Kazakh Jewelry: Continuity of Nomadic TraditionsThe Kasteyev State Museum of Arts in Almaty has gathered a unique collection of Kazakh jewelry made during the eighteenth through twentieth centuries. These examples vary in form, type, and technique. The distinctive features commonly found on Kazakh jewelry make them true masterpieces which reflect a specific philosophical understanding of the world and demonstrate the great artistic abilities of the Kazakh people. Indeed, every element that comprises an individual piece of Kazakh jewelry, including its form, details, the material it was produced from, and patterns, has a specific purpose and meaning.\nKazakhstan’s abundant supply of nonferrous and precious metals, including gold and silver, encouraged the development of its metalwork for millennia. Casting, forging, molding, stamping, and embossing techniques emerged as early as the second millennium BC, during the Bronze Age, as did signatory traditional designs for jewelry worn by the Kazakhs both historically and today. Saka treasures discovered in different areas of Kazakhstan—the Issyk Kurgan and the Besshatyr, Kargaly, Altyn-Emel, Tagisken, Uigarak, and Berel burials—are true masterpieces.\nBy studying jewelry, scholars can discern a great deal of important social, economic, and cultural information about the people who wore them. The style of jewelry changed during the Migration Period when the Huns moved westward from 47 BC until the fourth century AD. The Role of Tertiary Education for Safeguarding ICH: The Case for BangladeshBangladesh is a repository of hundreds of intangible cultural heritage elements that have been developed through various historical waves of different political and religious regimes over the last 5000 years.ICH education at the tertiary level has an important role to play in creating a pool of human resources for sustaining the value, meaning, and significance of these ICH elements. Until recent past, the importance of protection, promotion and safeguarding of various cultural heritage resources in Bangladesh has not received necessary attention from administration, academicians and researchers. Lack of policies and resources, and shortage of trained teaching staffs were the main reasons for not being able to introduce required courses at the tertiary level of education. Assessing the present status of heritage education at various tertiary institutions, this paper calls for immediate policy responses to strengthen the ICH education for developing a Sustainable Cultural Heritage Management Plan (SCHMP) through building capacities by mobilizing local resources in collaboration with various national and international organizations. Immediate and long-term heritage education policy-planning and interventions can encounter the challenges of protecting, promoting and safeguarding various ICH elements of the country. \n\nThus, the main objective of this paper is to examine the actual status of heritage studies at the tertiary level of education in Bangladesh through analyzing the contents of curriculums of some selected departments which are closely related to cultural heritage studies. On the Feasibility of the Silk Roads ICH NetworkUNESCO has ten subcategories of human communities and networks, but there are two patterns of human civilizations—sedentary and nomadic communities. Difficulty with archaeologists and historians to explore and discover civilizational heritage information. Nomadic communities served as an ancient networking system, bridging sedentary communities with cultural and technological information. There is a necessity of a network approach on the discovery, excavation, preservation, and public opening of Silk Roads intangible cultural heritages through a singular project hub—namely through ICHCAP. Examples of existing projects include the Caravanserai projects by UNESCO and National Geographic, which focus on tangible heritage along the Silk Roads without considering cultural interconnections and influences. A Korean case is the KBS six-episode documentary series on the origin, spreading and localization of noodle cuisine in Eurasian communities. Another networking case currently under way is the development of series on Silk Roads martial arts, dance, and play through Korea, Japan, China, Mongolia, Kazakhstan, Uzbekistan, and Iran.Year2020NationSouth Korea

Enrich, Include, and Empower: Living HeritageEnrichment, inclusion and empowerment. Why these concepts and why in that order? Are they, next to “sustainable development” of course, the key concepts for the 2020s in heritage policy and practice? Do these concepts already appear in the universe of the Blue Book, the nickname of the Basic Texts of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage 2018 Edition? This set of texts includes among others the 2003 UNESCO Convention text itself, the most recent version of the Operational Directives (ODs) approved by the General Assembly, the 12 Ethical Principles and the new Overall Results (Based) Framework/ORF (2018).1)\nThe word “empowerment” cannot yet be found but the verb “empower” is used twice: OD130 and OD133. Two times to empower the Director General of UNESCO so she can authorize the use of the emblem of the 2003 Convention. \nThe word “enrichment” cannot yet be found but the verb “enrich” is used twice: in the preamble of the 2003 UNESCO Convention. 2. 2021 Living Heritage ForumThis networking program is based on experiences and achievements obtained from the collaborative work of UNESCO-ICHCAP in the living heritage field in Central Asia over the last decade.\n\nFor reference, the networking program comes on the heels of a three-party MoU signed by ICHCAP and organizations in Uzbekistan in 2019 and was followed by a Central Asia network meeting in Kazakhstan in 2019. In 2020, ICHCAP in cooperation with International Institute for Central Asian Studies (IICAS), conducted a survey project about ICH festivals along the Silk Roads, particularly with countries along the steppe route. Country Presentations(Bangladesh, Bhutan, India, Maldives, Sri Lanka, Pakistan)Bangladesh is rich in intangible cultural heritage in all the five domains outlined in the 2003 ICH Convention namely oral traditions, performing arts, social practices, rituals, and festive events, knowledge about nature and the universe and traditional craftmanship.Four elements are inscribed in the UNESCO representative list and two applications are submitted in 2019. The Ministry of Cultural Affairs has a list with literature of 54 elementsunder the 5 ICH domains, while researchers identified 123 elements. Comprehensive inventorying of living heritages is under process with the Government. Bangladesh, by ratifying 2003 Convention, assumes its obligation of safeguarding these elements of ICH. Among the elements, some are sustainable for the economic output of the objects associated with the elements. Others remain vulnerable for change in lifestyle, knowledge pattern, social and economic advancement, science and technology. Lacquer Work in the Maldives: The Best Surviving Craftmanship from Early DaysThere is no written history of the Maldives before its conversion to Islam 1153 AD. However, various archaeological and heritage sites bear evidence that the country has been inhabited for at least two thousand years (Mohamed, 2008). The 2019 published Cultural Heritage tentative list got 462 sites/buildings listed which are located all over the nation.
