Bringing Living Heritage to Schools in Asia-Pacific: A Resource Kit to Help Teachers Develop Contextualized and Engaging ActivitiesSchool should be a happy place where students are willing to engage in activities, learn, share, and develop into citizens who make a useful contribution to society. Most people spend a significant proportion of their youth, and sometimes some of their adult years, in the education system. It is, therefore, not a surprise that quality education is one of the goals identified as part of the United Nations 2030 Agenda for Sustainable Development. Interestingly, this objective—Sustainable Development Goal 4 (SDG 4)—focuses not only on quantitative indicators (e.g., ensuring that all girls and boys complete free, equitable, and quality primary and secondary education) but also on qualitative aspects of education. It is essential to give a central place to strengthening education’s contribution to the fulfillment of human rights, peace, and responsible citizenship; this can be achieved through, among other aspects, the acceptance and appreciation of the cultural diversity of the world.Year2022NationThailand

Crafts of Sonipat, HaryanaHaryana is a state in the Northern part of India. The region is famous for its historic connection with the ancient Indus valley civilization, stories of Mahabharata, and the three famous battles of Panipat. The state also boasts of a rich cultural heritage and is home to the Suraj Kund Mela held in Faridabad every year, one of the largest cultural gatherings in the world.\n\nThis article focuses on the craft of basket-making undertaken by the members of Self Help Groups, functioning in Tanda village of Rai block, Sonipat district, Haryana.\n\nIndia has a long tradition of basket weaving and it is a very popular craft in rural India. Basket weaving is the process of sewing or weaving materials into a shape with a cylindrical, circular or square base. The craft of basket weaving was introduced to Haryana by women of the Multani-speaking Audh community who had migrated from Pakistan during Partition and taken up this craft as a means of supplementing their meagre earnings. Traditionally, the raw materials were the locally grown date palm; phoos, a wild grass; and pula, thin leaves of the sarkanda plant—these were made into coiled baskets intended for domestic use by the womenfolk of the household. The products include a range of round-bottomed, cylindrical, and shallow baskets with and without lids. Some of the cylindrical baskets are nearly three feet high and have lids. The leaves are also plaited into strips and formed into bags and mats. The dry palm leaves, some of which are dyed so as to achieve a coloured pattern, are wound around a bunch of phoos or pula and sewn in place by threading the leaf through the lower coil; a big blunt needle is utilized to push the leaf through. (Ranjan, Handmade in India)\n\nPyari (name of the artisan), a resident of Tanda Village originally belonging to Punjab, moved to Haryana with her family in the late 1980s. She has inherited the skills to make beautiful baskets from her mother. Pyari, called Ammi (meaning mother in Hindi) by everyone, shared her techniques to make them and how she innovates with the designs during the process.\n\nThe basic raw materials used for the craft include Sarkanda or moonj grass– a type of grass grown abundantly in Haryana during winters, Khajur leaves(date palm leaves) that are soaked in water overnight to make them soft. To make new designs, colored Khajur leaves are also used as it adds unique patterns to the baskets.\n\nPyari is proud of her traditional skills and believes that they should be continued by the next generation. She is also concerned about the sustenance of the craft as most of the young people aren’t interested in such skills and may never understand the importance of the same.\n\nIndian crafts sector is the second-largest employer in the country after agriculture and the Sonipat administration is taking many active steps to keep the cultural heritage alive. It further aims to promote handmade crafts and make them accessible at the local, district, and national levels.\n\nHaryana has a rich cultural history that reflects inter alia in its crafts, textiles, and food. Integrating Culture in Planning & Action for Sustainable Development : Role of ICH NGOsThe UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage (2003) and its Operational Directives outline the important role of NGOs in creating awareness on the Convention, generating space for dialogue and the exchange of good practices and challenges for inputs to programming and policy making at varied levels, and facilitating community participation in taking safeguarding measures through knowledge and tools support and capacity building. The contributions of ICH NGOs have been manifold, including building the capacity of communities, researching and documenting ICH, upholding distinct identities of places and communities through cultural tourism, facilitating transnational flow of creativity, strengthening cultural resources, and developing artist organizations. Now the ICH NGOs need to play a critical role in enabling the inclusion of cultural dimensions in the post-2015 development policy framework. So far culture is not identified as a goal in the proposed Sustainable Development Goals (SDGs). However, culture may be explicitly integrated as a target or as enabler in SDG goals like Poverty Eradication, Building Shared Prosperity & Promoting Equality, Quality Education & Lifelong learning, Gender Equality and Women Empowerment, Strengthening Global Partnership for Development, Ecosystems & Biodiversity, and Creating Peaceful and Inclusive Societies. Through knowledge sharing, networking, and mediating, they can effectively raise awareness among decision makers on the importance of the cultural dimension in development policies. By formulating innovative culture-based development projects with the participation of traditional bearers and practitioners, they can contribute to adoption of locally owned creative economy policies. Key areas of action will include mapping cultural resources; developing indicators on socio economic gains based on heritage, creativity, and cultural resources; and supporting capacity building for managing arts and strengthening the value chain.Year2014NationSouth Korea

Synergies in Safeguarding Intangible Heritage : How best can Universities add Value?Globalisation has its benefits. But it could also diminish our heritage in ways that we may not sometimes even be conscious of. Effective minimization of the negative impacts is possible with timely interventions. Sometimes it may be too late before significant elements of our culture are endangered or even disappear. It is this concern that led the world community to come together and adopt the international Convention by UNESCO in 2003 for Safeguarding Intangible Heritage. It is passé to say that globalisation has accelerated to a pace that we are challenged to keep up with it on many fronts. We are quite familiar with the social, economic and environmental issues. In addressing only these three pillars during the 2000-2015 MDG phase of the UN, we now have a lot of catching up to do. Culture as the fourth pillar of sustainable development, even if not detailed enough, is located in the 2030 Agenda and the Sustainable Development Goals (SDGs) that will guide us between 2015 and 2030. We must endeavour to bring together the implementation of the 2003 Convention and higher education as part of the four-pillar paradigm. Several questions need to be addressed. \n \nCan higher educational institutions such as universities, specialised colleges add value to the UNESCO’s efforts in safeguarding intangible heritage in sustainable development? Can we find synergies between the strategic directions of higher educational institutions and the Overall Results Framework for the UNESCO 2003 Intangible Heritage Convention? In what ways can Regional, Sub- Regional, National and Local networking and knowledge sharing be empowering to safeguard intangible heritage and the rich cultural diversity of the Asia Pacific? Given that language itself is not covered by the Convention but included as a vehicle of the intangible heritage (Article 2.2.a), how best can we maximise on the linguistic diversity of the region promoted through higher educational institutions in minimising the hegemonic impacts of monolingualism that endangers so much of our intangible heritage? \n\nFirst and foremost, it must be underlined that UNESCO and a number of national and international agencies including NGOs have advocated strongly for the inclusion of culture as a separate SDG in the UN 2030 Agenda. None of the 17 SDGs focus exclusively on culture. However, the advocacy has created an inclusive discourse on culture that cuts across the SDGs. The resulting Agenda includes several explicit references to cultural aspects. The following SDG Targets are significant. They provide windows of opportunity to ensuring that we locate culture in the SDGs and in doing so promote the safeguarding of intangible heritage:Year2018NationSouth Korea

LINKAGES BETWEEN ICH SAFEGUARDING AND THE SDGS: UNESCO’S ACTIONThe concept of sustainable development is at the heart of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage, which recognizes in its preamble the importance of the intangible cultural heritage as a mainspring of cultural diversity and a guarantee of sustainable development. Furthermore, Article 2.1 of the Convention, dedicated to the definition of intangible cultural heritage, stipulates that consideration will be given solely to such intangible cultural heritage as is compatible with existing international human rights instruments as well as with the requirements of mutual respect among communities, groups, and individuals, and of sustainable development.Year2016NationSouth Korea
