Yarney: the Summer Retreat
Yarney is one of the mainstays of monastic life in most of the Buddhist countries from the time of Buddha until today. It is observed as one of the most important annual events in Buddhist monasteries and institutions. ‘Yar’ means ‘summer’ and ‘ney’ means ‘to stay or abide in’. The Sanskrit term for Yarney is Varsavasa (varsa means ‘rains or rainy season’ and vasa means ‘dwelling or residence’) meaning ‘residence for rainy season or residence during rains’. The term widely used in Bhutan is Yarney which literally means Summer Retreat. \n\nThe origin of Yarney can be traced back to Lord Buddha some 2600 years ago in India. The first Buddhist monks did not build monasteries and temples; they were mostly homeless and solely depended their sustenance on alms round. However, during summer, it was not practical for Lord Buddha and his Sangha to make daily customary alms round from village to village and teaching tours due to heavy monsoon rains.\n\nSummer was also the peak time when insects and worms would reproduce and inhabit the muddy walkways and small plants and newly planted rice paddies would start budding in the fields. It was also common trend at that time for Non-Buddhist (Tirthikas) to criticize and accuse the Buddha’s practice of alms round, reasoning that especially during the summer walking around for alms round killed several animals and insects.\n\nSo in order to protect insects and worms being injured or killed while walking as well as crops in the fields from being crushed; or avoid injuring themselves due to the monsoon rains, flooding and displaced wildlife and also to avoid being criticized and accused by non-Buddhists for killing tiny beings, the Buddha established a rule that members of Sangha would not travel during the monsoon rains. Instead, they would remain within the premises of their residences or dwelling places (monasteries) each summer as summer or rainy season retreat. The place where "Yarney" was observed must be conducive to spiritual and mental development of the monk as one of the main object of observing "Yarney" was to practice meditation besides preaching the Dharma more often to lay devotees. The period for the retreat was determined as three months by lunar calendar and, would usually start in June or July and would continue until sometimes in September or October. Since then, there came into practice formally the precept of observing Yarney – the retreat during summer or the rainy season by Buddhists. \n\nThe Buddha and Sangha would stay and spend days in their residences. This was a period for Sangha to spend time in quiet and serious meditation, give Dharma talks and help laypeople and junior Sangha members in spiritual development. It was also opportune time for them to clarify their understanding of every aspect of the Buddha’s teachings (through questions and answers), based on which in the later period of time that the sutras were said to have been written down.

The early history of the Nagas is shrouded in obscurity and many theories abound of their origin and migration. How and when they came to settle in the north‐eastern region of India is an unsettled question. \nSeveral traditions exist within the multi‐ethnic Naga communities on their origins. \nAccording to the oral traditions passed down through songs, folklore and word of mouth the Ao emerged from six stones at Long‐terok, which exists to this day near Chungliyimti, the first legendry settlement of the Ao. ‘Long’ meaning stone and ‘Terok’ six, refers to the six stones from which emerged three pairs of male and female progenitors whom the Ao claim to be their ancestors. The Ao is distinguished with two phratries –Chongli and Mongsen. The Chongli claim that the three males and females who emerged at Longtrok were Tongpok and his sister Lendina, Longpok with his sister Yongmenala and Longjakrep with his sister Elongshe. They were the first human beings who emerged at Longtrok. \nEach male member along with his sister formed the three phratries of the Chongli. \nTongpok founded the Imsong‐Pongen clan, Longpok the Longkumer clan and Longjakrep with his sister founded the Jamir clan respectively. The three siblings intermarried and through these marriages, the Ao clans came into existence and a well‐ knitted clan exogamy marriage evolved that is followed to this day.

Chak-Ka-Yer: Traditional Tug-of-War of ThailandChak-ka-yer is a Thai word similar in meaning to tug-of-war in western countries. It is one of the oldest folk team games in Thailand. Thai people across the country know chak-ka-yer, and many may have had some direct and indirect experience with this game, either as participants or observ-ers. Chak-ka-yer benefits Thai society in several ways. People use chak-ka-yer for fun, pleasure, recreation, and relaxation from their routine work. Chak-ka-yer is played between teams, groups, or communities to test their physical strength. The game does not focus on competition, team preparation, contest regulations, and championship, but rather on unity, friendship, morale, and incentive of communities. Chak-ka-yer as a game is related to thoughts, beliefs, customs, traditions, rituals, and values of the people in different areas. Chak-ka-yer is a high-level game of development and doesn’t focus on systematic contests; it has specific agency to respond to and has the team seriously trained and practiced to win the championship. Enrich, Include, and Empower: Living HeritageEnrichment, inclusion and empowerment. Why these concepts and why in that order? Are they, next to “sustainable development” of course, the key concepts for the 2020s in heritage policy and practice? Do these concepts already appear in the universe of the Blue Book, the nickname of the Basic Texts of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage 2018 Edition? This set of texts includes among others the 2003 UNESCO Convention text itself, the most recent version of the Operational Directives (ODs) approved by the General Assembly, the 12 Ethical Principles and the new Overall Results (Based) Framework/ORF (2018).1)\nThe word “empowerment” cannot yet be found but the verb “empower” is used twice: OD130 and OD133. Two times to empower the Director General of UNESCO so she can authorize the use of the emblem of the 2003 Convention. \nThe word “enrichment” cannot yet be found but the verb “enrich” is used twice: in the preamble of the 2003 UNESCO Convention.
