with at least 160 different ethnic backgrounds, everyone bringing along his or her own intangible cultural heritage. What is intangible heritage in such an ethnically divided society? Analyzing Impact of International Networking for Safeguarding Intangible Cultural Heritages in BangladeshBangladesh has utilized limited opportunities of international networking for safeguarding its distinctive and diverse Intangible Cultural Heritage (hereafter ICH) elements as the networking activities are still limited to only in policy framing and in discussions, files and trainings of the government officials. No effective measure has been taken so far by the government to safeguard the transmission process of the disappearing ICH elements, though United Nations Educational, Scientific and Cultural Organization (hereafter UNESCO) and some other development partners voluntarily have been providing both financial and technical supports to the government of the People’s Republic of Bangladesh to formulate a national inventory of ICH and to take effective measures for safeguarding ICH elements since the beginning of the 21st century. But, so far the plans, policies and guidelines could not be translated into reality. Meanwhile, many practitioners have been giving up practicing traditional art forms, music, customs, knowledges and skills, which they inherited from the ancestors, because of poverty, lack of safeguarding measures, unplanned urbanization, disappearance of spaces, impact of foreign culture, and shirking of their jobs for ever growing popularity of satellite TV channels, gadgets and the Internet. This study, developed through primary and secondary data analyses, explores the causes those stand in the way to achieve the expected goals for safeguarding ICH in Bangladesh and also provides some possible solutions to the problems with the aim of capitalization of the maximum benefits from international networking.Year2017NationBangladesh
