| Description | 디지털 생태계의 확장과 일상화가 전 세계적으로 보편화되면서 ‘공유 플랫폼’은 4차 산업혁명 시대의 핵심 과제로 떠오르고 있다. 이는 ‘가치의 공동 창조’가 새로운 혁신 모델로 부상하면서, 공유에 기반을 둔 패러다임으로의 전환을 의미한다(최배근, 2018)1. 이와 같이 경쟁이 아닌 협력의 키워드를 지닌 플랫폼의 특성은 경제 분야뿐만 아니라, 문화예술 및 국제협력 분야 등에서도 전방위로 진행되고 있다. 무형유산 분야에서도, 무형유산 보호와 활용을 위한 공동 거버넌스 메커니즘에 관한 담론이 커지고 있다. 청 양(2019)은 “열린 협력적 거버넌스 메커니즘이 빅 데이터 시대에 무형유산 보호의 효율성을 증대시키는 열쇠가 될 것”이라고 밝힌 바 있다.2 무형유산은 세계화, 산업화, 도시화, 기후변화 등 각종 환경변화에 노출되면서 사라질 우려가 있으며, 과거 무형유산 관련 기록도 훼손 및 관리 미흡의 위험이 도사리고 있다. 이것이 그 어느 때보다 무형유산 보호를 위한 디지털 기반 협력 메커니즘이 필요한 이유이다. | ||

3. ichLinks – 온라인 무형유산 정보 플랫폼
아태지역 무형유산 정보공유플랫폼 ichLinks의 구축 배경과 핵심가치 및 목표, 활동 계획, 기대 효과 등에 대해 소개한다. ichLinks는 모든 참여 회원국이 플랫폼을 통해 서로 긴밀히 연결되는 공유 공간으로 기능할 계획이다. 이에 따라 센터는 원스톱 통합 온라인 서비스 플랫폼이자 아태지역 회원국 참여 기반 확장형 플랫폼을 표방한 ichLinks의 원활하고 효율적인 운영을 위해 참여 회원국의 협력기관들이 주도하는 운영협의회를 구성할 계획이다. 또한 국가 간에 서로 다른 기술적 환경에서 비롯된 차이와 결핍을 해결할 수 있는 여러 지원책도 마련될 예정이다. 이러한 활동들은 참여 회원국과 협력기관의 자발적이고 적극적인 플랫폼 활용을 지원하고, 다자간 정보공유, 교류, 협력을 통한 새로운 가치의 지속적 창출을 보장할 것이다. ichLinks를 통해 공유된 정보와 콘텐츠는 축제, 전시, 연구, 관광 등의 분야에서 온·오프라인 원천소스로 끊임없이 재창조되어 다시 활용될 수 있다.

ichLinks is a one-stop online platform where you can easily meet a wide range of intangible cultural heritage (ICH) information and content shared by and with Asia-Pacific Member States. We coined the term as a portmanteau of “ICH” and “Links”, referring to the mutual connections made among ICH and its stakeholders through the platform. Here you are only one click away from a wide range of Asia-Pacific ICH information and content with the help of advanced digital technologies. The platform also serves as a common ground in which various ICH stakeholders, e.g. policy-makers, researchers, institutes, NGOs, communities, and practitioners can interact with one another. Where they create greater value out of pan-regional cultural resources, ichLinks shall create a virtuous cycle of a stronger cultural bond and greater peace throughout the Asia-Pacific region and beyond.
