Traditional craftsmanship of Mongol costume
Mongolians do believe that their traditional costumes represent and express the essence of the state existence. According to the symbolic meaning, we do say as the hat represents the rising state, the deel represents the harmonic state, the belt represents succeeded state, the boot represents the support of stay. The traditional costumes, accessories and decorations of various ethnic groups of Mongolia illustrate their origins and historic background, specific features of culture, practices and aesthetic manners. The distinct characteristics of different ethnic groups can be seen through their hats, men’s deel (traditional garment) and their accessories or cuffs, lapel, shoulder of women’s deel, hair dressings, decorations and boots.

The craftsmanship of Mongol boots
The Mongol boots are made up of vamps, leather bootlegs, hide soles, clips and welts. The Mongol boots are ideal for horse riding, they are spacious, and the upturned tips prevent one from being caught in the stirrups. Mongolian boots are named for the number of the ornaments on it, starting mostly from eight and extending up to thirty-two. The craftsmanship of Mongol boots is a complex art of hand-making workmanship of craftsmen skilled with their ancestral inheritance, through already-set and special technique, style and design.

Mongol Hat
Hat is a primary representation of one’s social status and is the most respected of the traditional clothing items. The toortsog, loovuuz, and four-lugged shovgor hats are a few of the more than 200 different kinds of hats used by the Mongolians in accordance with various customs. Hats are classified by the season as well as the wearer's age and gender. And hats are also classified by the shape and design of their top, such as the "skullcap,” "helmet,” and "flag.” Generally, the Mongolian hat has a pointed or domed top with red tassels, and a downward line of stitches resembling rays of the sun, which can vary in number and other features by ethnic group. The hat symbolizes eternal prosperity of Mongolia in the world. Various furs and skins are sometimes attached to different parts of Mongolian hats depending on their purpose and style.

Traditional astronomical knowledge
Based on the recurrence of the sun, moon and planetary motions, Mongolians drew up a table of measuring the time and periods by sixty cycles, periods, years, months, days and nights, hours, and moments while reckoning the number 12 as the basics. Accordingly, the table of the sixty cycles used for their everyday lives. There are many facts that Mongolians have studied the astronomy from the scientific principles since ancient times. For instance, there is a wide spread picture with names of 1400 stars and their locations and descriptions called “Tümen odnii lit (almanac of ten thousand stars)” is being kept at the State central library.

ASIA DANCE CULTURE INSTITUTE, under the Department of Ethnic Dance at Gyeongsang National University
The Asia Dance Culture Institute, under the Department of Ethnic Dance at Gyeongsang National University, staged a Korean traditional dance performance on November 11, 2019, which consisted of taepyeongmu (dance of great peace; Korean National Intangible Cultural Heritage No. 92), salpurichum (exorcism dance; Korean National Intangible Cultural Heritage No. 46), Dongnae hallyangchum (playboy dance of Dongnae; Busan Intangible Cultural Heritage No. 14) and Jindo bukchum (drum dance of Jindo; Jeollanam-do Intangible Cultural Heritage No. 18). The conceptual theme of the performance was to envisage the prestige of Korean traditional dance and facilitate its encounter with artificial intelligence (AI) robots in the coming era of the 4th Industrial Revolution.\nIt was regarded in dance circles as the first experimental performance of a traditional dance involving an AI robot in Korea. nSince its launch in 2007, the Asia Dance Culture Institute has identified, inherited and developed Asian dance, and furthermore, disseminated it widely in Korea and abroad with the aim to promote the greatness of Asian choreographed arts. It also endeavors to develop cultural contents for Asian dance through academic conferences and education projects. This year, we ventured to perform “Dialogue Between Dance and Robots” as a regular performance of the Asian Traditional Dance Company. Our time-honored dance that has been inherited from the distant past through the lasting accumulation of time is said to be a product into which the past and the present have been condensed and converged. The moment such traditional dance encounters engineering science, we can cautiously begin to anticipate the upcoming future. In the not-so-distant future, perhaps we will feel that AI and robots are our close companions in life, as opposed to simple tools, as we enter into the era of the fourth industrial revolution. It would not be an exaggeration to speculate that this work of collaboration between humans and robots on stage represents a new world that awaits us. The Asia Dance Culture Institute will continue its efforts to create new content that will be born from the convergence of intangible cultural heritage and artificial intelligence.

The College of Language and Culture Studies (CLCS)
The College of Language and Culture Studies (CLCS) is situated 16 kilometers south of Trongsa town, towards Kuenga Rabten Palace along the Trongsa-Zhemgang highway. Kuenga Rabten used to be the winter residence of the second King, Jigme Wangchuck.\n\nEarlier, the institute was popularly known as the Rigney Lobdra. It came into existence on the 4th day of the 6th month of the Male Iron Ox Year corresponding to the 16th of July 1961 at Wangdi Tse, in Thimphu. It was established under the auspices of the late third King Jigme Dorji Wangchuk. His Holiness the late Dilgo Khentse Rinpoche (1910-91), an accomplished and spiritual leader, was the first principal of the Lobdra (1961-63). The Lobdra started with a total of fifty students. Two months after its establishment, the Lobdra was relocated to Semtokha Dzong. It was housed inside the Dzong until the early eighties. Later the Dzong was taken over by Dratshang Lhentshog and the institute moved out of the Dzong. A separate site was created above the Dzong for the institute to function, and it has been operating in this location for the last two and half decades.\n\nInitially the institute started as a semi-monastic institute. It was only in 1989 that the original curriculum was revised for the first time to include several cultural subjects. The institute was upgraded to Rigzhung College in the same year. Forty-three female students were admitted for the first time, thus breaking the 27 year old tradition of admitting only males. The curriculum, however, remained largely influenced by the monastic system of education.\n\nIn 1997, the institute was formally upgraded to the Institute of Language and Culture Studies and implemented a new curriculum. The first batch of thirty-five ICSE passed students was admitted into the new programme. Of the 35 students, 9 were girls and 26 were boys.\n\n1999 was a landmark year in the history of clcs. The three-year bachelor’s program in ‘Language and Culture’ was introduced for the first time and a batch of nineteen students was admitted. It was, in fact, the first ever homegrown programme developed and executed in Bhutan without any external assistance.\n\nPrior to the establishment of the Royal University of Bhutan (RUB), clcs was under the Ministry of Education. Among the tertiary institutes of RUB, clcs was the first institute to be formally handed over to the RUB by the Ministry of Education on 28th April, 2004. A founding member of the Royal University of Bhutan, today clcs remains a premier institute.\n\nOver the years the institute has managed to maintain the momentum of academic progress. The institute, through the success of its graduates in different fields, has been able to create its own identity in the country. This distinction that clcs holds is reflected in the graduates that constantly feature in the top rankings of the RCSC common examination. The absorption rate of its graduates is currently 100% and the demand is increasing each year. The graduates of clcs have been faring well in their work place as well as in their lives.

Tajikistan Naburz and children's highlight
Representative List of the Intangible Cultural Heritage of Humanity, 2016 Navruz is celebrated in Iranian cultures such as Tajikistan. As it is a happy festive day to welcome the spring after the long winter, the children enjoy various games. This video shows the children at play. Girls wear traditional Tajik costumes, and boys wear formal clothes while playing games like pebꠓble tossing and catching, kite flying, stick tossing, skipping rope, hacky sack, arm wrestling, swinging, breaking eggs. They also sing, allowing viewers to also feel cheerfulness of a festive day and become quite comfortable.\nLabchang, a musical instrument known from ancient times, received its name because it is placed between the lips and is played by a finger. Some old people in a few areas of Tajikistan continue to play labchang, so the art of playing has almost disappeared. The young generation generally doesn’t even now about the instrument. This film is dedicated to the methods of play on various types of labchangs in different parts of Tajikistan.\nVarious dance forms are performed in relation to nature throughout Tajikistan. The dances are varied, mainly having an imitating character. Performed by folk artists, the dances are transferred from generation to generation. Some of the rare dances are gone with their performers. The Pamiri people perform a rare mourning dance that is currently performed only in Bartang Valley and is on the verge of disappearances. Other dance forms are being revived day by day.

3rd APHEN-ICH International Seminar Diversity and Distinctiveness: Looking into Shared ICH in the Asia-Pacific
Intangible cultural heritage (ICH) is transnational in nature. It is necessary to spread the perception that ICH transcends geographical spaces and national borders, creating dynamic relations, connectedness, and continuity, which is why it is a timeless bearer of cultural diversity, the foundation of the heritage of humanity. However, as the modern structure of nation-state determines the boundaries of culture with national borders, forming the concept of “culture within the country”, subsequently led to the perception that the ownership of culture belongs to the state.\n\nThe concept of exclusive ownership of culture is often controversial in the UNESCO listing process, particularly in instances where cultural heritage and cultural domains have been shared for a long time by two or more nation-states. Such conflicts lead to excessive competition for nomination, overshadowing UNESCO’s fundamental purpose of contributing to peace and security in the world by promoting collaboration among nations, as well as the very spirit of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage that promotes international cooperation and assistance in the safeguarding of ICH as a matter of general interest to humanity.\n\nConsequently, UNESCO encourages multinational inscriptions of shared intangible cultural heritage to promote regional cooperation and international safeguarding activities, preventing conflicts among countries and coping with already existing ones. By emphasizing joint nominations of shared ICH, UNESCO revised its implementation guidelines three times to deal with conflicts between countries due to the cultural property rights. In addition, States Parties are encouraged to develop networks among relevant communities, experts, professional centres, and research institutes, particularly with regard to their ICH, to cooperate at the sub-regional and regional levels.\n\nAt the 13th Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage held in the Republic of Mauritius in November 2018, Traditional Korean Wrestling was inscribed on the Representative List of the Intangible Cultural Heritage of Humanity as the first joint designation by the Democratic People’s Republic of Korea and Republic of Korea. This milestone in the life of the Convention demonstrates that ICH contributes to the peace-building, reconciliation, mutual understanding, and solidarity among peoples. Indeed, only when acknowledging that shared cultural values are empowering characteristics of ICH, the true perspective of the unifying agent of the cultural diversity can be achieved, and that it is the cornerstone of reaching peace among nations.\n\nCountries in the Asia Pacific region are deeply connected by a long history of interactions, exchanges, flows of people, goods, and ideas that have shaped shared values, practices, and traditions. Having a balanced view, advocating for cultural diversity, and recognizing the commonalities among individuals, communities, and countries as a strength are virtuous tenets in the present time.\n\nIn this regard, APHEN-ICH Secretariat, ICHCAP, and UNESCO Bangkok Office are inviting the APHEN-ICH member institutes and public to this seminar under the theme of Diversity and Distinctiveness: Looking into the Shared ICH in the Asia-Pacific, to re-assess that while fragile, intangible cultural heritage is an important factor in maintaining cultural diversity, connecting bounds, and enhancing international dialogue and peace.

ICH Video Production in the Asia-Pacific Region : Central Asia (Living Heritage : Wisdom of Life)
ICH Video Production in the Asia-Pacific Region : Central Asia\n\nRapid urbanization and westernization are changing the environments in which intangible cultural heritage is rooted. The importance of documentation that traces the effect of social changes on intangible cultural heritage is being emphasized as a safeguarding measure. Quality video documentation is an important resource that enables the conservation and transmission of existing intangible cultural heritage and raises its visibility.\n\nVideo documentation is the best medium to record intangible cultural heritage in the most lifelike manner, using the latest technologies. It is also an effective tool for communicating with the public. However, conditions for video production in the Asia-Pacific remain poor, requiring extensive support for quality video documentation.\n\nICHCAP has been working to build the safeguarding capabilities of Member States and raise the visibility of intangible cultural heritage in the Asia-Pacific by supporting the true-to-life documentation of intangible cultural heritage as this heritage is practiced and cooperating with experts, communities, and NGOs in related fields.\n\nSince 2010, ICHCAP has hosted annual Central Asian sub-regional network meetings with Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan, and Mongolia to support the ICH safeguarding activities of Central Asia. Through their collaboration, ICHCAP has supported projects involving collecting ICH information, producing ICH websites, and constructing ICH video archives.\n\nAt the Sixth Central Asia Sub-regional Network Meeting in Jeonju in 2015, ICHCAP, four Central Asian countries, and Mongolia adopted a second three-year cooperation project plan on producing ICH videos to enhance the visibility of ICH in Central Asia.\n\nICHCAP developed guidelines and training programs for the project and invited video and ICH experts from the participating countries, and held a workshop in November 2015. After the workshop, focal points for the project were designated in each country, and each focal point organization formed an expert meeting and a video production team to produce ICH videos.\n\nInterim reports were submitted to ICHCAP in February 2016, and the first preview screening was held in Dushanbe, Tajikistan, during the Seventh Central Asia Sub-regional Network Meeting in May 2016. Since then, each country has carried out the project according to the project plan. ICHCAP met with each country between October 2016 to February 2017 to check on the project progress.\n\nAfter the final preview screening during the Eighth Central Asia Sub-regional Network Meeting in Bishkek, Kyrgyzstan, in 2017, final editing process took place in each country, and fifty ICH videos were completed by October 2017.\n\nAll photos introduced on this page along with fifty ICH videos are from the exhibition 'Living Heritage: Wisdom of Life' held in the Republic of Kyrgyzstan and the Republic of Korea. Uzbek Song Heritage

The audio tracks in the collection consist of folk music recorded from field research conducted in Uzbekistan and border regions from the 1950s to the 1980s as well as studio recordings made from the 1930s to the 1970s. Intangible Cultural Heritage Elements of Ferghana Valley
Audio and Video Materials Collected from the Onsite Survey in the Ferghana Valley_2012 Uzbekistan-ICHCAP Joint Cooperation Project of Producing Digital Contents on ICH\n\nThe glorious intangible cultural heritage (ICH) of Ferghana Valley encompassing the state of Ferghana, Andijion, and Namangan in Uzbekistan includes oral traditional, performing arts, traditional rites and festive events, and traditional crafts. However, this heritage is largely unknown to the public in the nation and abroad, and it is fading out even more rapidly due to the young generation’s lack of interest.\n\nSince 2011, the four Central Asian countries, including Uzbekistan, have been implementing a three-year project, Facilitating ICH Inventory-Making by Using Online Tools for ICH Safeguarding in the Central Asian Region as a Central Asia–ICHCAP cooperative project. In the framework of the project, the countries have collected ICH information and tried to build an online system for managing the collected information.\n\nIn Uzbekistan, the Republican Scientific and Methodological Centre of Folk Art, under the Ministry of Culture and Sports of the Republic of Uzbekistan, in collaboration with the National Commission of the Republic of Uzbekistan for UNESCO, implemented the three-year project. They collected information on ICH elements in the Ferghana Valley (Andijan, Namangan, and Ferghana regions), Zarafshan Oasis and Southern Uzbekistan (Jizzakh, Samarkand, Kashkadarya, and Surkhandarya regions), and the Republic of Karakalpakstan (Navoi, Bukhara, and Khoresm regions) through onsite surveys from 2012 to 2014.\n\nIn 2012 when the first onsite survey was concluded, Uzbekistan and ICHCAP selected representative materials among collected videos, audios, and photos on ICH elements and ICH bearers, and compiled the materials as a ten-CD/DVD collection. Also, booklets in English, Uzbek, and Korean were made to spread related information to a wider audience.\n\nFerghana Valley is also home to Tajikistan, Uighers, and Turkistan. In the other words, different traditions co-exist in the same place. ‘Katta Ashula’, which integrates arts, songs, music, and epics, is one Uzbek cultural heritage representing the identities of the diverse people live in the valley\n\nThe collection could preserve the disappeared and disconnected ICH and encourage increased mutual understanding and communication by spreading the information widely from the experts to the people.

Lialiaci is a publication of the iTaukei Institute of Language and Culture, Ministry of iTaukei Affairs. \nLialiaci means to ponder or reflect upon deeply. \nThat is the intent of these articles and perspectives on culture. \n\nThe publication has 3 articles:\n1. Bulu, The Spirit World by Anasa Tawake\n\nThis brief research will try to explain Bulu or the iTaukei concept of the spirit world.\nIt is important to define Bulu or the spirit world because it can be a foundation to which our beliefs are derived from. It is understood that our culture is ‘fixated on Bulu’ (Sekove Bigitibau). If this is so, then our culture, customs and ethos are focused towards the spirit world known as Bulu. Prior to Christianity, who’s to say that the beliefs of our ancestors were inaccurate? It is a common belief that Christianity was the best thing to happen to our vanua. On the contrary, Christianity brought about the demonization of iTaukei belief system. At the offset, the missionaries knew that there was an existing belief system unfortunately they chose to disregard this and not use it as a foundation for Christian faith.\n\n2.The Sunken island by Inoki Kaloumaira:\nA few islands in Fiji and the Pacific are said to have submerged in the last hundred to thousand years ago. The island of Vuniivilevu is believed to have submerged in the year AD1200 in the Motoriki waters, Lomaiviti (2005). It is one of the islands that is regarded to have been inhabited first before other settlers arrived. Early migrants were said to be tall, muscular and tough and this could be proven with the skeleton that was found in Naturuku, Motoriki in 2002. What was also remarkable about this skeleton was the excellent state of preservation of the skull. It was of a female who would’ve been tall, muscular and tough and was believed to have lived in Motoriki around 800BC (2007). \n\n3. Ancient Sounds in Fiji by Ulaiasi Taoi:\nAncient sounds in Fiji is still echoed in traditional chant, traditional dances, polyphony, and sacred psalms. It is found to be unique from western sounds and sounds in many parts of the world. Most current Fijian music has adopted western sounds, this includes church hymns, folk songs, serenades, and also Tongan sounds which is practiced in serevakalau known as Polotu and also pesi (Lauan folksongs). Aporosa a traditional cartographer form Beqa stated that there was no Fijian alphabet, but instead was the practice of oral transmission through traditional dances. Lyrics, cartographer and sound were transmitted through vision (Bulivou, 1985). Once ancient sounds were not composed, it was inherently transmitted through the vanua as a gift, and intrinsically maintained its mana in the vanua livelihood. \n\n\n\n \n

The sub-regional online meeting for ICH Safeguarding in South Asia was organized by ICHCAP in collaboration with banglanatak dot com and UNESCO New Delhi (Cluster Office for Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka) during 14th to 16th September 2021. The theme of the meeting was Strengthening Creative Economy through Sustainable Development of ICH. National experts from South Asian Member States, academicians, representative from World Bank, WIPO, representatives from UNESCO New Delhi Office, UNESCO Dhaka Office, UNESCO Kathmandu Office, and UNESCO Pakistan Office, UNESCO National Commission Sri Lanka, ICHCAP, banglanatak dot com, and international experts joined the meeting. \n\nThe primary purpose of the project was to better understand the interlinkage between ICH and economy in South Asia and simultaneously promote sustainable cooperation networks on regional and international levels. UNCTAD recotnized the event as part of the International Year of Creative Economy for Sustainable Development.

Navruz in KyrgyzstanMarking the beginning of spring, Navruz (meaning March equinox) is one of the largest traditional holidays in Central Asia. Located in the heart of Central Asia, Kyrgyzstan has been celebrating Navruz (Nooruz in Kyrgyz) for a long time as its national holiday. When the Navruz holiday comes, Kyrgyz families gather to make holiday desserts: sumolok and boorsok.\n\nIn the old times, sumolok was a ritual dish prepared before the start of spring sowing. Sumolok is a sweet paste made from germinated wheat and stir cooked in a kazan, a large traditional pot in Central Asia. Sumolok has become an important cuisine in Kyrgyz culture since almost all of Kyrgyzstan celebrates the holiday by making it. In villages and towns, families gather around a kazan full of sumolok and take turns to stirring the sumolok. Usually it takes a whole day and night to finish the cuisine, which is why a typical Navruz scene in Kyrgyzstan is pictured as a group of families sitting around a Kazan while singing and stirring sumolok.\n\nBoorsok, on the other hand, is cooked faster than sumolok. Also a traditional sweet in Central Asia, boorsok is a type of fried dough in various shapes. Kyrgyz boorsok is typically shaped like a pressed doughnut.\n\nThis year, Boorsok National Record was held in the Arashan village near the capital city, Bishkek. The event was organized by Ethnographic Complex Kyrgyz Aiyli (meaning Kyrgyz village), successfully attracting an estimated 1,500 local residents and tourists. The main programs included making boorsok, singing songs, and competing in horse riding and other national games. The participants in the boorsok cooking competition used about a ton of flour and made more than 800 kg of boorsok.
