Challenges and Perspectives in Safeguarding Endangered Intangible Cultural Heritage in Developing CountriesThis presentation basically focuses on two themes: (1) the meaning of loss and risk in the context of cultural dynamics and (2) the possible articulation between cultural safeguarding and social development projects. I argue that the loss or abandonment of ICH elements by cultural communities does not simply point out at the impoverishment of cultural repertories, but often makes manifest social conflicts and changes which may sometimes be desired by some social agents, yet seen as undesirable by others within the same social formation. Furthermore, I believe that the safeguarding of ICH, particularly endangered social practices and traditional knowledge, can be a crucial component of social development programmes, above all in relation to education, in raising family income, as well as in strengthening senses of identity and selfesteem of minority groups.Year2012NationSouth Korea

TajikistanThe intangible cultural heritage of the Tajik people has seen a long history of formation and development and has grown in multiple ways and expressions and forms. These intangible cultural forms have always played significant functional role both in past and today. Indeed, in the course of history as society developed from ordinary ways to more complex some of the cultural forms and expressions being affected by different factors (for instance industrial development) have either ceased or transformed. \nHowever the academic study of the aspects of intangible cultural heritage in Tajikistan begun in the last decades of the 19th and early decades of the 20th centuries. GOLD AND SILK: A LONG-TERM COMMITMENT TO THE PROTECTION OF AFGHAN INTANGIBLE HERITAGE AND ITS COMMUNITIESTorn apart by decades of conflict, post-2003 Afghanistan was on the brink of an economic, social, and cultural collapse. Besides the much-mediatized shelling of the country’s material heritage, such as the Buddhas of Bamiyan, Afghanistan’s intangible heritage equally took an untold toll. In addition to various practices that had been directly targeted and proscribed (such as making the rubab, a short-necked lute), a general weakening of the national economy, disruption of raw material procurement networks, and an overall destruction of the social fabric put a majority of Afghanistan’s heritage at risk. Inventory Making and Documentation for Safeguarding ICH in Korea"1. Introduction: Safeguarding ICH through a Designation System\nSimilar to other countries, the intangible cultural heritage (ICH) of Korea, which embodies Korean cultural identity, is now facing the threat of transformation and disappearance as a result of rapid industrialisation and urbanisation over the last several decades. In light of this threat, Korea enacted institutional safeguarding measures for intangible cultural heritage beginning with the establishment of the Cultural Properties Protection Act in 1962. \nThe Cultural Properties Protection Act defines ICH as cultural manifestations of intangible nature with high historical and artistic significance, such as theatrical and musical performing arts as well as crafts and skills. The act, furthermore, distinguishes ICH into two different groups: Important Intangible Cultural Property, designated by the state, and Provincial Intangible Cultural Heritage, designated by local or regional governments. The number of items listed as Important Intangible Cultural Properties was 7 in 1964, and by 2011, this amount expanded to 114, and the number of Provincial Intangible Cultural Properties is 446. \nThe overriding principle for all activities involved in protecting and managing cultural properties and reviving them as living culture is preserving these heritage elements in their original forms. \nHowever, in the case of ICH, due to their very nature of existing and being transmitted orally, they are especially vulnerable and endangered in today’s quickly evolving, industrialised and urbanised society. Ensuring their continuity over time is accordingly more challenging and requires active intervention. \nTherefore, state and local governments select and designate categories of ICH more severely threatened than others by the changing environment, and provide support for transmission activities by Holders and transmitters of skills and the arts to guarantee the continuity of traditions and the cultural identity of the nation. Nillaikalakki SilambamSilambam, a martial art originating from Tamil Nadu, South India, that focuses on stick twirling is one of many Indian traditional arts that have survived through the periods of Ancient India, Medieval India, and Modern India, including the British colonial era. It remained alive in other countries as well, including Sri Lanka, Myanmar, Malaysia, and Singapore. Silambam is an ancient Tamil martial art that carries many Tamil cultural values in its training and also during the transmission of the art from master to students.\nAncient Silambam’s cultural heritage and knowledge survived thousands of years through transmission to many generations, but the art is currently facing extinction. This drastic change is due to contemporary Silambam practitioners forgoing the values of the art and adopting elements of other martial art cultures, introducing new traditions such as belt grading systems, becoming more competition focused, and so on. The martial art with these newly adapted elements has been categorized as Sports Silambam. Many new Silambam organizations have been registered and even masters who have coached traditional Silambam are adopting these changes to train students toward success in competitions. Meanwhile, competition organizers offer handsome rewards to the winners in order to entice many young students to learn Sports Silambam. By focusing on the new approach geared toward competition, Sports Silambam masters fail to preserve the original combat techniques and cultural heritage values of authentic Silambam arts. While Sports Silambam is heavily and widely promoted, authentic Silambam masters and practitioners are struggling and facing hurdles to safeguard the intangible cultural heritage (ICH) of this particular ancient Silambam. Session 3: Sustainable Development and ICH Safeguarding on the Grassroots levelCulture is chiefly perceived as a driving force for sustainable development in the UN’s action plan for people, planet, and prosperity entitled “Transforming Our World: 2030 Agenda for Sustainable Development’. In this context, there is a foreseeable strength in ICH to generate means for sustainable development. The following issues are considered as starting points of discussion: (1) the methods of aligning commercial activities with ICH safeguarding activities, (2) the possible risks to ICH viability and the ways in which they can be mitigated, and (3) the prospect of moving toward and maintaining a mutual relationship between ICH Safeguarding and development policies.\nKeeping the grassroots level highly pertinent in Session 3, we intend to put various NGOs activities at the center of the discussion, particularly in light of our pursuit to assess their presence in sustainable tourism development and eco‐tourism, looking into the possibility of expanding the role of NGOs in areas such as cultural mapping and gender equality. The Masters of Ceremonial Dishes in TurkeyIn Turkey, it is mostly traditional female cooks who prepare wedding dishes in most villages, although their numbers have declined. Traditional female cooks have almost always been at the center of my culinary eld research. I carried out an important part of this research in the villages and small towns of the Aegean (Izmir, Aydın, Manisa), Mediterranean (Adana), Marmara (Balıkesir, Çanakkale), and Central Anatolia (Çorum) regions between 1998 and 2018. e data I obtained by interviewing and observing techniques in groups that describe themselves as immigrants, natives, Alawis, Yoruks, or Turkomans in these settlements showed that traditional female cooks who prepare ceremonial dishes, especially for weddings, have some common equipment and knowledge. is equipment included the ability to control the material, cooking and presentation techniques of ceremonial food and to transfer the traditional knowledge, skills, and experience of food to future generations.Year2019NationSouth Korea
