Punnuk: Unwinding after the Harvest, the Tugging Ritual in the PhilippinesThe punnuk is a tugging ritual of the village folk from three communities in Hungduan, Ifugao in Northern Luzon, Philippines. It is performed at the confluence of Hapao River and a tributary as the final ritual after the rice harvest. Its consummation brings to a close an agricultural cycle and signals the beginning of a new one. \n\nThe punnuk is a ritual of pomp and revelry. Garbed in their predominantly red-col-ored attire of the Tuwali ethno-linguistic subgroup, the participants negotiate the terraced fields in a single file amidst lush greens under the blue skies. The tempo builds up as the participants reach the riverbank, each group positioned opposite the other. Thruebab, the Blessed Rainy Day in BhutanAmong fifteen national festivals celebrated in Bhutan, Thruebab or Thrübab is considered a grand event observed not only by the Bhutanese but also by Tibetans. It is a spiritual event that roughly falls between 20 and 25 September coinciding the early date of the eighth month of the Bhutanese calendar. Based on the etymology of Thruebab (thrue—wash, bath, holy water; bab—descend), the Buddhist term literally means “holy water descending”. Due to climate change, however, there is an unexpected shower and sometimes not a single drop of rain (or holy water as it were) from the sky. Regardless, the day of Thruebab is widely known as Blessed Rainy Day. The significance of the day is well connected to the view of both astrological and philosophical texts of Tibetan Buddhism. A special star, believed to be Rishi, is formed by crystal (chu-shel) and a gemstone (ketaka). With similar precious stones, an image of Vairocana Buddha was said to be erected by the great yogis with prayers to fulfill the wishes of all sentient beings. While the star Rishi revolves around the mythological mount Meru, it’s calculated that the star reaches directly above the Buddha’s figure exactly on the early date of the eighth lunar month emitting divine water drops from the collusion of rays from the star and from the Buddha’s crest. Both the rays and water drops permeate the streams and rivers of the world with immense healing power and blessings.\n\nThruebab, as an officially declared holiday, is observed by the whole of Bhutan. Various media platforms predict the beginning of the descent of the holy water and cover the entire event. However, the descent may happen early morning, after dawn, or sometimes even at noon. If it happens early in the morning, people would fill a container of flowers with the water falling down and keep it outside their house to receive the light of Rishi. As the descent happens, people use the water in taking a bath and drinking. Although Thruebab is primarily a spiritual event, people also take advantage of it to celebrate. They would take shower in open streams, ponds, or water taps and wash their clothes. Elderlies merrily shout Thrue! Thrue! Thrue! It means “cleanse us of sins and diseases”. Taking a bath is certainly the highlight of the day.\n\nThe program is then followed by making offerings and prayers. After supplication, family members gather in the dining room to eat rice porridge called thugpa as served either by the mother or eldest daughter. After this, families either visit temples and monasteries or go out for a picnic with relatives, friends, and neighbors. While men often play traditional games like archery, women sing and dance to give the game more elements of entertainment. Thruebab is considered as an integral part of intangible cultural heritage of Bhutan, fortifying social cohesion among the people. The festival of harvest: OnamOnam is a major harvest festival celebrated in the Indian state of Kerala. The 10-day Onam festival marks the onset of the first month according to the Malayalam calendar called Chingam and generally occurs in the months of August or September every year. Due to the COVID -19, the festival saw major restrictions, however, it was celebrated with much enthusiasm between 12th August until 23rd August 2021 keeping in mind all the COVID protocols.\n\nThe origin of the festival can also be traced from various regional sources. According to the folk song ‘Maveli Naadu Vaanidum Kaalam’, Mahabali was a very kind-hearted and generous king. Under his rule, there were no theft, lies, hunger, or jealousy among his people. It is said that people were so happy under his rule that they no longer felt the need to pray or make offerings to the Gods. He was beginning to rule all three worlds which infuriated Lord Indra and gods. To take control of the situation, Lord Vishnu took his fifth avatar of a Brahmin dwarf named ‘Vamana’. As Vamana, he appeared before Mahabali and made a wish for three feet of land for penance. In his first and second steps, he covered the heavens and the hell. Mahabali, seeing this, offered his own head for the third step. Impressed by this action, Lord Vishnu appeared as himself before Mahabali to bless him. Lord Vishnu granted a boon to Mahabali that he can visit his beloved people once a year. As a result, the homecoming of king Mahabali is celebrated as Onam.\n\nOnam combines elaborate festivities that include food, dance, cultural clothing, flower decoration, etc. Each house performs such functions with sheer enthusiasm and love for our culture while supporting agricultural practices. One of the most popular components of the festival is the food. Onam Sadhya is a multi-course meal that includes 26 different food items prepared with local ingredients. Some of the dishes include Rice, Avial (a dish prepared by cooking vegetables in mango and ground coconut), Olan, Sambhar, Rasam, banana and jaggery chips, Pappadam, followed by at least 2 varieties of Payasam (a milk-based sweet prepared with rice, wheat etc). These are only a handful of items prepared in the diverse state of Kerala also known as the land of spices.\n\nThe other aspects of the festival include elaborate decorations that include the extensive use of local and colorful flowers. Pookkalam (floor designs with flowers) are made every day of the festival and various games like Vadam Vali (tug of war), Puli Kali (folk art from Kerala), Vallam Kali (Boat Race), are played during the festival.\n\nThe festival is a great reflection of the cultural heritage of Kerala. Families are seen wearing traditional attires that include Kasavu/Set Sarees for women and Mundu for men. There is a tradition of gifting new clothes called Ona Kodi to other members of the family. Tò he: Folk toys capture the heart of children and adults in Hà NộiWhen strolling the pedestrian zone around Hoàn Kiếm Lake in Hà Nội, one may be attracted by a man sitting behind a small wooden box filled with colorful figurines. With only a small bamboo stick in his hands, the man can create beautiful roses, lively dragons and legendary generals in their elaborate costumes. It takes only ten minutes for him to complete the creation of a figurine. This man is a tò he maker.\n\nTò he, as briefly described, are figurine toys popular in Hà Nội and some other provinces in the Red River Delta of Vietnam. Traditionally, the common figurines depicted flowers, animals, historical figures and characters in folk tales. Nowadays, a diversity of new figurines can be made, adapting from famous cartoon and movie characters whom children adore. They range from Doraemon, Sailor Moon to Elsa Princess.\n\nThe about-10-centimeter figurines seem to be simple at the first sight but what make them really stand out are the sophisticate craftsmanship and great passion of their makers. The first step of making tò he is to prepare the dough by pouring fresh water into a mixture of glutinous and regular rice powder. The dough then is dropped into the boiling water for about one hour. The final step of making the dough is to divide it into different portions and dye them with food colors. There are seven basic colors used in tò he figurines: green, pink, red, violet, yellow, white and black. The dough must be carefully prepared to ensure the edibleness of tò he, which is a unique characteristic of these folk toys.\n\nThe creation of tò he figurines requires another great amount of patience and skillfulness. Every small detail is kneaded by hand, and different colors are applied without never staining one another. Therefore, seeing a favorite character coming to his/her life on the hand of the tò he maker is like watching a magic trick for many children.\n\nWith several anecdotal evidence, the history of tò he is said to date back to the 17th century. Xuân La, a suburban village in Hà Nội, is the home of most active tò he craftsmen. Every day, tò he makers from Xuân La spread out to different corners of Hà Nội to sell their craftworks.\n\nIn the past, tò he figurines were only sold during Tết (Vietnamese New Year) and Trung Thu (Mid-Autumn Festival). Therefore, getting these figurine toys from their parents could bring immense joy for children who had waited for them for such a long time. These days, tò he can be found almost every day at several major parks and tourist attractions in Hà Nội, such as the walking streets around Hoàn Kiếm Lake, Văn Miếu (The Temple of Literature) and the Museum of Ethnology. Tò he craftsmen are also present at many cultural events in different parts of Vietnam.\n\nFor many people in today’s Vietnam, tò he can evoke their beautiful childhood memories. And for children, tò he can bring them into a colorful world of creativity and imagination. While tò he, as such, currently enjoys considerable vitality despite the invasion of children’s modern toys and games, more efforts are required to make in order to keep this folk art continuously alive and flourishing. Making new figurines that are closer to children’s daily life is one of the directions almost tò he makers have been following. Cultural Context of a CIOFF FestivalAccording to CIOFF policy, an international folklore festival will be fully accomplished as a meeting place for cultures when it is organized in the spirit of friendship and promoting a culture of peace. ICH is an excellent culture inherited over generations, a source of cultural development, and a manifestation of cultural diversity. The new management mechanism realizes the integration of ICH and tourism. The launch of “One Belt and One Road” strategy actually provides an important strategic opportunity for the protection and development of ICH. At the beginning of a new civilization cycle, to open a new window of civilization with people of the world. While there are four main cradles of civilization, which, moving from East to West, are China, India, the Fertile Crescent, and the Mediterranean, specially Greece and Italy, India deserves a larger share of credit because it has deeply affected the cultural life of most of Asia. India has also extended her influence, directly and indirectly, to other parts of the world.\n\nAn International Folklore Festival is one of the means to safeguard, to promote and to diffuse ICH, mainly through such genres of expressions as music, dance, games, rituals, customs, know-how of handicraft and other arts. To be a significant contribution to the maintenance and enhancement of cultural identity and diversity, a folklore festival has to be implemented in an appropriate cultural context. The reflections presented aim to develop a pertinent cultural context in existing and in new international folklore festivals. From Olympic Sport to UNESCO Intangible Cultural Heritage: Okinawa Karate Between Local, National, and International Identities in Contemporary JapanKarate is commonly regarded as a traditional Japanese martial art, which was developed on the island of Okinawa. Okinawa belonged to the Ryūkyū Kingdom (1429–1879)—an independent state that held diplomatic, cultural, and economic relations with Japan, China, Korea, and other Asian countries. The Ryūkyū Kingdom had a highly transactional culture with a history of cultural exchange in East and Southeast Asia. Karate, generally known as / (hand) or / (China-hand), blended the indigenous fighting systems of Okinawa with influences from Chinese and most likely other Asian martial arts, worldviews, and folk spiritualities into a cultural practice that became rooted in Okinawan society. Today, karate is a weaponless martial art in which punches and kicks are utilized. Due to its history and social as well as cultural relevance, the prefectural government of Okinawa has, since the 1990s, been actively seeking to inscribe Okinawa karate on the UNESCO Representative List of the Intangible Cultural Heritage (ICH) of Humanity. However, karate will also make its debut as an exhibition sport at the rescheduled Olympic Games due to be held in Tokyo in 2021. According to the World Karate Federation (WKF), about 100 million people practice karate around the world (WKF, 2014). With a transcendence that goes far beyond its sportive side, karate, as a cultural icon both of modernity and “tradition,” has become a Japanese cultural export incorporated into the global sporting culture.Year2020NationSouth Korea

From Micronesia to YouTube: Pasifika Renaissance on Documenting Oral TraditionPasifika Renaissance was established in September 2014 in Japan as an NGO with a mission to preserve and promote cultural and historical heritage in the Pacific Islands. The organization aims to revitalize traditional culture and empower local communities. They work in three main fields: documenting, researching, and teaching about traditional cultures and cultural heritage; providing technical assistance to relevant agencies and organizations; and promoting tourism. You can find out more at the organization’s Facebook page, where they post cultural and historical information, including historical photos and educational materials, and share updates about their activities.\n\nThey are currently engaged in a major project to document oral traditions in Pohnpei State. Many older Micronesians have fond childhood memories of listening to stories told by elderly relatives before bed. This practice, however, has been largely lost in Pohnpei due to the spread of new media such as videos and games and the decline of the younger generation’s interest in traditional culture.\n\nTo document stories from knowledgeable elders and pass them down to younger generations, Pasifika Renaissance began filming those stories in 2015 and sharing the videos on their YouTube channel with kind permission from the Federated States of Micronesia (FSM) Office of National Archives, Culture and Historic Preservation. This method of documenting and sharing traditional knowledge through online media is rare in the Pacific Islands. However, we believe that it has a great potential for future applications due to the relative ease of use and the internet’s global reach. Our project has been welcomed and supported by traditional chiefs, elders, and other community members, who share our concern that traditional knowledge could be lost.\n\nTo date, Pasifika Renaissance has uploaded more than two hundred narrative videos. These stories include legends, traditional tales, historical events, customs, chants and songs from Pohnpei (9 videos), Pingelap (69), Mwoakilloa (11), Sapwuahfik (60), Nukuoro (25), and Kapingamarangi (25) as well as two island groups of Chuuk State: the Mortlock Islands (10) and Namonuito (16). They hope to add more videos from Pohnpei, where they began their work just this year in collaboration with the Division of Historic Preservation and Cultural Affairs, Pohnpei State Department of Land. The YouTube channel has attracted over 240,000 views. Of these views, 78.5 percent are from United States, where one-third of FSM citizens now reside, and an 12 percent of the views come from within the FSM. Pasifica Renaissance’s YouTube channel has now reached 640 views per day, which they believe suggests a keen interest in these stories.\n\nThey offer their appreciation to the storytellers and others who have supported this project as well as the generous donors such as the KDDI Foundation in Japan. They hope by watching these videos, people can continue to pass on these stories to their children and younger relatives. PRESERVING MARITIME CULTURAL VALUES AND PROMOTING COMMUNITY COHESION: FROM THE VIEWPOINT OF CAU NGU (WHALE WORSHIP) FESTIVAL IN THANH HOA PROVINCEThe intangible cultural heritage is without borders but it has owner and sovereignty because the heritage is associated with people, their residence, and practice (Le Thi Minh Ly 2020). Hence, Émile Durkheim (1912), a French social anthropologist, in his famous book of the Australian tribal religious life, convincingly argued that the study of festive events was an essential element to understand people’s social life. He wasprobably the first scholar to conceptualize festivals as central social events in the life of “primitive societies”. Cau ngu festival recreates the traditional cultural space of a coastal fishing village, customs as well as traditional rituals, games and knowledge of the fishermen. Identifying Ways to Develop Intangible Heritage Festivals through Community Networks (Focusing on the Case of the Gijisi Tug-of-War Festival)The tug-of-war is widely spread throughout the world, especially in agricultural communities. The Gijisi Tug-of-War Festival is highly regarded. Held on the second weekend in April, it has a five-hundred-year history. The event, which is based on agriculture, fishery, and merchant traditions, is held to wish for prosperity and good luck for the coming year. The tug-of-war represents the agricultural, rural, and social characteristics of the region. The rope used for the event is two hundred meters long and one meter thick, so it is truly a community event. Similar tug-of-war games are also held in other nations. After creating a museum for Gijisi tug-of-war, members discovered that it could be a symbol of the region, so the local government invested into the museum. After building the museum, we wanted to expand our knowledge of tug-of-war events in other countries. In the past, there wasn’t much communication among the different communities celebrating tug-of-war festivities. However, after building the museum, we had the opportunity to invite other countries as a sort of network that allows research into other types of tug-of-war in the Asia-Pacific region. As Gijisi tug-of-war is well known, we thought that having a festival to display other cultures’ traditional tug-of-war through a networked festival.\n\nTug-of-war (juldarigi in Korean) is an intangible heritage that is commonly found in various regions across the world. Korea, the Land of the TigerLike the Chinese dragon, the Indian elephant, and the Egyptian lion, the animal that symbolizes Korea is the tiger. As such, tigers constitute a ubiquitous motif throughout the traditional culture of Korea, the so-called “land of tigers.” The Korean Peninsula became known as such as it largely consists of mountainous regions that were once home to many tigers. The significance of tigers in Korea is evident in the fact they were used as mascots to represent Korea at sports tournaments, such as Hodori at the 1988 Seoul Olympics and Soohorang at the 2018 PyeongChang Olympic Winter Games; the tiger mascots helped to mark these momentous occasions that brought humankind together in friendship, sport, and culture. Creatures of well-developed and well-rounded physical proportions, tigers lurk slowly then pounce on their prey with striking swiftness. As symbols of outstanding wisdom, grandeur, and dignity, tigers were also known as lords, spirits, gods and heroes of the mountain.Year2022NationSouth Korea
