INSTITUTE OF ITAUKEI LANGUAGE AND CULTURE IN FIJI: ITAUKEI COSMOLOGYICH is an integral part of the indigenous population of Fiji known as the iTaukei. Borne of a rich oral tradition that spanned migration from Southeast Asia into the Pacific from 3,500 B.C., the iTaukei people of Fiji share many similarities with their island neighbors of Melanesia and Polynesia. ICH has manifested itself in many elements—from oral traditions, social practices, knowledge of nature, traditional craftsmanship, and performing arts. These elements exist in a rich interplay of reciprocal social systems in which the pinnacle is the chief, the physical embodiment of the ancestral spirits. TRADITIONAL MARRIAGE PRACTICE IN PENTECOST ISLANDLocated Northern Vanuatu, Pentecost Island is home to a unique traditional marriage practice, different from practices on other outer islands of Vanuatu. Traditional marriage practices begin between families of future spouses with food gifts offered from the groom’s family to the bride’s family. If a marriage agreement is reached between the two families, the groom’s father will return later with mats for the future bride. Understanding the link between mystery and sacred has existed since the dawn of humanity. The first lightning in the sky and thunder, sunrise and moonrise, and heat and coldness—all these were once mysteries that people worshiped as to unknown and sacred. The first forms of worship were to water, sky, and wind—early formations of sacred spaces. Therefore, knowing who designates this or that object is sacred or what the criteria is not possible because no one knows all the mysteries of creation. Epic Traditions in Turkmenistan: 'The Turkmen Epic Art of 'Gorogly'The Turkmenistan intangible cultural property comprises five domains that are summarised below:\n\n1. Oral expressions - oral folklore\n2. Traditions, customs and people’s beliefs\n3. Traditional performing arts\n4. Traditional craftsmanship\n5. Traditional knowledge\n\nEpics are included in the ‘oral traditions’ section. By now more than 10 elements have been identified in this field, including such epics as Gorogly, Shasenem and Garip, Zokhre and Takhir, Khuyrlukga and Khemra, Sayatly Khemra, Asly Kerem, Arzy-Gambar, hatamnama, Warka-Gulsha, Kasym oglan, Melike-Dilaram, Nejep oglan and Tulum Hoja. UNIVERSITIES AND SAFEGUARDING INTANGIBLE HERITAGEI have had the opportunity to live in a small village, Amaravathi, in Andhra Pradesh, South India, for the past two years. It has been continually inhabited for almost 2,400 years, a 300-acre landscape or ecomuseum that is embedded with rich layers of heritage values of significance. It is the birthplace of Mahayana Buddhism. I could engage with universities and the School of Planning and Architecture from the state to scope their role in safeguarding the intangible cultural heritage (ICH) of the region. We organized two major festivals on ICH, one at the regional and another at the national level. This immersion of living among ICH carriers and transmitters and fluency in Telugu language and its local dialects enables me to make the following observations. These are also drawn from teaching designated courses on ICH and associated domains since 1985 in Australian, Indian, and Vietnamese universities and working on the living heritage of communities from Ethiopia to Bangladesh, from India to Korea. Understanding and maximizing on the role of higher education institutions such as universities in promoting and safeguarding ICH is critical for the continuity of the cultural diversity of all forms of heritage across the world.Year2017NationSouth Korea

Inventory Making and Documentation for Safeguarding ICH in Korea"1. Introduction: Safeguarding ICH through a Designation System\nSimilar to other countries, the intangible cultural heritage (ICH) of Korea, which embodies Korean cultural identity, is now facing the threat of transformation and disappearance as a result of rapid industrialisation and urbanisation over the last several decades. In light of this threat, Korea enacted institutional safeguarding measures for intangible cultural heritage beginning with the establishment of the Cultural Properties Protection Act in 1962. \nThe Cultural Properties Protection Act defines ICH as cultural manifestations of intangible nature with high historical and artistic significance, such as theatrical and musical performing arts as well as crafts and skills. The act, furthermore, distinguishes ICH into two different groups: Important Intangible Cultural Property, designated by the state, and Provincial Intangible Cultural Heritage, designated by local or regional governments. The number of items listed as Important Intangible Cultural Properties was 7 in 1964, and by 2011, this amount expanded to 114, and the number of Provincial Intangible Cultural Properties is 446. \nThe overriding principle for all activities involved in protecting and managing cultural properties and reviving them as living culture is preserving these heritage elements in their original forms. \nHowever, in the case of ICH, due to their very nature of existing and being transmitted orally, they are especially vulnerable and endangered in today’s quickly evolving, industrialised and urbanised society. Ensuring their continuity over time is accordingly more challenging and requires active intervention. \nTherefore, state and local governments select and designate categories of ICH more severely threatened than others by the changing environment, and provide support for transmission activities by Holders and transmitters of skills and the arts to guarantee the continuity of traditions and the cultural identity of the nation. Promoting Theater for Harmony and Peace in Sri LankaThe island nation of Sri Lanka was ravaged by a 26-year civil war (1983 to 2009) that was the result of ethnic tensions between the Buddhist Sinhalese majority and the Hindu Tamil minority. The conflict cost over 100,000 lives and displaced hundreds and thousands of civilians. On this ethic tension and conflict situation Aru Sri Art Theatre emerged with belief that tradition and culture are the tools to bridge the divide between estranged communities and usher in change in the society. They instill their creative energies into the heart of the repertory, producing ethnic harmony concerts and legendary dance dramas. The vision of the team is to develop theatre in such a way that traditional art forms can flourish alongside contemporary interpretations. Chak-Ka-Yer: Traditional Tug-of-War of ThailandChak-ka-yer is a Thai word similar in meaning to tug-of-war in western countries. It is one of the oldest folk team games in Thailand. Thai people across the country know chak-ka-yer, and many may have had some direct and indirect experience with this game, either as participants or observ-ers. Chak-ka-yer benefits Thai society in several ways. People use chak-ka-yer for fun, pleasure, recreation, and relaxation from their routine work. Chak-ka-yer is played between teams, groups, or communities to test their physical strength. The game does not focus on competition, team preparation, contest regulations, and championship, but rather on unity, friendship, morale, and incentive of communities. Chak-ka-yer as a game is related to thoughts, beliefs, customs, traditions, rituals, and values of the people in different areas. Chak-ka-yer is a high-level game of development and doesn’t focus on systematic contests; it has specific agency to respond to and has the team seriously trained and practiced to win the championship. Establishing and Managing Online Databases and Archives for ICH SafeguardingWith recent recognition of the value of intangible cultural heritage (‘ICH’ hereafter) elements of a specific society, movements have emerged to signify them as common cultural heritage of humanity. These movements are related with UNESCO's activities, and they are spreading across the world as cultural movements to newly evaluate disappearing traditional culture and safeguard them. As part of these movements, UNESCO stresses that, by announcing the Convention for the Safeguarding of the Intangible Cultural Heritage in 2003, protection and management of ICH are the way of preserving traditional culture of each country as well as that of safeguarding cultural resources of humanity. \nYear2012NationSouth Korea

Synergies in Safeguarding Intangible Heritage : How best can Universities add Value?Globalisation has its benefits. But it could also diminish our heritage in ways that we may not sometimes even be conscious of. Effective minimization of the negative impacts is possible with timely interventions. Sometimes it may be too late before significant elements of our culture are endangered or even disappear. It is this concern that led the world community to come together and adopt the international Convention by UNESCO in 2003 for Safeguarding Intangible Heritage. It is passé to say that globalisation has accelerated to a pace that we are challenged to keep up with it on many fronts. We are quite familiar with the social, economic and environmental issues. In addressing only these three pillars during the 2000-2015 MDG phase of the UN, we now have a lot of catching up to do. Culture as the fourth pillar of sustainable development, even if not detailed enough, is located in the 2030 Agenda and the Sustainable Development Goals (SDGs) that will guide us between 2015 and 2030. We must endeavour to bring together the implementation of the 2003 Convention and higher education as part of the four-pillar paradigm. Several questions need to be addressed. \n \nCan higher educational institutions such as universities, specialised colleges add value to the UNESCO’s efforts in safeguarding intangible heritage in sustainable development? Can we find synergies between the strategic directions of higher educational institutions and the Overall Results Framework for the UNESCO 2003 Intangible Heritage Convention? In what ways can Regional, Sub- Regional, National and Local networking and knowledge sharing be empowering to safeguard intangible heritage and the rich cultural diversity of the Asia Pacific? Given that language itself is not covered by the Convention but included as a vehicle of the intangible heritage (Article 2.2.a), how best can we maximise on the linguistic diversity of the region promoted through higher educational institutions in minimising the hegemonic impacts of monolingualism that endangers so much of our intangible heritage? \n\nFirst and foremost, it must be underlined that UNESCO and a number of national and international agencies including NGOs have advocated strongly for the inclusion of culture as a separate SDG in the UN 2030 Agenda. None of the 17 SDGs focus exclusively on culture. However, the advocacy has created an inclusive discourse on culture that cuts across the SDGs. The resulting Agenda includes several explicit references to cultural aspects. The following SDG Targets are significant. They provide windows of opportunity to ensuring that we locate culture in the SDGs and in doing so promote the safeguarding of intangible heritage:Year2018NationSouth Korea
