Tara-bandu (Traditional Law)
Tara-Bandu is one of Timor-Leste’s most enduring systems of customary law—an ancestral method for maintaining harmony between humans, nature, and the spirit world. Practiced across many municipalities, this tradition involves the collective setting of social and environmental rules by the community, enforced not by police or government, but by deep-rooted respect for customary authority and ancestral belief.\n\nThe term “tara-bandu” itself means “to suspend” or “to declare a prohibition.” At its core, it is a communal agreement to protect certain aspects of life—be it sacred forests, clean water sources, agricultural land, or interpersonal relationships. Violating a tara-bandu is believed to bring not just social disapproval, but also spiritual misfortune, such as illness, crop failure, or even death.\n\nThe process of establishing a tara-bandu involves an elaborate ceremonial act led by lia-nain (customary custodians), elders, spiritual leaders, and village chiefs. At the heart of the ritual is the symbolic installation of the prohibition. This may take the form of hanging a tree branch, an animal skull, or even a bound bundle of leaves at the boundary of a protected area. These symbols serve as visible markers that the space or behavior they refer to is off-limits.\n\nEach tara-bandu is tailored to local needs. In some communities, it may prohibit cutting down trees from a specific forest. In others, it may regulate marriage customs, resolve conflicts, or prevent theft and violence. The process is highly participatory: villagers gather in large open-air meetings to discuss the rules, agree on penalties, and publicly reaffirm their commitment to uphold the communal values.\n\nThe ceremony itself often includes the sacrifice of an animal—commonly a pig, goat, or chicken—as an offering to the ancestral spirits. A traditional oath is spoken, and traditional liquor (tua sabu) is sometimes poured on the earth as a gesture of sealing the agreement. These rituals symbolize not only human consensus but a spiritual pact between the living and the unseen world.\n\nBeyond its legal implications, tara-bandu has an environmental and ethical function. It teaches respect for natural resources, encourages collective responsibility, and reinforces peaceful coexistence. It also represents an indigenous system of governance, reminding the Timorese people that long before modern institutions, their ancestors had mechanisms to resolve disputes and protect what mattered most.\n\nIn the years following independence, tara-bandu experienced a significant revival. Communities, NGOs, and government bodies alike have recognized its value—not as a relic of the past, but as a living, adaptable tool for building resilient societies. It is now being integrated into conservation projects, natural resource management plans, and even civic education programs in schools.\n\nStill, its continued vitality depends on intergenerational transmission. Elders must be supported in sharing their knowledge, and younger generations must be empowered to see the relevance of tara-bandu in today’s context. As both law and ritual, tara-bandu is a shining example of how intangible cultural heritage can guide communities in shaping a sustainable, respectful, and united future.

On the other hand, the religious influence can easily be observed in the songs and dances, which are often performed to please deities responsible for the well-being of humans and cattle, favorable climate, and good harvest. As the country has widely differing topographical features, so does it have vast variances in cultural aspects. Folk songs and dances depend on cultures, cas-tes, seasons, and geographical features. For example, a sherpa living in the Himalayan region sings and dances differently from a Tharu living in the Terai region. Similarly, songs and dances performed in the spring season express joyous emotions, whereas those performed in the winter season express sadness. This collection includes the most famous folk dances of the different indigenous communities of Nepal dwelling in various environments. These dances are a part of their daily life.\n\nMushar is a unique caste residing in various districts of the Terai region of Nepal, including Saptari, Siraha, Udaipur, Dhanusa, Janakpur, Morang, Sarlahi, Malangwa, Mahottari, Gaur, Rautahat, and Sunsari. This group has its own culture and tradition. Netwa is the most popular dance for festivals in their society. Here, dancers are seen wearing traditional attire. This dance is performed during special festivals, at birth ceremonies, wedding ceremonies, on the ninth day of Dashain, and other occasions. Five male artists take part in this dance. The rhythms are initiated by the guru (the master). Epics, stories about gods, the origin of earth, and life and family issues are the main topics of the song. It is performed either as a solo or in a duet. This dance is in vulnerable condition.\n

This dance is performed by young girls known as ghatusari during the Chandi Purnima festival. The dance is also a worshipping of Goddess Chandi, one of the forms of Goddess Durga. The male priest, known as the ghatuguru, first worships the goddess and starts songs. Then ghatusari start dancing with their eyes close and reach an unconscious level.

Network of Higher Education Institutions for ICH Safeguarding in Southern Africa
In 2018, UNESCO also commissioned a survey (SAU-ICH Survey) on ICH in African universities. Conducted for over two months, the survey found that only one academic programme solely focused on ICH was offered in an African country (Zambia since 2019) while multiple programmes related to ICH were available across the region. The survey etched out the necessity for national and international cooperation in the agenda of bringing ICH in higher education, with most of its recommendations anchored on the long-term benefits of having a network with an online platform to further promote and build capacity around the safeguarding of ICH in Africa. Dr. Jacob Mapara, Acting Director, Institute of Lifelong Learning and Development Studies, Chinhoyi University of Technology shares the networking experience with higher education institutions in Southern Africa. \n\nJACOB MAPARA is currently the Acting Director of the Institute of Lifelong Learning and Development Studies of Chinhoyi University of Technology in Zimbabwe, where he is the Chairperson of the Centre for Indigenous Knowledge and Living Heritage. At present, Professor Mapara is leading the “Inventorying oral traditions, expressions, local knowledge, and practices of the Korekore of Hurungwe district in Zimbabwe” project.

ICH Video Production in the Asia-Pacific Region : Central Asia (Living Heritage : Wisdom of Life)
ICH Video Production in the Asia-Pacific Region : Central Asia\n\nRapid urbanization and westernization are changing the environments in which intangible cultural heritage is rooted. The importance of documentation that traces the effect of social changes on intangible cultural heritage is being emphasized as a safeguarding measure. Quality video documentation is an important resource that enables the conservation and transmission of existing intangible cultural heritage and raises its visibility.\n\nVideo documentation is the best medium to record intangible cultural heritage in the most lifelike manner, using the latest technologies. It is also an effective tool for communicating with the public. However, conditions for video production in the Asia-Pacific remain poor, requiring extensive support for quality video documentation.\n\nICHCAP has been working to build the safeguarding capabilities of Member States and raise the visibility of intangible cultural heritage in the Asia-Pacific by supporting the true-to-life documentation of intangible cultural heritage as this heritage is practiced and cooperating with experts, communities, and NGOs in related fields.\n\nSince 2010, ICHCAP has hosted annual Central Asian sub-regional network meetings with Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan, and Mongolia to support the ICH safeguarding activities of Central Asia. Through their collaboration, ICHCAP has supported projects involving collecting ICH information, producing ICH websites, and constructing ICH video archives.\n\nAt the Sixth Central Asia Sub-regional Network Meeting in Jeonju in 2015, ICHCAP, four Central Asian countries, and Mongolia adopted a second three-year cooperation project plan on producing ICH videos to enhance the visibility of ICH in Central Asia.\n\nICHCAP developed guidelines and training programs for the project and invited video and ICH experts from the participating countries, and held a workshop in November 2015. After the workshop, focal points for the project were designated in each country, and each focal point organization formed an expert meeting and a video production team to produce ICH videos.\n\nInterim reports were submitted to ICHCAP in February 2016, and the first preview screening was held in Dushanbe, Tajikistan, during the Seventh Central Asia Sub-regional Network Meeting in May 2016. Since then, each country has carried out the project according to the project plan. ICHCAP met with each country between October 2016 to February 2017 to check on the project progress.\n\nAfter the final preview screening during the Eighth Central Asia Sub-regional Network Meeting in Bishkek, Kyrgyzstan, in 2017, final editing process took place in each country, and fifty ICH videos were completed by October 2017.\n\nAll photos introduced on this page along with fifty ICH videos are from the exhibition 'Living Heritage: Wisdom of Life' held in the Republic of Kyrgyzstan and the Republic of Korea. 3rd APHEN-ICH International Seminar Diversity and Distinctiveness: Looking into Shared ICH in the Asia-Pacific
Intangible cultural heritage (ICH) is transnational in nature. It is necessary to spread the perception that ICH transcends geographical spaces and national borders, creating dynamic relations, connectedness, and continuity, which is why it is a timeless bearer of cultural diversity, the foundation of the heritage of humanity. However, as the modern structure of nation-state determines the boundaries of culture with national borders, forming the concept of “culture within the country”, subsequently led to the perception that the ownership of culture belongs to the state.\n\nThe concept of exclusive ownership of culture is often controversial in the UNESCO listing process, particularly in instances where cultural heritage and cultural domains have been shared for a long time by two or more nation-states. Such conflicts lead to excessive competition for nomination, overshadowing UNESCO’s fundamental purpose of contributing to peace and security in the world by promoting collaboration among nations, as well as the very spirit of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage that promotes international cooperation and assistance in the safeguarding of ICH as a matter of general interest to humanity.\n\nConsequently, UNESCO encourages multinational inscriptions of shared intangible cultural heritage to promote regional cooperation and international safeguarding activities, preventing conflicts among countries and coping with already existing ones. By emphasizing joint nominations of shared ICH, UNESCO revised its implementation guidelines three times to deal with conflicts between countries due to the cultural property rights. In addition, States Parties are encouraged to develop networks among relevant communities, experts, professional centres, and research institutes, particularly with regard to their ICH, to cooperate at the sub-regional and regional levels.\n\nAt the 13th Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage held in the Republic of Mauritius in November 2018, Traditional Korean Wrestling was inscribed on the Representative List of the Intangible Cultural Heritage of Humanity as the first joint designation by the Democratic People’s Republic of Korea and Republic of Korea. This milestone in the life of the Convention demonstrates that ICH contributes to the peace-building, reconciliation, mutual understanding, and solidarity among peoples. Indeed, only when acknowledging that shared cultural values are empowering characteristics of ICH, the true perspective of the unifying agent of the cultural diversity can be achieved, and that it is the cornerstone of reaching peace among nations.\n\nCountries in the Asia Pacific region are deeply connected by a long history of interactions, exchanges, flows of people, goods, and ideas that have shaped shared values, practices, and traditions. Having a balanced view, advocating for cultural diversity, and recognizing the commonalities among individuals, communities, and countries as a strength are virtuous tenets in the present time.\n\nIn this regard, APHEN-ICH Secretariat, ICHCAP, and UNESCO Bangkok Office are inviting the APHEN-ICH member institutes and public to this seminar under the theme of Diversity and Distinctiveness: Looking into the Shared ICH in the Asia-Pacific, to re-assess that while fragile, intangible cultural heritage is an important factor in maintaining cultural diversity, connecting bounds, and enhancing international dialogue and peace.

2020 ICH NGO Conference : ICH and Resilience in Crisis

Rogon Ni Sum e Langad (History of Betel Nut Use in Yap)
This is the history of how native Yapese learned to use indigenous betel nuts (areca nuts). Native Yapese added pepper leaf and coral lime powder to betel nut and called it langad. Langad was not used by the native Yapese until it was introduced by a friendly ghost who was stranded on the main island of Yap several hundreds of years ago. The ghost, whose name was Llong, was left behind by his companion Luug. Llong then settled himself at the Ron’uw village in the northwestern part of the island. For some reason, Llong relocated himself to Gilyaboch village on the Gakaan peninsula on the western side of the island. There he lived and began making and setting fish traps along the water. Day after day, the natives saw him and wondered what he was doing in the water and who he was. The natives approached him and became friends with him. Llong taught them how to make fish traps and how to set them in the water to catch fish. When setting the traps, branchy corals were required to be placed on and around the traps to cover them. Collecting branchy corals almost every day for the traps, the natives asked Llong if those corals were edible, seeing that they were almost everywhere in the fishing ground. He replied that they were edible, but needed to be processed in advance. So they collected some of the branchy corals and brought them onto land. Thereafter, Llong taught and showed them how to make lime powder out of branchy corals. Llong explained that the powder shouldn’t be taken alone, but could only be taken with two more elements. Llong ordered the natives to bring betel nuts and pepper leaves. Native Yapese at that time used the trunks of betel nut trees only for building houses, but did not use the nuts. Llong gathered everything up and demonstrated how it use it. He added a little amount of powder in a split betel nut and wrapped a piece of pepper leaf around it, putting it in his mouth and chewing on it. After he chewed the mixture, he spat the bloody red liquid out of his mouth. It looked very interesting to the natives, so they tried it right away. Eventually, everyone had a chance to try the newly discovered products. They all felt high from using them and began singing, dancing, and enjoying the sensation until they all felt tired and wanted to take a nap. During their naps, Llong bestowed his blessings upon the langad ingredients so the natives would have the interest or the urge to use them again. When they woke up from the short nap, they were sober and all surprised to see the redness on their lips as well as the spit marks on the ground. They got worried and concerned that their chief in Lamear village might find out what they had done, so they kept it a secret from him. Later, they decided to pay the chief a visit and present him the langad. The chief tried it for the first time and was very impressed. He showed his great excitement, saying that he had never experienced such a euphoria. From then on, he proclaimed the tradition that the people should offer him the langad on a regular basis. This is the story of how native Yapese started using betel nuts. It began in Gilyaboch village, but quickly spread to their chief in Lamear village and to other allies on the island. This knowledge of chewing betel nut with coral lime powder spread throughout the island and became a tradition of the Yapese culture hundreds of years ago. Langad is now a part of daily lives in Yap. It is widely used for social gatherings, community meetings and events, funerals, and so much more.

The Yakan belong to the widespread Sama group, and their culture has become too specialized to be distinguished as a distinct group.\n\nThe Yakan’s language is closely related to the Sama, but their culture is more land orientated rather than the sea based. Agriculture consists largely of upland rice, although copra is also widespread. The main religion is Islam with syncretic elements from traditional and indigenous beliefs.\n\nThe Yakan are well-known for their elaborate dress, which is similar for males and females. For instance, both wear trousers. Noteworthy articles include the kandit, a fifteen-meter-long red sash worn by men, and the pinantupan, the women’s overskirt. Textile weaving done on the backstrap loom is much sought after, especially because of the intricate and beautiful motifs. The Yakan is one of the few groups that use tapestry loom producing the sophisticatedly woven pis syabit (headscarf for men) and seputangan (head cloth for women).\n\nThe Yakan have a rich musical tradition based on the pentatonic scale. Their musical instruments are usually made of bamboo, wood, and metal. The daluppak is a digging stick with a bamboo clapper. The kopak-kopak is a bamboo clapper on a stick. The kwintangan kayu is a percussion instrument consisting of five wooden beams suspended horizontally. The ends of the beams are tapered, and these are beaten. It is associated with planting and played to enhance plant growth. The wooden tuntungan is a suspended wooden ercussion plank with jar resonators, played with a pole during the harvest season for the purpose of giving thanks. The gabbang is a bamboo xylophone with five bars. The suling is a bamboo mouth flute used by men in courting. Another used by men to express love or admiration is the kulaing. The kulintangan or kwintangan consists of five bronze gongs arranged according to size and used during celebrations. The kwintangan kayu is a percussion instrument consisting of five wooden beams suspended horizontally. The ends of the beams are tapered, and these are beaten. It is associated with planting and played to enhance plant growth. The wooden tuntungan is a suspended wooden ercussion plank with jar resonators, played with a pole during the harvest season for the purpose of giving thanks. The gabbang is a bamboo xylophone with five bars. The suling is a bamboo mouth flute used by men in courting. Another used by men to express love or admiration is the kulaing. The kulintangan or kwintangan consists of five bronze gongs arranged according to size and used during celebrations. Meke Ni Veimei I (Nursery rhymes I)
In the iTaukei Fijian culture, raising children is everyone’s responsibility. It is therefore everyone’s business to learn, memorize and recite the chant correctly.\nEach chant, or meke, is unique to the families, clans, and communities. Chants for children often take the form of poems that proclaim the identity of the clan and their origins.\nFor example, a chant composed for children who are from inland of the two main islands in Fiji would be different from those created for children from maritime and coastal tribes.\n\nChildren’s chants are composed to suit different stages of childhood development and their activities. Vakamoce gone, or bedtime chants, are sung to put children to sleep and would therefore be recited with a soft, soothing monotone. This is an early introduction of language to the subconscious being of a child. Meanwhile, Vakawele gone are chants sung to draw full attention of a child when they are awake, and, therefore, are performed at fast tempo with a playful tone. Vakaqito gone are chants sung to engage a child in a game. They are participatory in nature and contribute to development of child’s sensory movements and social skills.

International Seminar on Digital Documentation as an Imperative Tool for Safeguarding Cultural Heritage
ICHCAP, together with the Digital Heritage Lab, Graduate School of Culture Technology, Korea Advanced Institute of Science and Technology, organized an international seminar entitle “Protecting the Past for the Future: Digital Documentation as One of the Imperative Tools for Safeguarding of Cultural Heritage,” 20 July 2019.\n\nThe seminar consisted of three sessions: the first covered the archiving and visualization of intangible cultural heritage; the second focused on digital documentation methods for tangible cultural heritage; and the third discussed the challenges faced by Korea in establishing cultural heritage-related digital data.

Intangible Cultural Heritage and the Sustainable Development Goals in the Pacific
The 2030 Agenda for Sustainable Development, adopted by the UN Member States on 25 September 2015, is an action plan for tackling the most challenging issues of our world today. The hope is that within the next fifteen years, the sustainable development goals (SDGs) will encourage universal efforts to end all forms of poverty and ensure that no one is left behind.\n\nThe methods and practices to accomplish these goals will vary depending on the context. In the Pacific region, incorporating intangible cultural heritage (ICH) is crucial to accomplish any of the SDGs since it plays an important role as a “driver, enabler and guarantee of sustainable development.\n\nAlthough each nation in the Pacific has its own diverse ICH, they all share a sense of longing for sustainable development and community well-being. Traditional and local knowledge have always played a pivotal role in protecting clean water supplies, coral reefs, and rainforests; healing the sick through traditional medicine; and building homes resistant to climate change. Ensuring the success of the SDGs in the Pacific will require an understanding of how ICH can be incorporated in the SDGs from the local perspective.

2011 Field Survey Report: Intangible Cultural Heritage Safeguarding Efforts in Tonga
Based on the ICHCAP Field Survey on Intangible Cultural Heritage Safeguarding Efforts in some Pacific countries (2009-2013), this summary provides a brief overview on the ICH situation in Fiji, Papua New Guinea, the Cook Islands, the Marshall Islands, Tonga, Palau, Vanuatu and Federated States of Micronesia. The summary focuses mainly on ICH safeguarding systems, safeguarding policies, and ICH inventories as well as on pending issues and the urgent safeguarding needs of these countries. Moreover, information on the main entities in charge of ICH safeguarding and opinions of each country on the issue of community involvement are provided. To give a quick overview these countries’ participation in ICH safeguarding at the international level, some additional information related to UNESCO is specified as well. Apart from the main topic, information on the situation of intellectual property related to ICH safeguarding in each country is included. This survey report offers a large sample of the diverse ICH situations in Pacific countries. Each country has a different background on the issue of intangible heritage. Although all countries participating in the survey are concerned with the threats facing their ICH, most of them haven’t defined ICH and haven’t established inventory national ICH list or inventory. However, each country expresses a high degree of motivation and encouragement for safeguarding ICH, sharing experiences, and participating in international cooperation efforts. Compared to some Asian countries, Pacific countries seem to be well aware of the emerging intellectual property issues related to ICH. This might be related to the internationally publicized infringement and violation of intellectual property rights by outsiders on the Pacific’s traditional knowledge, cultural expressions, and genetic resources . Moreover, these countries appear to collaborate closely with the World Intellectual Property Organization on various awareness-raising and capacity-building activities on protecting traditional culture in a broad sense. To date, out of the eight Pacific countries participating in the survey, five countries (Fiji, Papua New Guinea, Cook Islands, Palau, and Vanuatu) are drafting laws on the protection of traditional knowledge and expressions of culture. Furthermore, in terms of technical terminology, the Pacific countries tend to use “traditional knowledge” and “expressions of culture” as equivalent terms to “intangible cultural heritage”. Pacific countries are also conducting cultural mapping projects, which is another common point that they share. Finally, the Pacific region has the highest rate of indigenous populations of any other region of the world and the highest rate of customary or traditional land ownership.\n\n- Has not ratified the ICH Convention yet; conducted survey in 2011\n- As of May 2013, has no elements on the ICH Lists of UNESCO and no accredited NGOs

Traditional Practices and SDGsOn 19 and 20 November, in the Terai region of Nepal and Indian States of Bihar, Jharkhand, and Uttar Pradesh, the people celebrated the Chhath Puja festival. This is one of the most important festivals for the people living in that region. It has now exceeded the traditional boundary of celebration and proliferated to wider geography due to widespread diaspora.\n\nDuring the four-day festival, the Sun and goddess Chhati Maiya are worshipped in water sources—ponds, rivers, and lakes. By worshipping goddess Chhati Maiya, people believe wishes will be fulfilled and provide support and strength for the poor and needy. In this festival, the rich and poor come to the same place to worship with same kind of offerings.\n\nWater sources—ponds, lakes, and riverbanks—are important for this event, so people start cleaning and decorating these places much ahead of festival. They decorate the water sources with flowers, banana plants and leaves, offerings, and lights. During the festival, colorfully dressed people create a special and spectacular ambience. So not only the people celebrating but also those from other religions and regions come to visit these celebratory spots. Other than the religious, cultural, and social importance of this festival, it tries to teach important lessons on conserving water sources.\n\nThis is just one example among many festivals and rituals whose main reason for existing is taking care of forests, water sources, mountains, and other natural resources. In South Asia, despite having traditional linkages related to nature, such as rivers being a sacred place. The irony is that rivers are the most polluted in these regions.\n\nRituals for the water sources, praying in the mountains, and many more continue to be practiced. The main motto of these festivals is to conserve nature and water sources, but some are lost in the process. We are taught to keep up the traditions, but we forgot to transfer the actual meaning behind these traditions.\n\nThis is why we need to include ICH in education where we can correlate traditional knowledge with modern science. We despise the ancient knowledge and want scientific answers for all our problems. But if we look closely at most of the traditions passed on to us, these rituals are solutions for many modern problems.\n\nMost of the Sustainable Development Goals can be addressed through understanding practices and traditional knowledge. The relation of traditional values of safeguarding water sources can address the problem of access to clean water for the people. Similarly, peace, social cohesion, climate change, inclusiveness, and safe cities are a few of them, which could directly contribute with better understanding of intangible heritage.\n\nWe have the subjects like environmental science and social studies in school, but we rarely have relatable chapters on addressing local problems and solutions for them. Traditional Practices for a Sustainable PlanetPlastic waste has become one of the biggest problems of the today’s world. The modern lifestyles we have accustomed to, generate tones of non-degradable wastes, which are polluting our environment and degrading it at the faster pace. If we look closer, many traditional practices in different parts of the world might have solution for sustainable environment.\n\nOne of such practices that are being used by the various communities of Nepal is plates and bowls made out of leaves. The leaves from tree known as Saal (Shorea robusta) is commonly used for this purpose. Broad leaves, shiny at the front with natural impermeability to water makes it ideal to make plates and bowls out of it. Saal is tree is native to Nepal, India, Bangladesh and Myanmar. Not only leaves but also the timber from this tree is also very valuable as it is considered to be strong for the building materials.\n\nThese leaves are arranged and stitched with hands using thin stick made out of bamboo. Many communities have different names for these objects made out of leaves according to their frequent usability. The plates made out of leaves are called laypya in Nepal basha, bowl shaped structures made out of leaves known as duna and tapari in Nepali, bota (Nepal Basha)\n\nStill today these plates and bowels are used for many rituals, feasts and other purposes.\n\nIn past these plates made out of the leaves were the only options for the feasts when needed to feed large number of people. In old days, before the start of festivals families gathered to sew the leaves for the feast. Especially during the big feast like weddings, it was a common practice for the family members, relatives and neighbors, to lend hands for making leaves plates or laptya several months ahead. But now a days due to the cheaper, readily available and commonly available option of plastic and paper plates these leaves are being replaced. Due to the catering services and party organizers, these community engagements is fading out.\n\nBut due to the religious and cultural significance, in the ritual practices these leaves are still used. It may be due the belief associated these leaves being pure. In the markets the green leaves rolled together could still be seen.\n\nBut there has been comeback of the leaf plates and bowls not only in the traditional rituals and feasts but also in the fast-food restaurants. The fast way to sew the leaves plates and bowls with the machines makes it easier to produce many plates in a day. It is not only easier but also the leaves plates are available all around the year in market.
