Foodways and FolklifeThe food we eat is an important part of culture. It is also an expression of community identity. As American folklorist Millie Rahn writes, The kitchen, historically, is the place where families gather and where the everyday and the ceremonial meet and overlap. Here families interact and share private traditions, expressing identity through their food to each other and to the world. Creativity is alive in this space, from daily mealtimes to more elaborate feasts that mark rites of passage, religious and secular holidays, and other special events. This is where knowledge is passed on, from traditional ways of preparing and using various ingredients, implements, tools, and techniques to legends, stories, anecdotes, and cultural exchanges that have become part of familial and regional folklife. We all eat, and associate different layers of cultural meaning to the food we consume. Explorations of food, then, can be an easy conduit into the complex world of intangible cultural heritage. This article gives several examples from the safeguarding initiatives of the Heritage Foundation of Newfoundland and Labrador that have used foodways as a means to get people thinking about, and engaged with, concepts of cultural transmission and heritage conservation.Year2019NationSouth Korea

Chak-Ka-Yer: Traditional Tug-of-War of ThailandChak-ka-yer is a Thai word similar in meaning to tug-of-war in western countries. It is one of the oldest folk team games in Thailand. Thai people across the country know chak-ka-yer, and many may have had some direct and indirect experience with this game, either as participants or observ-ers. Chak-ka-yer benefits Thai society in several ways. People use chak-ka-yer for fun, pleasure, recreation, and relaxation from their routine work. Chak-ka-yer is played between teams, groups, or communities to test their physical strength. The game does not focus on competition, team preparation, contest regulations, and championship, but rather on unity, friendship, morale, and incentive of communities. Chak-ka-yer as a game is related to thoughts, beliefs, customs, traditions, rituals, and values of the people in different areas. Chak-ka-yer is a high-level game of development and doesn’t focus on systematic contests; it has specific agency to respond to and has the team seriously trained and practiced to win the championship. The Commonality and Diversity: For the Asian Values of Lacquer Crafts Culture and Its Safeguarding StrategiesKey matters on modern significance of intangible heritage and its safeguarding Intangible heritage is living cultural heritage which can express human’s wisdom and sensibility intactly by this time. Even though some of them already disappeared, are about to disappear and would disappear not before long, there still remain many of them in our thoughts and experiences. Such heritage is the infinite future resources and traces of the past that human can enjoy in this digital era. The traditional cultures can play a more important role for us in feeling human’s emotions and humanity in the digital era because they contain old human’s memories, and can be an economic means as well. These intangible heritages, in essence, may have the same function even though their forms are different. In particular, we can see that certain cultures spread to neighboring regions, which led to the creation of a new form of culture in a community that accepted them. This process is important as an asset for sharing humanity and at the same time becomes a meaningful source for each community to have its cultural identity as an expression of diversity of human thought.\nTherefore, how to preserve the shared or coexisting intangible heritage among cultural communities is a key topic in the international society today. Meantime, there have been some cases in which even though they are the same kind of heritage, certain heritages in some areas were inscribed on the list of World Heritage but others were pushed aside, in spite of their equally excellent values. In today’s fast-changing society, if culture is neglected even a little bit, it will disappear. Then, if it disappears, total amount of culture in that society will eventually shrink, which means that the future values will be lost. What is called culture inevitably comes to vanish without those who use it, no matter how creative it is. In order to preserve traditional heritage that may disappear at any time, it is an essential process to persuade the society, develop modern utility and seek for strategic methods, deeply thinking of its future value of such heritage.Year2021NationSouth Korea

Here, we should pay keen attentions to preventing such intangible heritage from being fossilized, remaining fixed cultural system and eventually being eliminated. Intangible heritage should exist as one culture, but its way of expression should adapt to the senses and demands of a new generation by constantly making creative transformation. By doing so, the original form can be also preserved as a part of diversity. Traditional Knowledge of Water Management in Korea through Two Types of Irrigation FacilitiesWater management has long been the most necessary agricultural activity for Korean farmers, who typically make their living through rice cultivation. This is why if rain is scarce \nor water management is wrong, it can ruin farming for the year and farmers will struggle to provide for themselves and their families. Whether the practices are traditional or modern, \nagriculture is fundamentally dependent on nature. Therefore, people prayed for rain to the gods who they believed were in the sky or the sea to prevent drought in rites that were common in Korea. While they still rely on nature, farmers have always sought to increase their resilience in the face of natural disasters by continuously innovating with irrigation solutions suitable for the local environment. Traditional Tug-of-War as Shared Intangible Cultural Heritage in East AsiaThe tug-of-war is one of the most well-known intangible cultural heritage elements that represent the Republic of Korea. Tug-of-war games were widely enjoyed by people across the country before the 1930s and 1940s. During the 1960s, the tug-of-war came under the protection of the Cultural Heritage Conservation Policy and has been appointed and is being managed by local and national governments. Locally, eight tug-of-war traditions have been inscribed on the national inventory list. Moreover, compared to other ICH element studies, of the element has been significantly researched.\n\nTug-of-war is a cultural heritage element of many East Asian nations, and these nations are preparing to nominate the element to the UNESCO Representative List of the Intangible Cultural Heritage of Humanity. In this context, the goal of this paper is to discover universal traits in tug-of-war traditions in East Asia. However, besides the Republic of Korea and Japan, there is insufficient research on tug-of-war traditions in the region, which limits the scope of this presentation. In case of China, despite the existence of various records on tug-of-war in literature, the tradition as it exists in China today seems to be more of a sports match than a ritual event. Adaption and Accreditation of Intangible Cultural Heritage in Academia: An Analysis of Ethnomusicology Programs of Kathmandu UniversityThis paper explores how intangible cultural heritage is being adapted and accredited in an autonomous Higher Academic Institution. Kathmandu University Department of Music has been taken as a case study. \n\nThis Department offers Bachelors (B.Mus.), Masters (M.Mus.) and PhD in Ethnomusicology. As part of this study, information has been collected in order to understand the factors that were perceived as the main considerations for quality assurance of the programs in the department. These challenges were explored with accreditation framework following evidence based self-assessed perception methods of the faculties, staffs and the students. The parameters for accreditation were identified after study of documented information of the Department and in-depth interviews with the concerned stakeholders. The results show that there are obvious challenges that exist while accrediting the programs such as standardized reference books, appropriate location, adequate number of youths in the program, and providing support to attract foreign students and mobilizing students in national and international concerts, etc. It is noted that these challenges, however, have minor implications and can be solved at the time being addressing the problems with the structural adjustment and collaborative efforts with the community assuring quality of ICH related courses in ethnomusicology programs.Year2018NationSouth Korea

Study of Safeguarding Measures and Challenges of Traditional Dance Performance in Korea (Ganggangsullae) and Nepal (Sakela)The 2003 Convention plays a major role in safeguarding the Intangible Cultural Heritage. It is the first international legal instrument that has focused on the traditional elements of life. To date, more than 508 elements of more than 122 countries have been registered in the UNESCO nomination list of Intangible Cultural Heritage. The number has been increasing every year. It validates the value of the Intangible Cultural Heritage to the world. The Republic of Korea, which has more than fifty years of history in Intangible cultural heritage preservation, is one of the leading countries in the Intangible Cultural Heritage Preservation. This paper has intended to study one of the UNESCO nominated ICH elements of traditional dance performances i.e. Ganggangsullae of Korea and see the impacts after its nomination. Ganggangsullae has been successfully safeguarded in Korea. Its inclusion in the education curriculum has made it possible to disseminate its historical significance and values to the younger generation. Despite the effort of the state, Ganggangsullae seems to lack the interest of the people.
