Manggeonjang (Horsehair Headband Making)
National Intangible Cultural Heritage, Republic of Korea Men wore manggeon (horsehair headband) to keep their hair tidy before putting on gat (traditional hat). Manggeonjang refers to the skill of making manggeon, or to an artisan with such a skill. Manggeon is composed of dang (top fastening band), pyeonja (bottom fastening band), the net-like part covering the forehead, and the part covering the back of the head. Gwanja (ring-shaped button) and pungjam (hairband ornament) were used to indicate the person’s social status or for adornment. Human hair was also used to make manggeon.

Beonwajang (Tile Roofing)
National Intangible Cultural Heritage, Republic of Korea It is not known exactly when Koreans began covering their houses with tiles, but archaeological excavations suggest that tiles had become an important roofing material by the Three Kingdoms Period (1st century BCE ~ 7th century CE). This suggests that tile makers and roofers with highly advanced skills were in business at the time. According to historical records, there were even wabaksa (literally meaning “tile experts”), some of whom went over to Japan and taught their skills to the Japanese. The government of the Joseon Dynasty set up Waseo (Bureau of Roof Tiles) in 1392, the first year of the reign of its founding monarch, King Taejo, to oversee roof tile production. In 1406, the sixth year of the reign of King Taejong, it was renamed Byeorwayo (Special Kiln for Roof Tiles) to concentrate more on distribution. Aside from tile-making technicians, Buddhist monks were assigned to the office to produce and distribute tiles in massive quantities. Two types of artisans participated in making tile-covered roofs: the roof tile makers called wagong or wajang but were sometimes called wabyeokjang as well because they produced bricks as well as roof tiles, and; the roofing technicians, called gaejang, literally meaning the “covering artisan.” In Korean, beonwa meant both “roof tile production” and “roofing with tiles”; in Chinese characters, however, the word is written differently: “燔瓦” for the former and “瓦” for the latter. Roofs constitute an important aesthetic element of traditional Korean architecture. The gently curved roof lines accentuating the beauty of traditional Korean-style wooden buildings require the sharp eyes and deft hands of skilled roofers. The traditional tile roofing technique has been designated as an important intangible cultural heritage so that the ingenious skills of roofers can be preserved and transmitted to future generations.

2020 ICH NGO Conference : ICH and Resilience in Crisis

3rd APHEN-ICH International Seminar Diversity and Distinctiveness: Looking into Shared ICH in the Asia-Pacific
Intangible cultural heritage (ICH) is transnational in nature. It is necessary to spread the perception that ICH transcends geographical spaces and national borders, creating dynamic relations, connectedness, and continuity, which is why it is a timeless bearer of cultural diversity, the foundation of the heritage of humanity. However, as the modern structure of nation-state determines the boundaries of culture with national borders, forming the concept of “culture within the country”, subsequently led to the perception that the ownership of culture belongs to the state.\n\nThe concept of exclusive ownership of culture is often controversial in the UNESCO listing process, particularly in instances where cultural heritage and cultural domains have been shared for a long time by two or more nation-states. Such conflicts lead to excessive competition for nomination, overshadowing UNESCO’s fundamental purpose of contributing to peace and security in the world by promoting collaboration among nations, as well as the very spirit of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage that promotes international cooperation and assistance in the safeguarding of ICH as a matter of general interest to humanity.\n\nConsequently, UNESCO encourages multinational inscriptions of shared intangible cultural heritage to promote regional cooperation and international safeguarding activities, preventing conflicts among countries and coping with already existing ones. By emphasizing joint nominations of shared ICH, UNESCO revised its implementation guidelines three times to deal with conflicts between countries due to the cultural property rights. In addition, States Parties are encouraged to develop networks among relevant communities, experts, professional centres, and research institutes, particularly with regard to their ICH, to cooperate at the sub-regional and regional levels.\n\nAt the 13th Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage held in the Republic of Mauritius in November 2018, Traditional Korean Wrestling was inscribed on the Representative List of the Intangible Cultural Heritage of Humanity as the first joint designation by the Democratic People’s Republic of Korea and Republic of Korea. This milestone in the life of the Convention demonstrates that ICH contributes to the peace-building, reconciliation, mutual understanding, and solidarity among peoples. Indeed, only when acknowledging that shared cultural values are empowering characteristics of ICH, the true perspective of the unifying agent of the cultural diversity can be achieved, and that it is the cornerstone of reaching peace among nations.\n\nCountries in the Asia Pacific region are deeply connected by a long history of interactions, exchanges, flows of people, goods, and ideas that have shaped shared values, practices, and traditions. Having a balanced view, advocating for cultural diversity, and recognizing the commonalities among individuals, communities, and countries as a strength are virtuous tenets in the present time.\n\nIn this regard, APHEN-ICH Secretariat, ICHCAP, and UNESCO Bangkok Office are inviting the APHEN-ICH member institutes and public to this seminar under the theme of Diversity and Distinctiveness: Looking into the Shared ICH in the Asia-Pacific, to re-assess that while fragile, intangible cultural heritage is an important factor in maintaining cultural diversity, connecting bounds, and enhancing international dialogue and peace.

3.9. Using Traditional Skills to Combat Human TraffickingImpulse Social Enterprises (ISE) is a sister organization of Impulse NGO Network (INGON) which is combating human trafficking in Northeast India for 25 years. Lack of education, poverty, and porous borders are the main reasons why Northeast India is a soft target for human trafficking. ISE focuses primarily on the ‘prevention’ and ‘protection’ aspects of the model that would stop human trafficking before it happens. It has partnered with other organizations in each of the eight states of the Northeast in an effort to help six Rs: Rehabilitate, Repatriate, Reintegrate, Recompensation, Report, and Rescue of trafficking victims. ISE also realized that it was just not enough to rescue and repatriate victims, it was also important to tackle the root cause of the problem, which is abject poverty and lack of sustainable livelihood in many indigenous areas.Year2017NationIndia

Shared Heritage of India and Pakistan: A Case of Gujharat and AjrakhKutch is a frontier district in the state of Gujarat in western India, situated on the border of India and Pakistan. Covering an area of 45,674 km², it is the largest district of India. It is surrounded by the Great and Little Rann of Kutch on the North, South, East, and the Arabian Sea on the West. In the beginning of the twelfth century, Kutch was ruled by Chavda, Sama, Sanghar, Kathi, and Solanki dynasties. From 1147 AD to 1947 AD, Kutch was ruled by the Jadejas, whose ancestors migrated to Kutch from Sindh (now in Pakistan). Sindh is one of the four provinces of Pakistan. Located in the southeast of the country, it is the third largest province of Pakistan. Sindh is bordered by Balochistan province to the west and Punjab province to the north. Sindh also borders the Indian states of Gujarat and Rajasthan to the east and Arabian Sea to the south. The influence of Sindhi culture is very prominent in Kutch due to the history of migration of pastoralists as well as artisanal communities. The current paper aims to explore the cross border cultural relationships between local communities of Kutch, India and Sindh, Pakistan by critically examining their shared oral tradition of Gujharat and a significant traditional textile craft practice called Ajrakh.Year2021NationSouth Korea
