Overviewing of Current Situation of Safeguarding ICH in Central Asia and Activity of International OrganizationsFor centuries, phenomenon of intangible cultural heritage was a key factor for transmission of indigenous cultural traditions for future generations as well as a matching point for intercultural dialogue in Central Asia – countries with unique oral and music traditions. The process of socio-economic and cultural transformation observed in modern Central Asian states after becoming independent in 1991 had also affected the state of the intangible cultural heritage, including changes in funding, expertise and management. With independence, serious challenges of safeguarding of ICH have come in the wake of these changes. Whereas under Soviet time the culture sector enjoyed state funding, together with an importance in state planning and a certain level of prestige, under free-market conditions this is no longer the case. Yet with these challenges have come new opportunities, particularly in such fields as revival of cultural traditions, sharing of expertise between international and regional experts and in better identification, inventory and safeguarding of cultural heritage of humanity. After collapsing Soviet Union all Central Asian countries as independent countries joined the country-membership of UNESCO and participated in its international projects. This step created new possibilities of international cooperation in the field of and safeguarding cultural heritage and transmission to young generation. In recent years UNESCO in close cooperation with international institutes, category 2 centres and Central Asian countries has acquired a great deal of experience as the coordinator of the often complex pilot projects for safeguarding and revitalization of Central Asia’s rich intangible cultural heritage.Year2013NationUzbekistan

Examining the Methodologies of the Collaborative Work of ICHCAP for ICH SafeguardingThe Asia-Pacific region can be called a treasure house of ICH because of its diverse heritage and rich cultural environment. However, much of the ICH in the region is facing the possibility of disappearance because the value of ICH isn’t fully understood and there is a shortage of institutional and administrative support. In particular, developing or underdeveloped countries in the region are experiencing difficulties in effectively safeguarding ICH in the context of maintaining sociocultural traditions and promoting sustainable development because globalisation, urbanisation, and modernisation stand as obstacles.Recognising the shortcomings in ICH safeguarding, ICHCAP, a UNESCO Category 2 Centre, has recently been established based on the approval of UNESCO General Conference in 2009 and the agreement between UNESCO and the government of the Republic of Korea. The main roles and functions of the Centre focus on information and networking in the ICH safeguarding field. ICHCAP has contributed to ICH safeguarding and has learned a lot from the activities the Centre has conducted and participated in over the past four years.In this paper, I will introduce the main roles, functions, and collaborative works of ICHCAP in relation to ICH safeguarding in the Asia-Pacific region. The Role of Tertiary Education for Safeguarding ICH: The Case for BangladeshBangladesh is a repository of hundreds of intangible cultural heritage elements that have been developed through various historical waves of different political and religious regimes over the last 5000 years.ICH education at the tertiary level has an important role to play in creating a pool of human resources for sustaining the value, meaning, and significance of these ICH elements. Until recent past, the importance of protection, promotion and safeguarding of various cultural heritage resources in Bangladesh has not received necessary attention from administration, academicians and researchers. Lack of policies and resources, and shortage of trained teaching staffs were the main reasons for not being able to introduce required courses at the tertiary level of education. Assessing the present status of heritage education at various tertiary institutions, this paper calls for immediate policy responses to strengthen the ICH education for developing a Sustainable Cultural Heritage Management Plan (SCHMP) through building capacities by mobilizing local resources in collaboration with various national and international organizations. Immediate and long-term heritage education policy-planning and interventions can encounter the challenges of protecting, promoting and safeguarding various ICH elements of the country. \n\nThus, the main objective of this paper is to examine the actual status of heritage studies at the tertiary level of education in Bangladesh through analyzing the contents of curriculums of some selected departments which are closely related to cultural heritage studies. Scope and Definition of Collaborative Work through Activities of the Silk Roads ICH NetworkThe Silk Roads is a path and a route, not a fixed concept but a dynamic and expanding polysemic concept. The definition of the Silk Roads varies depending on academic perspectives. Toward the end of the twentieth century, the Silk Roads have become symbols of peace and understanding. It is at risk of abuse, commercialization, and political misapplication. Countries along the Silk Roads are experiencing a great deal of change, especially under the influence of globalization and commercialization. They are, therefore, highly vulnerable to change. It is necessary to consider the definition and target countries/areas, membership, access online and offline, gaps in ICT content production, and updating and maintaining information. Recommendations on improving a possible network include strengthening the information sharing capacity, improving the quality of information, and promoting and making successful public and private partnership programs. Country Presentations(Bangladesh, Bhutan, India, Maldives, Sri Lanka, Pakistan)Bangladesh is rich in intangible cultural heritage in all the five domains outlined in the 2003 ICH Convention namely oral traditions, performing arts, social practices, rituals, and festive events, knowledge about nature and the universe and traditional craftmanship.Four elements are inscribed in the UNESCO representative list and two applications are submitted in 2019. The Ministry of Cultural Affairs has a list with literature of 54 elementsunder the 5 ICH domains, while researchers identified 123 elements. Comprehensive inventorying of living heritages is under process with the Government. Bangladesh, by ratifying 2003 Convention, assumes its obligation of safeguarding these elements of ICH. Among the elements, some are sustainable for the economic output of the objects associated with the elements. Others remain vulnerable for change in lifestyle, knowledge pattern, social and economic advancement, science and technology. Keynote Speech 1:UNESCO Efforts Towards Integrated Approaches in Safeguarding Tangible and Intangible Cultral HeritageThis paper presents UNESCO’s approaches and activities under two functions: 1) the standard‐setting function, which is mostly carried out at headquarters level through intergovernmental committees and in close collaboration with Member States; and 2) the “laboratory of ideas” function, which is implemented at the national level by UNESCO field offices. Enhancing Regional and Sub-regional Collaboration among ICH StakeholdersThis paper aims at providing a basis for discussion on how to enhance regional and sub-regional collaboration among ICH stakeholders. The paper begins with identifying ICH stakeholders at local and national levels, and then looks at ICH stakeholders at sub-regional and regional levels. Sub-regional integration bodies in Asia and the Pacific region are introduced as potential partners for ICH safeguarding, while specific functions assigned to three Category II Centres in the field of ICH established in the region are highlighted for the sake of clarification. Based on that, the paper suggests three actions with a view to enhancing regional and sub-regional collaboration among ICH stakeholders; i) set clear goals and results to be achieved within the framework of global vision, ii) formulate a strategy and action plan, and iii) ensure monitoring and evaluation. Case of Kazakhstan: ICH Festivals’ Influence and Effects on Local Communities"Kazakhstan is home to many major local festivals, and the vibrant communities that help these festivals come to fruition are part networks that help promote the festivals. As a result, the local festivals have turned into multinational events. As an example, the World Nomadic Games (WNG) is held biennially and has grown considerably, in 2018, 3,000 athletes from 77 countries. The WNG has contributed to science in cultural heritage and transmission of the ICH in general. Traditional game federations have established networks in a number of counties- Salbuurun Federation (seventeen countries), Kök Börü Federation (ten countries), Alysh Federation (sixty-three countries), Kyrgyz Kürösh Federation (twenty-eight countries), Toguz Korgool Federation (thirty-three countries), Er Engish Federation (thirteen countries) and Ordo Federation (six countries). As a result, ICH festivals became one of the main attractions for international tourists in Kyrgyzstan that contribute to the local economy and to the livelihoods and well-being of concerned communities as well."Year2020NationKazakhstan
