India’s Disaster Reduction and Management through Intangible Cultural HeritageIt had taken a few weeks for roads to be cleared of rockfalls and to be made safe enough for vehicles carrying essential goods and supplies in the wake of the June 2013 flash floods and landslides in the western Himalayan region, in particular the mountainous state of Uttarakhand. A small team from the specialist center that I was associated with, the Centre for Environment Education Himalaya, was traveling to a few of the villages that had been affected, which were also villages in which the center had been working for some years before the natural disaster. Those in the small group were anxious. There had been no way to contact people in the villages nor even local administrators in the sub-district offices. Phone lines had yet to be restored, and mobile phone towers were being slowly replaced. Had there been casualties amongst the groups the center had trained? Urushi Lacquer in Japan: Restoration of Cultural Properties and the Current State of Urushi ProductionAt present, there are 23 nationally designated urushi lacquerware production sites4) in Japan. Most of these regions are known for making everyday household items such as dishware. Urushi production sites exist all across the country, and have developed region-specific techniques that are adapted to the local environment and lifestyles. These techniques have been passed down by artisans.\nOn the other hand, urushi is also used in many traditional buildings. The urushi production sites involved in architectural applications are not limited to the abovementioned 23 areas. In recent years, there have been many instances of urushi reapplication during repair and restoration of buildings that are over 100 years old and nationally recognized as important cultural properties. Intangible Cultural Heritage Exchange and PeaceIn the 70 years of national division, the society and culture of the two Koreas have moved very far apart, through severance of ties, alienation, and the rule of hostile ideologies in the Korean War and Cold War era. The North Korean society and culture borne of dogmatic communism and armed with Juche ideology feels too different and unacceptable to South Koreans awash in liberal capitalism. I personally have a deeper understanding and greater acceptance than the average since I met with North Korean bureaucrats frequently and made several visits to North Korea in my former role at a UNESCO organization, but still would never be able to adapt to life in North Korean society. Just as we find it difficult to accept their invocations of the great leader and inflexible expressions about capitalism and imperialism, the North Koreans reject terms like liberty, human rights and civic society as bourgeois ideology. This difference in political regime and ideology has created heterogeneity between the two Koreas in every aspect of society and culture- education, culture, arts, religion, theater and movies. The heterogeneity and hostility in political and economic regimes make reconciliation or unification difficult. However, if the heterogeneity in culture, arts and lifestyles intensifies, even the establishment of a peace community, let alone peaceful unification, would appear to be an impossibility. Overcoming differences in ideology to achieve national unity (as proclaimed in the July 4th Joint Statement) does not seem possible.Year2019NationSouth Korea

Session 3: Sustainable Development and ICH Safeguarding on the Grassroots levelCulture is chiefly perceived as a driving force for sustainable development in the UN’s action plan for people, planet, and prosperity entitled “Transforming Our World: 2030 Agenda for Sustainable Development’. In this context, there is a foreseeable strength in ICH to generate means for sustainable development. The following issues are considered as starting points of discussion: (1) the methods of aligning commercial activities with ICH safeguarding activities, (2) the possible risks to ICH viability and the ways in which they can be mitigated, and (3) the prospect of moving toward and maintaining a mutual relationship between ICH Safeguarding and development policies.\nKeeping the grassroots level highly pertinent in Session 3, we intend to put various NGOs activities at the center of the discussion, particularly in light of our pursuit to assess their presence in sustainable tourism development and eco‐tourism, looking into the possibility of expanding the role of NGOs in areas such as cultural mapping and gender equality. On Cooperative Mechanisms for the Silk Roads ICH toward Sustainable DevelopmentSeong-Yong Park talks about the importance of ICH for the sake of sustainable development along with the characteristics of Silk Roads region. He also discusses the various Information and networking programs ICHCAP has implemented in collaboration with Central Asian nations, especially nations along the Silk Roads, showing ICHCAP’s interest in developing projects along the Silk Roads. At the same time, He proposes to develop a broader network targeting the Silk Roads region with upgraded functions of sharing information and building networks. In addition, he argues that for better opportunities for future collaborations, establishing a Silk Roads ICH Network would be a meaningful journey through cooperative and multilateral partnerships among the stakeholders to recreate the glory of the Silk Roads through ICH.Year2020NationSouth Korea

The Promoting Heritage Education through Intangible Cultural Heritage in the Kalasha Valleys of PakistanGhiasuddin Pir & Meeza Ubaid introduces the activities of THAAP, the only UNESCO accredited NGO under the Convention 2003 from Pakistan, initiated the process of community-based inventorying (CBI) of Intangible Cultural Heritage (ICH) among the Kalasha community. THAAP, in collaboration with UNESCO, funded by the Embassy of Switzerland, has worked towards inclusive documentation processes of forty-five intangible cultural heritage from the five listed ICH domains.
