Mongolian Culture and HeritageThe culture of the Central Asian steppes expresses itself vividly in the lifestyle of traditional nomadic practices. Mongolian culture has been in practice in the nomadic life and the traditions surrounding the nomad’s home (ger). And it is present in religious celebrations, national festivals, art and crafts, music and dance, language and literature, which form the backbone of Mongolian intangible cultural heritage of Mongolia. Mongolia is filled with valuable cultural properties and intangible cultural heritage of humanity that have been kept or practiced for thousands of years.\n\nGer, Mongolian Traditional Dwelling\nThe traditional architecture of the Mongols differed strongly from that of the settled peoples of Asia and other continents. Centuries ago, there the ger, also known as a yurt, appeared. It still offers shelter to nomads in particular places in Central Asia. Its development and fundamental principles are determined by the specific features of the way of life of Mongol tribes, which made it necessary to evolve a light and collapsible structure to be used as a dwelling or for public functions.\n\nMongolian Language and Literature\nMongolian is the language of most of the Mongolian population and inner Mongolia. By origin, Mongolian is one of the Altaic family of languages, and the history of the Mongolian language is long and complicated. Significant literary work of early Mongolia includes The Secret History of the Mongols, which was published in 1228).\n\nMongolian Religion and Beliefs\nThe Mongols have practiced several religions, of which Shamanism and Buddhism were the most common. The faith in Mongolia is Buddhism, though the state and religion were separated during the socialist period, but with the transition to the parliamentary republic in the 1990s, there has been a general revival of faiths across the country\n\nMongolian Art and Crafts\nMongolian arts and crafts have been passed down across generations from the Paleolithic times to today, leaving behind deep impressions on all facets of life and conscious, aesthetic, and philosophical thinking. Highly developed Mongolian arts and crafts come from the second millennium BCE. The works included sculptured heads of wild animals with exaggerated features. Other items include knives, daggers, and other items of practical and religious use.\n\nMongolian Music and Dance\nMusic is an integral part of Mongolian culture. Among Mongolia’s unique contributions to the world’s musical culture are the long songs, overtone singing, and morin khuur (the horse-headed fiddle). The music of Mongolia is also rich with varieties related to the various ethnic groups of the country. Among the most popular forms of modern music in Mongolia are Western pop and rock genres and the mass songs written by contemporary authors in the form of folk songs.\n\nHorse Culture of Mongolia\nIt is famously known that horses play a large role in the Mongols’ daily and national lives. Common sayings are, “A Mongol without a horse is like a bird without wings,” and “Mongols are born on horseback” these are arguably true words. Nature, Learning, and Tradition in the Indian HimalayaThe parent organization of CEE Himalaya is the Centre for Environment Education (CEE), which was established in August 1984. CEE is a national institution with its headquarters in Ahmedabad and has been given the responsibility by the central government of promoting environmental awareness nationwide. It undertakes demonstration projects in education, communication, and development that endorse attitudes, strategies, and technologies that are environmentally sustainable. Based in the city of Lucknow in the state of Uttar Pradesh, CEE Himalaya has been working in the states of the Indian Himalayan Region (IHR) for over two decades. The mission of CEE Himalaya is to enhance understanding of sustainable development in formal, non-formal, and informal education through its work with schools, higher educational institutions, local and Indigenous communities, policy makers and administration, youth, and the general commu-nity. The primary objective of CEE Himalaya is to improve public awareness and understanding of environmental issues with a view to promote the conservation of nature and natural resources by integrating education with traditional streams of knowledge and cultural expressions. SRI LANKAN TRADITION OF MASK DANCINGSri Lanka has a diverse dancing culture where three main styles represent the classical dance tradition. These styles are known as Kandyan dances of the hill country (Uda Raṭa Nätum), the low country dances (Pahata Raṭa Nätum), and the mid-country (Sabaragamuva Näṭum). These three classical dancing styles are transmitted across generations with their ritualistic identities that are unique to movements, motions, costumes, and instruments. In the context of mask dancing, it is more relevant to the low country style, which is highly ceremonial and performed for ritualistic offerings to various devils. Indigenous and Other Ritual Specialists in the Philippines - Culture ChangeThe current topic of this conference is not very well studied in the Philippines. The word –shamanism- is regarded as an arbitrary umbrella-catch-all term for lack of something better because what it refers to in the Philippines is a far ranging set of practices, belief and value systems that are very specific. It is with some trepidation that these sets of practices, beliefs and value systems may not at all fit into the north-Asian concept of Shamanism, especially with reference to the structure and social organization. The latest local term used is –pagdidiwata – referring to the rituals invoking spiritual beings (diwata). The other terms used\nare bunung, baki, pagaanito, alisig, and many others depending on the culture of the some 80 different major ethno-linguistic groups in the country. Common to all is the belief in the existence of a spirit world to which the world of people should relate, through the medium of ritual specialists. Protection of Intellectual Property Rights for the ICH Practitioners"The Convention for the Safeguarding of the Intangible Cultural Heritage (‘ICH Convention’ or ‘Convention’ hereafter) was adopted in 2003 and subsequently brought into force in 2006. The ICH Convention mandates signatories to use or mobilise various measures to safeguard intangible cultural heritage. \nEven though the Convention does not succinctly mention the elaborate legal measures for safeguarding intangible cultural heritage, the intellectual property rights to protect intangible cultural heritage and its holders are implied throughout provisions of the Convention. To implement the Convention’s spirit, the Operational Directives clarify legal form as safeguarding measures by stating that: State Parties shall endeavor to ensure, in particular through the application of intellectual property rights, privacy rights and any other appropriate form of legal protection, that the rights of the communities, groups, and individuals that create, bear and transmit their intangible cultural heritage are duly protected…."Year2012NationSouth Korea

The Role of Tertiary Education for Safeguarding ICH: The Case for BangladeshBangladesh is a repository of hundreds of intangible cultural heritage elements that have been developed through various historical waves of different political and religious regimes over the last 5000 years.ICH education at the tertiary level has an important role to play in creating a pool of human resources for sustaining the value, meaning, and significance of these ICH elements. Until recent past, the importance of protection, promotion and safeguarding of various cultural heritage resources in Bangladesh has not received necessary attention from administration, academicians and researchers. Lack of policies and resources, and shortage of trained teaching staffs were the main reasons for not being able to introduce required courses at the tertiary level of education. Assessing the present status of heritage education at various tertiary institutions, this paper calls for immediate policy responses to strengthen the ICH education for developing a Sustainable Cultural Heritage Management Plan (SCHMP) through building capacities by mobilizing local resources in collaboration with various national and international organizations. Immediate and long-term heritage education policy-planning and interventions can encounter the challenges of protecting, promoting and safeguarding various ICH elements of the country. \n\nThus, the main objective of this paper is to examine the actual status of heritage studies at the tertiary level of education in Bangladesh through analyzing the contents of curriculums of some selected departments which are closely related to cultural heritage studies. As a supplement to this content analysis, a small number of randomly selected students and teachers have been interviewed to know their general understanding about the importance of ICH education in Bangladesh. \nYear2018NationBangladesh

Cultural Context of a CIOFF FestivalAccording to CIOFF policy, an international folklore festival will be fully accomplished as a meeting place for cultures when it is organized in the spirit of friendship and promoting a culture of peace. ICH is an excellent culture inherited over generations, a source of cultural development, and a manifestation of cultural diversity. The new management mechanism realizes the integration of ICH and tourism. The launch of “One Belt and One Road” strategy actually provides an important strategic opportunity for the protection and development of ICH. At the beginning of a new civilization cycle, to open a new window of civilization with people of the world. While there are four main cradles of civilization, which, moving from East to West, are China, India, the Fertile Crescent, and the Mediterranean, specially Greece and Italy, India deserves a larger share of credit because it has deeply affected the cultural life of most of Asia. India has also extended her influence, directly and indirectly, to other parts of the world.\n\nAn International Folklore Festival is one of the means to safeguard, to promote and to diffuse ICH, mainly through such genres of expressions as music, dance, games, rituals, customs, know-how of handicraft and other arts. To be a significant contribution to the maintenance and enhancement of cultural identity and diversity, a folklore festival has to be implemented in an appropriate cultural context. The reflections presented aim to develop a pertinent cultural context in existing and in new international folklore festivals. India’s Disaster Reduction and Management through Intangible Cultural HeritageIt had taken a few weeks for roads to be cleared of rockfalls and to be made safe enough for vehicles carrying essential goods and supplies in the wake of the June 2013 flash floods and landslides in the western Himalayan region, in particular the mountainous state of Uttarakhand. A small team from the specialist center that I was associated with, the Centre for Environment Education Himalaya, was traveling to a few of the villages that had been affected, which were also villages in which the center had been working for some years before the natural disaster. Those in the small group were anxious. There had been no way to contact people in the villages nor even local administrators in the sub-district offices. Phone lines had yet to be restored, and mobile phone towers were being slowly replaced. Had there been casualties amongst the groups the center had trained? Developing Research Centre for Indigenous Culture in AssamARHI is a collaboration of individuals belonging to the indigenous groups and activists working for the cultural and educational rights of indigenous people in Northeast India. Folk Culture Research Centre or FCRC–a unit of ARHI—works with a mission to protect the cultural and educational rights of the indigenous people and to preserve and promote the rich cultural heritage of the different ethnicities of Northeast India. Their range of current and future work plan include preservation through visual media, audio, video, documentary film on distinct indigenous cultures, publications of indigenous folk culture, organizing workshops and fellowship programs. Chak-Ka-Yer: Traditional Tug-of-War of ThailandChak-ka-yer is a Thai word similar in meaning to tug-of-war in western countries. It is one of the oldest folk team games in Thailand. Thai people across the country know chak-ka-yer, and many may have had some direct and indirect experience with this game, either as participants or observ-ers. Chak-ka-yer benefits Thai society in several ways. People use chak-ka-yer for fun, pleasure, recreation, and relaxation from their routine work. Chak-ka-yer is played between teams, groups, or communities to test their physical strength. The game does not focus on competition, team preparation, contest regulations, and championship, but rather on unity, friendship, morale, and incentive of communities. Chak-ka-yer as a game is related to thoughts, beliefs, customs, traditions, rituals, and values of the people in different areas. Chak-ka-yer is a high-level game of development and doesn’t focus on systematic contests; it has specific agency to respond to and has the team seriously trained and practiced to win the championship. ONGAEL (DELALAKAR), THE MOTHER OF MEDICINEBefore modern hospitals appeared in Palau, German and Spanish missionaries brought medicines in the form of powder, tablets, and capsules. The local people were amazed to see such medicine and believed the medicine was from western gods. The reason for this belief is routed in history. Before western contact, people believed that illnesses were a result of curses, displeased gods, or the breaking of taboos.
