Regional Collaboration for ICH Safeguarding in the Asia-Pacific Context: Overview, Tasks, and Strategies in the Pacific RegionThis paper begins with illustrating the vulnerability and resilience of Pacific island countries (PICs) to put intangible cultural heritage (ICH) safeguarding in a broader context of sustainable development for the Pacific region. The paper first presents a summarised history of the Pacific World Heritage Programme and the progress of its implementation since the adoption of the World Heritage Convention in 1972. It then outlines the development of the Pacific ICH Programme since the preparatory phase of the ICH Convention, adopted in 2003, to the organisation of multi-stakeholder consultations in seven PICs in 2010 and 2011. The paper identifies two tasks: i) organisation of consultations on ICH safeguarding and ii) elaboration of a mid-term strategy for ICH safeguarding in the Pacific. As a conclusion, the paper presents a strategy to focus on the contribution of Pacific ICH to the achievements of Millennium Development Goals (MDGs) and other internationally agreed goals such as Education for All (EFA). Nature, Learning, and Tradition in the Indian HimalayaThe parent organization of CEE Himalaya is the Centre for Environment Education (CEE), which was established in August 1984. CEE is a national institution with its headquarters in Ahmedabad and has been given the responsibility by the central government of promoting environmental awareness nationwide. It undertakes demonstration projects in education, communication, and development that endorse attitudes, strategies, and technologies that are environmentally sustainable. Based in the city of Lucknow in the state of Uttar Pradesh, CEE Himalaya has been working in the states of the Indian Himalayan Region (IHR) for over two decades. The mission of CEE Himalaya is to enhance understanding of sustainable development in formal, non-formal, and informal education through its work with schools, higher educational institutions, local and Indigenous communities, policy makers and administration, youth, and the general commu-nity. The primary objective of CEE Himalaya is to improve public awareness and understanding of environmental issues with a view to promote the conservation of nature and natural resources by integrating education with traditional streams of knowledge and cultural expressions. Exploring Knowledge: Safeguarding and Sharing Intangible Cultural HeritageThis paper provides an overview of the Intangible Cultural Heritage program developed by the Heritage Foundation of Newfoundland and Labrador, Canada. It traces the early development of the program, and then provides an overview of two recent projects that explore, document, and encourage the continued safeguarding and sharing of ICH knowledge and skills: the Living Heritage Economy Case Study project, and the Oral History Roadshow. Background Newfoundland and Labrador is the easternmost province of Canada. Situated in the country's Atlantic region, it incorporates the island of Newfoundland and mainland Labrador to the northwest. It has a combined area of 405,212 square kilometres, with a population of just over 514,000. MONGOLIA: Some Thoughts on Multinational Intangible Cultural Heritage NominationsThe fundamental purpose of the 2003 Convention is to contribute to peacebuilding, mutual understanding, respect, dialogue among different people and communities and to empower and enrich the cultural diversity of humanity. The concept and nature of ICH are linked with the expression of valuable knowledge and skills transmitted among ethnic communities and groups, in a word, with the spiritual memory of the people and societies, which transcend geographical spaces and political borders. As ICH is often shared by communities on the territories of more than one state, the multinational inscriptions of such a shared heritage on the UNESCO List of ICH constitute an important mechanism for promoting international cooperation. \n\nThe Committee, therefore, decided (7.COM 14) to establish an online platform through which State Parties can announce their intentions to nominate elements and other State Parties may learn new opportunities for cooperation in establishing multinational nominations. Mongolia holds the multinational nomination with China on the ‘Urtiin duu, Mongolian traditional folk long song’ (2008) and with 18 States Parties on the ‘Falconry, a living human heritage’ which are inscribed on the Representative List of the ICH of HumanityYear2021NationMongolia

History of Traditional Mongolian MedicineTraditional Mongolian medicine has a history of more than 2,500 years, and it is one of the most valuable heritages of the Mongolian people. During this long period, although keeping its own distinct features, traditional Mongolian medicine developed a close relationship with Indian Ayurvedic, Tibetan, and Chinese medicines. In fact, Mongolian and Tibetan medicines have the same theory, diagnostic methods and treatment. Traditional Mongolian medicine was the only available method of healthcare before Western medicine was introduced around the turn of the last century. The service provided by practitioners of traditional medicine covered the entire healthcare spectrum and dealt satisfacto-rily with most health problems at that time. As one of the birthplaces of ancient civilization, Mongolia was one of the earliest areas where medicine developed. Myanmar Laquerware and Its ProspectsThere are many aspects and dimensions to do research on Myanmar lacquer. Myanmar lacquerware has been studied by both local and foreign scholars from artistic and historical points of view. This research highlights the history of Myanmar lacquer, lacquer industry, and its prospects. Myanmar lacquer has a long history and remains as an active cultural phenomenon. But there are very few people who make a living from the lacquerware business. The main problems are the lack of market and scarce resources (labour and raw materials). This research’s objectives are to be able to preserve the traditional Myanmar lacquerware industry, to make it widely known internationally about the process of making Myanmar lacquerware, and to cherish the intangible cultural heritage of Myanmar. It also aims to show and record the current situation of lacquerware industry and to find ways of helping lacquer industry survive the challenges it faces today. In this research, a review of the relevant books, library survey, and field study are done, in addition to interviews with lacquerware makers, taking photographs on many aspects of Myanmar lacquerware, and foreseeing its prospects. Session 2: What Is The Role Of The Community In ICH Safeguarding?Based on the accumulated experience over the course of fifteen years since the adoption of the 2003 Convention, Southeast Asia is well known for its diverse and abundant intangible heritage. Many states in this region have already initiated ICH safeguarding plans with active participation of communities.\nHowever, a number of Member States are still having difficulties employing community‐based safeguarding plan and programs. In implementing the 2003 Convention, much attention should be paid to build capacity to support and safeguard a wider range of ICH Stakeholders, including communities, group, and individuals.\nTherefore, this session will provide an opportunity to share experiences and discuss on the roles the community should exercise in safeguarding ICH. In this session, we will discuss the following questions: (1) Do ICH communities, groups, individuals, and practitioners fully recognise the spirit and significance of the 2003 Convention? Kreta Ayer Heritage Gallery: Singapore’s First ICH Community GalleryNestled in the cultural heartland of Singapore’s Chinatown, the Kreta Ayer Heritage Gallery is Singapore’s first community gallery that showcases different aspects of the intangible cultural heritage (ICH) of the Chinese community as well as ICH elements practiced by the arts and cultural groups located in Kreta Ayer.\n\nCovering a gallery space of 1,076 square feet (100 square meters), the Kreta Ayer Heritage Gallery was co-curated by the National Heritage Board in partnership with the Kreta Ayer Community Centre and officially launched on 14 July 2019. The gallery features a total of 123 artifacts, of which 68 are on loan from the community and/or arts and cultural groups operating in Chinatown.\n\nThe gallery is made up of five sections covering five ICH elements comprising Chinese opera, Chinese puppetry, Nanyin music, Chinese calligraphy, and tea appreciation. It introduces visitors to the history of the precinct and showcases the aforementioned ICH elements while tracing their evolution from the days of old Chinatown to contemporary times.\n\nThe first section on Chinese opera traces its popularity as a form of local live entertainment between the late 1800s and the 1930s and showcases the different elements of the form including costumes, music, and characters. It also covers opera houses that used to operate in Chinatown and the characteristics of different types of opera according to dialects.\n\nThe second section on Chinese puppetry explores the roots of the art form and focuses on the common types of puppetry practiced in Singapore, including hokkien glove puppetry, teochew iron-stick puppetry, hainanese rod puppetry, and henghua string puppetry. The section also features a mock-up stage where puppetry performances are given, and visitors can try their hand at operating stringed puppets.\n\nThe third section on nanyin music, meaning “music of the south,” traces the origins of the art form and features nanyin performances, instruments, and musical scores on loan from Siong Leng Musical Association. It also showcases different genres of nanyin music such as Fujian nanyin and Cantonese naam-yam.\n\nThe fourth section on Chinese calligraphy focuses on the roots of Chinese calligraphy and the Chinese calligraphy scene in Singapore. It also features the first generation of calligraphers in Singapore and explores how the cultural art form is still practiced in schools, community centers, and cultural institutions today.\n\nThe final section on tea appreciation explores the long history of Chinese tea, the establishment of tea houses and the act of brewing and drinking tea as a cultural art form. It also looks at the different types of Chinese tea and how they are typically paired with different types of cuisine.\n\nThe gallery also features interactive components that allows visitors to experience the different ICH elements on show. These components include a puppetry stage where visitors can test their skills as puppeteers, multimedia stations that allow visitors to experience playing nanyin instruments, and a Chinese calligraphy station that allows visitors to practice their calligraphy using “invisible ink.”\n\nFollowing its official opening, NHB and Kreta Ayer Community Centre is partnering with various arts and cultural groups in Chinatown to present regular programs, including Chinese opera, Chinese puppetry, and Nanyin music performances and workshops as well as calligraphy and tea appreciation classes for students and members of the public to promote greater awareness of these ICH elements and, where possible, facilitate the transmission of skills.\n\nWith the opening of the Kreta Ayer Heritage Gallery, NHB hopes to showcase the richness and diversity of the Chinese community’s “living” ICH, provide a platform for ICH practitioners and groups to showcase their skills, and create more opportunities to collaborate with community partners to showcase the heritage of specific precincts or estates as well as the history and heritage of different ethnic communities.\n\nPhoto : An interior shot of the new Kreta Ayer Heritage Gallery ⓒ National Heritage Board, SingaporeYear2019NationSingapore
