Silat: A Martial Art That Builds Character
Silat has been a symbol of pride and identity among Malay communities for centuries as a traditional martial art passed down from generation to generation. Inspired by Malaysia’s natural surroundings, silat has grown as a way to socialize as well as a way of life for its practitioners. \n\nIt also encourages practitioners to explore their inner world and contributes to building the Malay identity and enriching community life. In this video, three silat practitioners and researchers from Malaysia explain the history and philosophy of silat through cinematic reenactments and interviews.

The Art of Rickshaw Painting
Rickshaw is considered one of the most popular transport vehicles in Bangladesh. Millions of rickshaws can be seen all over the country. It is one of the most easy-to-get and traditional vehicles in this region. Basically, this is a three-wheeled pedicab driven by a person who is generally called 'rickshaw-wala'. It is required to put hard physical labor to drive this vehicle. Most of the Asian nations have their own form of this primitive transportation. But, in Bangladesh, the vibrant, colorful designs on rickshaw has taken it to another level of aesthetics and craftsmanship. The painted rectangular metal board at the backside, between the two wheels of the vehicle is the main attraction of the whole artwork. This is what you generally refer to as rickshaw painting- a genre of art that is unique to the Bengali culture. Sometimes it resembles rural life, sometimes historic incidents or movie stars or surreal thoughts, essentially to attract the passengers. This is a traditional Bangladeshi urban folk art form that represents the culture, history, and livelihood of common people. In reality, every rickshaw is a single mobile piece of art.\n\nThe themes of rickshaw painting are a bit different in different cities. In Dhaka, the capital city of Bangladesh, the paintings are more vibrant than the paintings Chittagong region, and you can also notice the difference in Rajshahi or other regions. But most of the time It includes the colorful paint of birds, flowers, village scenery, liberation war, cinema poster, cities, mythology, animals, human beings, national monuments, etc. Even sometimes global incidents inspire the artisans. There were rickshaw paintings in Dhaka based on the incidence of the collapse of twin towers in the United States of America.\nThe rickshaw painters are considered as traditional folk artists. Their arts are sometimes considered as people's art. There are different types of rickshaw painters. Mostly they are less educated. They are the people who have been working in rickshaw garages. If you visit the rickshaw garages you may find elderly people who have been painting for decades. This is somehow a pearl of local wisdom. Most of the early artisans self-taught. They have no institutional training or knowledge of painting. However, their colorful vibrant paintings on rickshaw show their craftsmanship, skill, and level of imagination and observation power. These paintings on the body of the rickshaw can easily catch someone's eye which is the main reason behind rickshaw painting- to attract passengers. nThe painters reflect their own likings and desires in their paint as well as the desires of the people who are ordering the painting. They also consider the likings of the passengers whom we call rickshaw-jatri. The decoration and painting attract the general riders. They enjoy watching this piece of art.\n\nWe can see some challenges nowadays, in terms of keep going on with this traditional form of art because of mechanization, modernization, and urbanization. Rickshaws are gradually being withdrawn from selected streets of the larger cities. There is a doubt that this will eventually affect the traditional art form. If this continues to happen, the big cities will have no more rickshaws which is really a big threat to the art form. Some people also oppose rickshaw pulling because this is a very hard physical labor-oriented occupation. But if rickshaw gets withdrawn from the big cities there will be a risk to lose the tradition and it will affect the economy and living of the people related to this. nThe traditional artisans of rickshaw painting are somehow facing some problems to keep going on with their traditional livelihood. They complain that they are not getting enough earing from rickshaw painting these days. They paint rickshaws with their hands. But nowadays there are other available digital paint forms like screen printing which costs three or four times less than the hand paintings. So the rickshaw owners are preferring to buy these screen printings. nRickshaw painting is one of the most tangible forms of intangible cultural practice. This art is considered 'peoples art. The painted rectangular metal board at the backside, between the two wheels, leaves a trail of passion that the Rickshaw artist puts in his creations. This craftsmanship requires knowledge and skills which is transmitted from the early rickshaw painters themselves. nSome young students of Charukola, Dhaka University; one of the most influential fine arts institutes of the country, have expressed their thoughts on the safeguarding of this unique art form. They are also trying to revitalize this traditional form of art. They are trying to make it popular among the urban upper and middle-class society. They suggested using this form of art on other products like dresses, mobile phones, and other accessories. nAs the genre of the rickshaw paint is dying down due to digital printing and other such technologies, some young Bangladeshi artists are trying to bring back rickshaw art and promote it by hand painting on modern, innovative products. They are trying to convert the traditional form of rickshaw art into a modern form of art. \n\nThe youth of Bangladesh is very much connected to this intangible cultural heritage and they are finding their way to safeguard and promote it in this era of digital printing. While we can feel the risk of diminishing this art form, It is a light that young people who are parts of institutional or formal fine arts are trying to safeguard and promote the knowledge and tradition of the painting. They are also taking steps to preserve and protect the form of art .

THE ART OF MASKS MAKING - UP IN HAT BOI
As a UNESCO category 2 center, ICHCAP organized the youth ICH storytelling contest with the aim to support ICH safeguarding activities of young practitioners. Youth practitioners play an essential role, as ICH relies on direct transmission among community members. Their activities and involvement will hopefully contribute to raising awareness of ICH worth protecting. The story below won the Grand Prize of the 2019 Asia-Pacific Youth ICH Storytelling Contest. \n\n---------------------------------\nThe Hát Bội is Vietnamese intangible traditional performing art which has taken shape, developed during Vietnam history and is still preserved. The Hát Bội is form of traditonal opera which has a 500 old year long history of development in Vietnam. It contains features close to the culture in many other countries in Asia. My name is Anh Quan, I am sophomore of The Ho Chi Minh City University of Culture in Vietnam. \n\nWhen I started in junior high school, I had opportunity to study and enjoy The Hát Bội. These images, stage, eyes, gestures of The Hát Bội are so excited. But I strongly impress by artists’ face. This emotion is always with me in my thoughts. When I have been a student. Immediately, I go to The Ho Chi Minh city Hát Bội Theater to learn more about this art. Hát Bội relies on the principles of symbolization and stylization. These principles prodoundly influence Hát Bội typical dance/ gesture and makeup by which Hát Bội in distinguished from other traditional performing arts. Being the essences of Hát Bội, gesture and dance are perfomrmed based on several rules of symbolization and stylization with the aim of sophisticatedly expressing the feeling and emotion of characters and other implications of plays. These artists of Hát Bội have to understand very well about principles of symbolization and stylization and when they makeup and. Makeup is definitely the outward essence Hát Bội indicate the specific and personality of every character. The articial materials for making-up a disguise includes as followings: Multi-colours-lipsitcks, powder in multi-colors, the balckening-wax or the ash-like-black powder, the zinc-powder in golden-red– a mixture of the deep-red and golden powder, powder in blue, in green, and in yellow. With many special kinds of professional tools, such as: Tooth sticks, fingernail like kinife flat which look like a spoon – flat and made of wood.\n\nI observe artists makeup , I dream that i can makeup like them. I want to pursue my dream of being one of characters of Hát Bội. With the help of Thanh Bình Artist, I have fulfilled my dream. I feel virtuosity, sophistication and passion of Thanh Binh Artist when he makeup for me.\nThe face painting in an original feature in Hát Bội as well as in some forms of opera in Southeast Asia .The make-up in Hát Bội ( chiefly for male personages , rarely for female ones) includes three main parts : painting the complexion, drawing lines on the face and pasting false beards. There is nothing called the realistic things to identify but absolutely living - symbols in the art of the Hát Bội with its speical ways of disguiting for whole characters at all.\n \nLooking at the face makeup, the audiences can understand wether a character is good or bad, loyal or disloyal, etc. Below are some basic colour used in Hát Bội makeupnRed: Loyal, unyielding personnWhite: artful flatterernGreen: intelligent person or person with venturesome spirit or short lifenYellow: gentle and virtuous personnBlack: Furious and vigorous personnThat is the dialectics of the art of theatrical masks attained by masterly (mask makers, makeup, artist). nThe above special things may be generally get a common concept for us all to comprehend some intersted – things in many kinds of the characters and characteristics in traditional culture and art of the Hát Bội. \n\nThe Hát Bội has any characters. Currently, plays of Hát Bội are mainly performed at the temple (or shrine). The young generation do not strongly like the traditional art include The Hát Bội. Few young people are passionate about traditional art, this situation make the training for young people quite so difficult. For make youth generation learn more about The Hát Bội. Over the past years, The Ho Chi Minh city Hát Bội Theater has organized program called “The school stage” to introduce The Hát Bội to pupils and students.\n\nThis program around the content: history of formation and development of The Hát Bội, dance, and makeup art. Besides that, performance of historical topics, excerpts about children to raise patriotism, hope students have the opportunity to learn more about The Hát Bội. I think this working is very well for young people. That thing will make me and young people will love and have positive emotion with the traditonal stage. I hope The Ho Chi Minh city Hát Bội Theater always create other program to performance for community. To get deeply understanding about Hát Bội, warmly welcome to The Ho Chi Minh city Hát Bội Theater – Vietnam. I am so happy when I have chance to get experience and share excited valid content of The Hát Bội for every body. Vietnam also has so many traditonal arts. The Hát Bội is one of them. For protecting and delivering The Hát Bội, I think the young generation have to focus on studing intangible culture of country. I aslo contribute a little working for do that. I hope other young person will do that like me. I am going to keep my passion to learn more about traditonal of Vietnam also the other coutries over the world. 3rd APHEN-ICH International Seminar Diversity and Distinctiveness: Looking into Shared ICH in the Asia-Pacific
Intangible cultural heritage (ICH) is transnational in nature. It is necessary to spread the perception that ICH transcends geographical spaces and national borders, creating dynamic relations, connectedness, and continuity, which is why it is a timeless bearer of cultural diversity, the foundation of the heritage of humanity. However, as the modern structure of nation-state determines the boundaries of culture with national borders, forming the concept of “culture within the country”, subsequently led to the perception that the ownership of culture belongs to the state.\n\nThe concept of exclusive ownership of culture is often controversial in the UNESCO listing process, particularly in instances where cultural heritage and cultural domains have been shared for a long time by two or more nation-states. Such conflicts lead to excessive competition for nomination, overshadowing UNESCO’s fundamental purpose of contributing to peace and security in the world by promoting collaboration among nations, as well as the very spirit of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage that promotes international cooperation and assistance in the safeguarding of ICH as a matter of general interest to humanity.\n\nConsequently, UNESCO encourages multinational inscriptions of shared intangible cultural heritage to promote regional cooperation and international safeguarding activities, preventing conflicts among countries and coping with already existing ones. By emphasizing joint nominations of shared ICH, UNESCO revised its implementation guidelines three times to deal with conflicts between countries due to the cultural property rights. In addition, States Parties are encouraged to develop networks among relevant communities, experts, professional centres, and research institutes, particularly with regard to their ICH, to cooperate at the sub-regional and regional levels.\n\nAt the 13th Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage held in the Republic of Mauritius in November 2018, Traditional Korean Wrestling was inscribed on the Representative List of the Intangible Cultural Heritage of Humanity as the first joint designation by the Democratic People’s Republic of Korea and Republic of Korea. This milestone in the life of the Convention demonstrates that ICH contributes to the peace-building, reconciliation, mutual understanding, and solidarity among peoples. Indeed, only when acknowledging that shared cultural values are empowering characteristics of ICH, the true perspective of the unifying agent of the cultural diversity can be achieved, and that it is the cornerstone of reaching peace among nations.\n\nCountries in the Asia Pacific region are deeply connected by a long history of interactions, exchanges, flows of people, goods, and ideas that have shaped shared values, practices, and traditions. Having a balanced view, advocating for cultural diversity, and recognizing the commonalities among individuals, communities, and countries as a strength are virtuous tenets in the present time.\n\nIn this regard, APHEN-ICH Secretariat, ICHCAP, and UNESCO Bangkok Office are inviting the APHEN-ICH member institutes and public to this seminar under the theme of Diversity and Distinctiveness: Looking into the Shared ICH in the Asia-Pacific, to re-assess that while fragile, intangible cultural heritage is an important factor in maintaining cultural diversity, connecting bounds, and enhancing international dialogue and peace.

ICH Video Production in the Asia-Pacific Region : Central Asia (Living Heritage : Wisdom of Life)
ICH Video Production in the Asia-Pacific Region : Central Asia\n\nRapid urbanization and westernization are changing the environments in which intangible cultural heritage is rooted. The importance of documentation that traces the effect of social changes on intangible cultural heritage is being emphasized as a safeguarding measure. Quality video documentation is an important resource that enables the conservation and transmission of existing intangible cultural heritage and raises its visibility.\n\nVideo documentation is the best medium to record intangible cultural heritage in the most lifelike manner, using the latest technologies. It is also an effective tool for communicating with the public. However, conditions for video production in the Asia-Pacific remain poor, requiring extensive support for quality video documentation.\n\nICHCAP has been working to build the safeguarding capabilities of Member States and raise the visibility of intangible cultural heritage in the Asia-Pacific by supporting the true-to-life documentation of intangible cultural heritage as this heritage is practiced and cooperating with experts, communities, and NGOs in related fields.\n\nSince 2010, ICHCAP has hosted annual Central Asian sub-regional network meetings with Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan, and Mongolia to support the ICH safeguarding activities of Central Asia. Through their collaboration, ICHCAP has supported projects involving collecting ICH information, producing ICH websites, and constructing ICH video archives.\n\nAt the Sixth Central Asia Sub-regional Network Meeting in Jeonju in 2015, ICHCAP, four Central Asian countries, and Mongolia adopted a second three-year cooperation project plan on producing ICH videos to enhance the visibility of ICH in Central Asia.\n\nICHCAP developed guidelines and training programs for the project and invited video and ICH experts from the participating countries, and held a workshop in November 2015. After the workshop, focal points for the project were designated in each country, and each focal point organization formed an expert meeting and a video production team to produce ICH videos.\n\nInterim reports were submitted to ICHCAP in February 2016, and the first preview screening was held in Dushanbe, Tajikistan, during the Seventh Central Asia Sub-regional Network Meeting in May 2016. Since then, each country has carried out the project according to the project plan. ICHCAP met with each country between October 2016 to February 2017 to check on the project progress.\n\nAfter the final preview screening during the Eighth Central Asia Sub-regional Network Meeting in Bishkek, Kyrgyzstan, in 2017, final editing process took place in each country, and fifty ICH videos were completed by October 2017.\n\nAll photos introduced on this page along with fifty ICH videos are from the exhibition 'Living Heritage: Wisdom of Life' held in the Republic of Kyrgyzstan and the Republic of Korea. Ngâm kép rừng (the Tuồng melody)
This melody was in a Tuồng play called “Phụng Nghi Đình,” and it was performed by artist Nguyễn Nho Túy—the most famous and talented Tuồng artist in Quảng Nam. He followed the Tuồng theatral profession since he was a child, and he was granted with the phó ca certificate of the Huế court. He had great merit in conserving and developing Tuồng art in central Vietnam as well as training many generations of Tuồng performers in central and northern Vietnam.

This is the gingo song, sung by children riding horses in a circle while training for the Naadam, the largest festival in Mongolia. The song is used to raise morale before the horse riding competition and is also sung while riding the horse.

Benedictions
Benedictions\n\nMongolian well-wishing is a powerful expression of the miraculous capacity of words. It is one of the genres of Mongolian oral poetry that uses melodies. Briefly, benedictions (well-wishing) propitiate people’s future happiness and well-being through skilfully composed and recited poems. There are thousands of benedictions on various subjects. For instance there are benedictions recited while beating the sweat cloth of a saddle, while distilling milk vodka, while celebrating a birth, and while cutting an infant’s hair for the first time. Besides ancient benedictions, many contemporary benedictions are being kept at the ILL. These include benedictions for a new ger, weddings, a child’s first haircut, endowment practices, mare-milking ceremonies, foal-branding ceremonies, the People’s Revolution, and others for the military.

Folk Short Songs
Folk Short Songs\n\nMongolian folk songs are divided in three different categories, such as long songs, short songs and the authors’ songs. Folk songs are shorter than other forms of expressions with average durations of one to five minutes, but there is a high volume of them. Thus, restoring, categorising, and digitising folk songs were the most time-consuming tasks compared to others. Within the framework of the project, just under forty-eight hours of songs were restored and digitised.

Ca Hue(the Hue Singing) in Central Vietnam
CD7_CA HUẾ (THE HUẾ SINGING) IN CENTRAL VIETNAM\n\nCa Huế (the Huế singing) was a special traditional chamber music in Huế, a central city of Vietnam. Ca Huế originated from royal music. “There was the chamber music, serving the Nguyễn Kings and their mothers”. At first, Ca Huế was the chamber music performed in the palaces of royal families, mandarins, and wealthy people. After that, it spread to common communities. Ca Huế has been gradually influenced by many Huế folk musical types. During its development, Ca Huế affected royal music; for example, ten bản Tàu musical pieces (or it can be called ten bản Ngự or Thập thủ liên hoàn) were played in sacrifice ceremonies or some occasions in the court by royal instrumentalists. Ca Huế is the essence mixture of folk music and royal music, which creates the special nuance satisfying the artistic demand of the elite intellectual class and the common class. As a result, in the past, during happy occasions such as New Year ceremonies, parties for celebrating promotions, or parties for opening new businesses, Ca Huế was organised at the private houses of mandarins, the elite class, and Huế common people.\n\nIn the past, participants of Ca Huế included only the elite class, mandarins, and the people with erudite literary knowledge and with the ability to compose beautiful and profound lyrics. They played instruments together and shared their thoughts through instrumental music and singing. The singing and the instrumental music of one person was the inspiration for the singing and the musical composition of another. Group members were also the audiences. They enjoyed their mutual talents respectfully. In recent years, Ca Huế has been performed on stage to also serve the common people. In this musical type, there is a clear classification between composers, performers, and audiences like professional music. The interactive relation among group members of Ca Huế chamber music can be presently only found in Ca Huế in private houses.

Tales & Legends
Tales & Legends\n\nTales are an important genre of the oral prose literature of the Mongolians. Tales typically begin with the phrase “Once upon a time, in such-and-such a place, in such-and-such a country.” Mongolian tales are symbolic. The most frequent ending is “and they lived happily ever after.” The legends are a popular genre of oral prose literature. The real-life legends are always complimentary expressions of historical events within folk literature. Historical facts are usually adorned with fanciful magic and metaphoric devices to later become historical legends. Among the restored and digitised data, the tales take up the most recording hours. Within the framework of the project, over two hundred hours of tales and almost fourteen hours of legends were restored and digitised.

International Seminar on Digital Documentation as an Imperative Tool for Safeguarding Cultural Heritage
ICHCAP, together with the Digital Heritage Lab, Graduate School of Culture Technology, Korea Advanced Institute of Science and Technology, organized an international seminar entitle “Protecting the Past for the Future: Digital Documentation as One of the Imperative Tools for Safeguarding of Cultural Heritage,” 20 July 2019.\n\nThe seminar consisted of three sessions: the first covered the archiving and visualization of intangible cultural heritage; the second focused on digital documentation methods for tangible cultural heritage; and the third discussed the challenges faced by Korea in establishing cultural heritage-related digital data.

Intangible Cultural Heritage and the Sustainable Development Goals in the Pacific
The 2030 Agenda for Sustainable Development, adopted by the UN Member States on 25 September 2015, is an action plan for tackling the most challenging issues of our world today. The hope is that within the next fifteen years, the sustainable development goals (SDGs) will encourage universal efforts to end all forms of poverty and ensure that no one is left behind.\n\nThe methods and practices to accomplish these goals will vary depending on the context. In the Pacific region, incorporating intangible cultural heritage (ICH) is crucial to accomplish any of the SDGs since it plays an important role as a “driver, enabler and guarantee of sustainable development.\n\nAlthough each nation in the Pacific has its own diverse ICH, they all share a sense of longing for sustainable development and community well-being. Traditional and local knowledge have always played a pivotal role in protecting clean water supplies, coral reefs, and rainforests; healing the sick through traditional medicine; and building homes resistant to climate change. Ensuring the success of the SDGs in the Pacific will require an understanding of how ICH can be incorporated in the SDGs from the local perspective.

ICH INVENTORY-MAKING EFFORTS IN VIETNAMFifteen years ago, nobody used the term ‘intangible cultural heritage’ (ICH) in Vietnam. It was only used in the official context of the 2001 Law on Cultural Heritage. The Cultural Heritage Law of Vietnam is conforming with other international documents regarding wording for safeguarding ICH and inventories. Although inventory-making is one of the important measures used in safeguarding intangible cultural heritage, the term ‘ICH inventory making’ was not included in the law. At that time, inventory making meant surveying and collecting. In 2003, as an international legal tool, the UNESCO Convention for the Safeguarding of Intangible Cultural Heritage helped enlighten the understanding of ICH inventory making in Vietnam. Six years later, this term, as well as other contents compatible with the Convention were included in the 2009 amended Law on Cultural Heritage.
