Wall of the Lord: Famed Pilgrimage Temple Branches into ICH PromotionNathdwara is a famed Vaishnavite pilgrimage site in the Aravalli Hills, fifty kilometers northeast of Udaipur, Rajasthan. Hundreds of thousands of devotees annually visit its central Shrinathji Temple to worship a fourteenth century icon of Shrinathji, a beloved child incarnation of Lord Krishna.\n\nBesides Shrinathji’s sanctum, Nathdwara was also widely known for its unique regional arts—the worship-related pichwai paintings that depict Krishna’s life stories for the unlettered and the reverential semiclassical haveli sangeet music that was sung and played directly to Krishna. The area was also famous for delightful terracotta sculptures that portray sacred images from the countryside and touching scenes of village life.\n\nIn recent years, however, haveli sangeet has lost its following, and few young musicians try to learn its demanding dhrupad-based songs. Similarly pichwai painting and local terracotta arts have fallen on hard times. While there is still a bit of tourist interest in these ancient traditions, the impact of western fashion, mass advertising, and globalized culture have driven both out of vogue domestically.\n\nMost of India’s religious institutions confine their efforts to purely spiritual endeavors, but given Shrinathji’s long intimate relations with the town’s cultural life, the temple took notice of its artists’ plight. The Nathdwara Temple Board, Shrinathji’s managing trust, and trustee Sri Vishal Bava suggested providing some kind of innovative platform for artists to showcase their paintings and crafts on the crowded streets outside the temple.\n\nSri Dinesh Kothari, Nathdwara Temple Board CEO, took this concept and designed a project called Wall of the Lord that used a broad empty stretch on the temple’s own outer wall as a public gallery. Approximately 140 pichwai painters have now completed 63 masterful paintings on this 180 meter expanse, in styles ranging from traditional and devotional to expressively modern. Three exquisite large terracotta murals have also been installed there, and together, these exhibits not only beautify the temple but also offer dramatic visibility, hopefully renewing market demand for struggling local ICH artists.\n\nLaunched on 26 January 2017, the novel Wall of the Lord initiative has already started attracting its own audience as a must-see site of the Nathdwara pilgrimage that reminds visiting devotees of the splendor of their heritage and the inseparable nature of creativity and the divine.\n\nPhoto : Nathdwara painters adorning the temple wall © Lokesh PaliwalYear2017NationIndia

Bali Arts Festival: Safeguarding Cultural Heritage in a Tourism-Oriented SiteEvery year for the past thirty-nine years, Bali hosts the Bali Arts Festival (Pesta Kesenian Bali), a traditional performing arts celebration featuring artists from all over Indonesia. Starting from 10 June with a magnificent parade where all Balinese regencies are represented, the festival continues until 9 July with several daily performances, all open and free for the public. Held in Taman Budaya in Denpasar, the festival venue represents a beautiful ensemble of traditional architecture pavilions.\n\nMost participating performing groups come from Bali to demonstrate rare art forms from the distant parts of the island or compete in mostly popular genres, which include barong, legong, kecak, and various mask dances. Safeguarding these arts being the main objective of the festival, it has contemporary music, dance, and theatrical styles that reflect the motifs and patterns of traditional culture. Along with performing arts that are indisputably central to the festival, traditional Balinese foods and crafts, and even ways of conducting religious ceremonies are also showcased.\n\nThe Bali Arts Festival started in 1979 as a provincial initiative of Ida Bagus Mantra in response to rapid expansion of the tourism industry, attempting to prevent the extinction of traditional Balinese arts. It proved to be successful; and a series of various district and regency contests helped galvanize cultural life while dance and art schools were opened with government support. The festival remains mostly a local communal event allowing performers, artists, and craftsmen from different regencies to meet and occasionally compete with the support of the spectators from their own villages. The festival of harvest: OnamOnam is a major harvest festival celebrated in the Indian state of Kerala. The 10-day Onam festival marks the onset of the first month according to the Malayalam calendar called Chingam and generally occurs in the months of August or September every year. Due to the COVID -19, the festival saw major restrictions, however, it was celebrated with much enthusiasm between 12th August until 23rd August 2021 keeping in mind all the COVID protocols.\n\nThe origin of the festival can also be traced from various regional sources. According to the folk song ‘Maveli Naadu Vaanidum Kaalam’, Mahabali was a very kind-hearted and generous king. Under his rule, there were no theft, lies, hunger, or jealousy among his people. It is said that people were so happy under his rule that they no longer felt the need to pray or make offerings to the Gods. He was beginning to rule all three worlds which infuriated Lord Indra and gods. To take control of the situation, Lord Vishnu took his fifth avatar of a Brahmin dwarf named ‘Vamana’. As Vamana, he appeared before Mahabali and made a wish for three feet of land for penance. In his first and second steps, he covered the heavens and the hell. Mahabali, seeing this, offered his own head for the third step. Impressed by this action, Lord Vishnu appeared as himself before Mahabali to bless him. Lord Vishnu granted a boon to Mahabali that he can visit his beloved people once a year. As a result, the homecoming of king Mahabali is celebrated as Onam.\n\nOnam combines elaborate festivities that include food, dance, cultural clothing, flower decoration, etc. Each house performs such functions with sheer enthusiasm and love for our culture while supporting agricultural practices. One of the most popular components of the festival is the food. Onam Sadhya is a multi-course meal that includes 26 different food items prepared with local ingredients. Some of the dishes include Rice, Avial (a dish prepared by cooking vegetables in mango and ground coconut), Olan, Sambhar, Rasam, banana and jaggery chips, Pappadam, followed by at least 2 varieties of Payasam (a milk-based sweet prepared with rice, wheat etc). These are only a handful of items prepared in the diverse state of Kerala also known as the land of spices.\n\nThe other aspects of the festival include elaborate decorations that include the extensive use of local and colorful flowers. Pookkalam (floor designs with flowers) are made every day of the festival and various games like Vadam Vali (tug of war), Puli Kali (folk art from Kerala), Vallam Kali (Boat Race), are played during the festival.\n\nThe festival is a great reflection of the cultural heritage of Kerala. Families are seen wearing traditional attires that include Kasavu/Set Sarees for women and Mundu for men. There is a tradition of gifting new clothes called Ona Kodi to other members of the family. At the same time, He proposes to develop a broader network targeting the Silk Roads region with upgraded functions of sharing information and building networks. Indigenous/Local Knowledge, Anitism, and Sustainable Development: Challenges and Interventions in Preservation of Indigenous Rights and Knowledge Systems and Practices (IKSPs)Abstract: Anchored on anitism, this study explains the significant contributions of indigenous knowledge from the plain, mountain range, and selected coastal areas of the Philippines to promote sustainable development. Challenges and interventions in preserving IKSP were also discussed in the study. It was done through careful analysis of relevant literature with the aid of unstructured interview. The study revealed that local knowledge and practices relevant to indigenous belief systems contribute to climate change adaptation and preservation of the natural environment. INDONESIAN HERITAGE CITY NETWORK, A GOOD EXAMPLE FOR NETWORKING ACTIVITIES AMONG LOCAL GOVERNMENTS TO SAFEGUARD ICHThe 2003 UNESCO Convention aims to engage governments in ICH safeguarding, with the widest possible collaboration of stakeholders such as communities, groups, NGOs, and where applicable, individuals1. In this context, the government ideally includes Central, Provincial or State, and Local (District of Municipal) governments. It is an important point that among these strata of governments, it is surely local governments that have the maximum direct interaction with and influence upon, the said communities, groups, and individuals through who are hoped to be encouraged to safeguard ICH in their respective places. The Convention also aims to identify and disseminate information regarding good safeguarding practices of ICH2. What Have Been the Effects of the UNESCO ICH Lists?Until the last moments of the drafting process of the Convention, the Intergovernmental Meeting of Experts was debating the issue of whether the Convention should employ a listing system or a registration system. The Convention for the Safeguarding of the Intangible Cultural Heritage was finally adopted in October 2003 using a listing system. Some of the experts who were not in favor of this system are still criticizing it today. Today, the Convention has 155 States Parties. There are 288 elements inscribed on the two lists and a selection of ten elements on the Registry of Best Practices. The inscription of elements of intangible cultural heritage (ICH) on the Lists has triggered unprecedented enthusiasm for the ICH among practitioner communities as well as the general public. The Chengdu International Conference held last June to celebrate the tenth anniversary of the UNESCO Convention discussed the listing system currently being used and identified points concerning, on the one hand, the procedure for inscription on the Lists and, on the other, the impact of public recognition on the inscribed elements and their practitioners. This paper offers some suggestions that might be taken to mitigate the problems raised, such that the Convention will not become the victim of its own success.Year2013NationSouth Korea
