China - Peacock dance
The peacock is known as the king of the birds in Yunnan. The Dai people especially regard peacocks as symbols of luck, beauty and purity. Even today, people dance or watch the Peacock Dance during joyful occasions or festivals. Many dances among the folk dances of the Dai mimic the movements of animals. The Peacock Dance is the most famous and popular among such dances. There is a set order and format to the Peacock Dance. It consists of movements depicting it coming out of the nest, surveying its surroundings nimbly, walking calmly, find water, drinking water, playing with leisure, flapping its wings or folding and spreading its wings. Although the role of the peacock is usually played by a female dancer these days, it used to be performed by a male dancer in the past. The Dai people make up the 11th largest ethnic minority group in China among the 56 officially recognized by the Chinese government. Intangible Cultural Heritage Elements of Ferghana Valley: Traditional Craftsmanship\n\nThe Ferghana Valley is a cradle of ancient Uzbek cultural traditions. In this area, creative folk arts, such as dancing, music, applied art, performances, and national games are highly developed and interconnected as are customs, traditions, and events. Uzbeks, Tajiks, Uyghurs, Kyrgyzs, Turks, Russians, and people of other national and ethnic backgrounds live in the Ferghana Valley. While they maintain and hold their own folk traditions, customs, and festivities, they also engage in Navruz and Mehrjon holidays with each other.\n\n1. Guli Arghuvon Festival\nThe expedition team to Ferghana Valley video-taped the Guli Arghuvon Festival that takes place every spring in the Do‘sti Khudo Graveyard in the Oltiariq District. The holiday is connected with the blossoming of the arghuvon plants (cercis siliquastrum) that grow in front of the graveyard’s mausoleum and stay in bloom for three days. While this particular event is not celebrated elsewhere, similar events, such as Qizil Gul or Guli Surkh (Red Flower), Lola Sayli (Tulip Festivity), Sunbul Sayli (Hyacinth Festivity), and Gunafsha Sayli (Viola Festivity), have found their way onto traditional calendars in different regions. Due to the historically agrarian Uzbek culture, many of its traditions, such as the Guli Arghuvon Festival and the others mentioned, are related to praising plant life and nature itself. Ancient faiths saw the eternity of nature with death coming in autumn when the trees lose their leaves and life returning when plants blossom in early spring. This point of view is the basis for many beliefs and events in agrarian cultures. The Guli Arghuvon Festival is based on ancient calendar events that unite agrarian beliefs and culture with ideas relating to harvests. Holding the event in a graveyard connects the idea that nature undergoes death and birth in the circle of seasonal change.

Network of Higher Education Institutions for ICH Safeguarding in Europe
To ensure the possibility of cooperation and networking amongst relevant higher education institutions in the Asia-Pacific region, ICHCAP and UNESCO Bangkok Office co-organised the First Meeting for Asia-Pacific Tertiary Education Network for ICH Safeguarding in July 2018, in which 19 universities and educational institutions from 11 countries arrived at a consensus to establish a higher education network for ICH safeguarding. Later that year, the Asia-Pacific Education Network for Safeguarding Intangible Cultural Heritage (APHEN-ICH) was officially formed, beginning with 15-member institutions. A similar direction was journeyed in Europe when the European Network on Cultural Management and Policy (ENCATC) carried out an extensive mapping of higher education programmes throughout the continent, identifying a total of 146 programmes at all levels containing ICH subjects. This 2017 UNESCO-ENCATC project dubbed as “Learning on intangible heritage: building teachers’ capacity for a sustainable future” pushed recommendations for the further insertion of ICH in higher education curricula, which have to do with sharing terminologies and rationales, envisaging the needs of the job market, sharing knowledge and practices, as well as cross-disciplinary pollination and cross-assessment of relevant policies. Dr. Cristina Ortega Nuere shares networking experience of higher education institutions for ICH safeguarding in Europe. \n\nCRISTINA ORTEGA NUERE works as the Chief Scientific and Operating Officer of the World Leisure Organization since January 2016. She combines her principal professional activity with teaching at the Universitat Oberta de Catalunya, and as an invited professor in different universities such as the University of Zhejiang, China. Doctor in Leisure and Human Development, she holds a Master degree in Leisure Management – specialized in Cultural Management and Policies, graduated from the Faculty of Arts and Philosophy from the University of Deusto, Spain, and completed her studies in London, at Middlesex and Westminster University.

3. Cultural Context of a CIOFF Festival
According to CIOFF policy, an international folklore festival will be fully accomplished as a meeting place for cultures when it is organized in the spirit of friendship and promoting a culture of peace. ICH is an excellent culture inherited over generations, a source of cultural development, and a manifestation of cultural diversity. The new management mechanism realizes the integration of ICH and tourism. The launch of “One Belt and One Road” strategy actually provides an important strategic opportunity for the protection and development of ICH. At the beginning of a new civilization cycle, to open a new window of civilization with people of the world. While there are four main cradles of civilization, which, moving from East to West, are China, India, the Fertile Crescent, and the Mediterranean, specially Greece and Italy, India deserves a larger share of credit because it has deeply affected the cultural life of most of Asia. India has also extended her influence, directly and indirectly, to other parts of the world. \n\nAn International Folklore Festival is one of the means to safeguard, to promote and to diffuse ICH, mainly through such genres of expressions as music, dance, games, rituals, customs, know-how of handicraft and other arts. To be a significant contribution to the maintenance and enhancement of cultural identity and diversity, a folklore festival has to be implemented in an appropriate cultural context. The reflections presented aim to develop a pertinent cultural context in existing and in new international folklore festivals. The following items constitute and describe what CIOFF sees as important elements of the term cultural context.

The 12-Lamp Initiation Ritual of the Red Yao People
The Yao, one of Vietnam's fifty-four ethnic group, primarily reside in the north. According to Red Yao tradition, a prospective bridegroom is required to go through a twelve-lamp initiation ritual with his bride ahead of their wedding. Through this rite of passage, a man is recognized as a member of the community and granted a religious title and spiritual privileges. He is then allowed to participate as a ritual practitioner in religious events for his family and community. This video depicts a twelve-lamp ritual performed by the Red Yao people in Ban Khoang Commune, Sa Pa District, Lao Cai Province, near the border with China.

China - Awa of the Sea of Clouds
‘Awa’ is the name the Wa people, a minority ethnic group living in Yunnan Province, use to call themselves. This is an original dance based on a traditional dance of the Wa, which tells the story of a boy combing the hair of his love, and tying their hair around each other’s wrists, expressing the wish to be together always. Hair holds special significance in the culture of the Wa. Dark skin and black hair is a measure of beauty to the Wa, who have dark skin and long black hair. Inheritance and Innovation of the Intangible Cultural Heritage during the COVID-19 Pandemic
The protection of China's cultural heritage has a broad prospect. It is necessary to establish cultural self-confidence to protect and inherit this precious treasure, while enhance the exchange of civilization and mutual communication so as to learn from each other's strength, and accelerate the development of human culture. As an institution of higher education, we need to focus on the purpose of "creative transformation and innovative development", constantly practicing the concept of “rejuvenating vitality through dynamic inheritance”. Jin Jiangbo shares university's innovative ways of ICH safeguarding during the pandemic. \n\nJIN JIANGBO is the Vice Director of China Arts Museum and Vice Dean of Shanghai Academy of Fine Arts at Shanghai University where he serves as a professor. He has published studies on international public art, new media art, art innovative education mechanism, and the inheritance and development of intangible cultural heritage.

Wui Chiu Mugwort Kueh for Qing Ming Festival
A huge gap in the ecosystem is that despite the important roles the Chinese clan associations play in Singapore’s nation-building and promotion of cultural understanding, many younger generation Singaporean are not aware of their existence, much less their relevance. According to the Singapore Federation of Chinese Clan Associations in 2017, “more than half of the clan associations are in danger of fading away, if they do not actively attract younger members”. This project addresses this important gap by creating ground-up initiatives which could spur interest amongst the public and actively engage the youth to continue the lifeline of Chinese clan associations. Moreover, the aged clan members are living treasure troves to our past. However, there hasn’t been sufficient projects that tap into their knowledge about our less-known food history, traditions, and customs. This project serves as a stepping stone to spark conversations and ignite interest in uncovering more about our rich Singaporean food heritage before they are lost in the time.\n\nHaving spent more than half her life with clan associations, Lynn Wong is passionate about uncovering and sharing the lesser-known Singaporean Chinese clan heritage with the youth. She is the project director of Ho Yeah Festival (the first-ever Cantonese and Hakka festival in Singapore), as well as the recipient of the inaugural Singapore Federation of Chinese Clan Associations (SFCCA) Outstanding Youth Award in 2017.\n\nTexts\n\nQingming Festival is a time for ancestor veneration and tomb sweeping. There is a popular saying, “Of all virtues, filial piety comes first.” Ancestor veneration is an important Chinese tradition. During Qingming Festival, descendants will make ancestral offerings to express their love and gratitude. Our Singapore Hakka forefathers from the Wui Chiu Prefecture have a must-have Qingming traditional snack – the Mugwort Kueh. Families coming together to wrap Mugwort Kueh is a more than 1000-year-old tradition of the Wui Chiu people. The mugwort leaf is said to be a miracle herb that can cure all kinds of diseases.

China - When a pigeon’s flower blooms
This is an original dance based on the ‘Shoulder Bell Dance’, a representative folk dance of the Qiang people. While the Shoulder Bell Dance originated from the shamanic rituals of the Qiang, it has since evolved into a popular dance performed by women during traditional holidays and ethnic festivals.\n\nThe Qiang is a minority ethnic group that lives in Sichuan Province, China. The history of the Qiang people dates back 4,000 years, being almost as long as the history of the Chinese civilization. Due to geographical conditions limiting their interactions with other ethnic groups, the Qiangs have managed to preserve a their culture in its original form relatively well. Music and dance have been a part of daily life and a respite from its hardships for the Qiang since ancient times. China - Rebagu
‘Reba’ means ‘wandering performer’ in the Zang language, and Rebagu is a traditional dance which used to be performed by Zang folk performers. It used to be called ‘bell dance’ in the past as the male dancers used bells, while women mostly used drums.\n\nThe dancers hold the drum in the left hand and a long drumstick in the right. The most common moves consist of turning left and right and flipping around to hit the drum and rotating the body while holding the drum and drumstick to the crown of the head. Most ordinary people are not able to follow these moves as the beat is very fast while the angle of movement when bending the torso back and forth is too large. Bending the waist or back is a characteristic move in the ethnic dances of Tibet.\n\nRebagu was originally a totem dance of the primitive Bon religion of the Zang. It developed by absorbing influences from other religions, culture and folk art, to become a proud symbol of the ancient art of the Zang. This is an original dance based on the iconic Shuaifa dance of the Wa minority group in China, expressing their hunting lifestyle. Male and female dancers fling their long black hair energetically, impressing the audience with powerful and controlled movements. China - Spring Rain
Spring Rain is an original dance based on the Shuixiu dance, a traditional dance of the Zang people which has become a representative form of Chinese classical dance. It expresses the rain falling in spring and beautiful natural landscapes in elegant movements.\n\nShuixiu dance is a ‘long sleeved dance’ performed while wearing clothes with long flowing sleeves. It is characterized by the flinging and catching of the long sleeves. The essence of Shuixiu dance lies in its harmonious and beautiful curves. It represents the aesthetic character of Shuixiu while keeping with the unique philosophy and temperament of the Zangs, which seeks harmony, peace, coexistence and concordance.\n\nShui Xiu dance, originally performed at religious rituals, was relatively preserved in its original form due to the isolation of the Tibetan society until the 1950s. Its artistic value came to light internationally after the opening up of China in 1978.
