Keynote Speech 2: Safeguarding Intangible Cultural Heritage to Strengthen Community Viability and ResilienceWe are accustomed to considering how the participation of communities, groups, and individuals in safeguarding their own intangible cultural heritage (ICH) is both a practical necessity and an ethical imperative. Implicit in the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage is a bolder claim: that because intangible cultural heritage plays a vital function within society, its safeguarding is a powerful strategy for communities, groups, and individuals to fortify themselves in the face of rapid sociocultural, economic, and environmental changes. Theconvention is not concerned with safeguarding ICH for its own sake, and neither is it concerned with the past. Instead, the convention looks resolutely forward, its mission being to safeguard ICH as a means of strengthening the viability and resilience of the communities, groups, and individuals concerned. Our goal in safeguarding ICH is to ensure that future generations will continue to have access to the practices, expressions, representations, and knowledge that we enjoy today, and will remain able to utilize them to strengthen the social fabric of communities and groups, even as they face new and unforeseen challenges.Year2017NationUnited States of America

Learning from Korean Traditional Wisdom of Rainwater Management to Overcome Climate CrisisThe climate crisis is increasing the number of dangerous weather events that are occurring all over the world with challenges such as floods and droughts, wildfires and heat waves; these phenomena are getting more serious every year. It is important to note that most of these events are related in some way to rainwater. For example, by collecting rainwater near the place it falls, the risk of flooding will be reduced, and the collected rainwater can later be used to mitigate drought. By collecting rainwater on the ground and making the land surface wet, forest fires can be prevented and the chances of heat waves occurring can be reduced. Therefore, good rainwater management can overcome the water- and heat-related challenges that arise during times of climate crisis.Year2022NationSouth Korea

Vernacular Martial Arts: Culture, Continuity, and CombatVernacular martial arts (VMA) occupy a special niche within the diverse phenomena classified as martial arts. Cross-culturally, “Martial arts can be defined as systematic bodies of knowledge, belief, and practice that are associated with methods of attack and defense against … adversaries” (Green and Svinth, 2010, p. 331). On close examination, we learn that the behaviors we attempt to gather under this umbrella term are quite diverse, ranging from life-and-death struggles through rule-governed sporting contests to expressive forms, from globalized combat sports to localized martial culture. The systems that fall on the latter end of this spectrum I have applied the VMA label to, and among the various martial expressions these are the ones that most clearly qualify as intangible cultural heritage (ICH). CHAK-KA-YER, TRADITIONAL TUG-OF-WAR GAMEChak-ka-yer or tug-of-war is one of the oldest traditional team games of Thailand. It is believed that chak-ka-yer derived from imitating the work of humans pulling a trolley with a heavy load, the behaviors of bulls, buffaloes, or elephants in pulling heavy things, and a Buddhist ceremony called Chak-Phra, in which a Buddha image is placed on a beautifully decorated cart and pulled in a procession so that people pay respect to the Buddha image as it rolled by.Year2014NationSouth Korea

International Cooperation through Tugging Rituals and Games and their Achievements: Activities in Post Multinational InscriptionsTug-of-war is a universal cultural phenomenon all around the world. Especially in Asia, the tug-of-war is related to rice farming and is thus commonly found in the farming cultures of Northeast and Southeast Asia. As practiced in Asia, the tug-of-war is performed either as a prayer for rain, or for a good harvest, or to foretell whether the year’s harvest will be good or bad. Tug-of-war activities have similarities that include two teams pulling at the opposite ends of a rope. They also have distinctness, individuality, and creativity interactivity with the climate or environment, making tug-of-war events worth preserving as a common element of Asian intangible cultural heritage (ICH).\n\nRecognizing the universality and distinctness of tug-of-war traditions in Asia, Cambodia, the Republic of Korea, the Philippines, and Vietnam prepared a multinational file to nominate “Tugging Rituals and Games” to the UNESCO Representative List of the ICH of Humanity through mutual communications and meetings. The Republic of Korea submitted the nomination file to the Convention Secretariat on behalf of the four countries on 31 March 2014. The nomination file was eventually recognized on 2 December 2015 during the tenth session of the Intergovernmental Committee held from 30 November to 4 December 2015 in Namibia.\n\nThe inscription of Tugging Rituals and Games to the UNESCO Representative List of the ICH of Humanity has brought about a sensation in each country. The news of the multinational inscription was covered in a slew of media outlets in each country, and in particular, Vietnam selected the multinational inscription as one of the top ten cultural news events of 2015. The Republic of Korea, which led the multinational inscription, conducted commemorative events, such as holding an exhibition and publishing books in Korean and English.Year2021NationSouth Korea

Session 2: What Is The Role Of The Community In ICH Safeguarding?Based on the accumulated experience over the course of fifteen years since the adoption of the 2003 Convention, Southeast Asia is well known for its diverse and abundant intangible heritage. Many states in this region have already initiated ICH safeguarding plans with active participation of communities.\nHowever, a number of Member States are still having difficulties employing community‐based safeguarding plan and programs. In implementing the 2003 Convention, much attention should be paid to build capacity to support and safeguard a wider range of ICH Stakeholders, including communities, group, and individuals.\nTherefore, this session will provide an opportunity to share experiences and discuss on the roles the community should exercise in safeguarding ICH. Chak-Ka-Yer: Traditional Tug-of-War of ThailandChak-ka-yer is a Thai word similar in meaning to tug-of-war in western countries. It is one of the oldest folk team games in Thailand. Thai people across the country know chak-ka-yer, and many may have had some direct and indirect experience with this game, either as participants or observ-ers. Chak-ka-yer benefits Thai society in several ways. People use chak-ka-yer for fun, pleasure, recreation, and relaxation from their routine work. Chak-ka-yer is played between teams, groups, or communities to test their physical strength. The game does not focus on competition, team preparation, contest regulations, and championship, but rather on unity, friendship, morale, and incentive of communities. Chak-ka-yer as a game is related to thoughts, beliefs, customs, traditions, rituals, and values of the people in different areas. Chak-ka-yer is a high-level game of development and doesn’t focus on systematic contests; it has specific agency to respond to and has the team seriously trained and practiced to win the championship. KÉO CO, VIETNAMESE TUG-OF-WARVietnam has various forms of tug-of-war (kéo co). The characteristics of each form are defined by the ethnic group practicing as well as the location in which the games are performed. While practiced throughout the country, tugging rituals and games are concentrated mostly in the northern midlands, the Red River Delta, and the north central region, the ancient land of the Viet and the cradle of the native wet rice culture and Red River civilization.
